TUESDAY, DECEMBER 20, 2011
The Franklin County Commissioners met Tuesday, December 20, 2011, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, and the
Pledge of Allegiance proceeded with the business of the day.
On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas;
unanimously approved to adopt the agenda.
There was no public comment.
The minutes of December 13, 2011 and December 15, 2011 meetings were
read. These will be approved Thursday, December 22, 2011.
The Board reviewed Agreements, Contracts and Reports. John Hart, Chief
Clerk/County Administrator asked for an item to be included with Board actions to be
signed today. The Federal Government informed the County on Friday of additional
ARRA funds in the amount of $95,090.00 for the Homelessness Prevention and Rapid
Rehousing Program (HPRP) to provide case management services and housing
expense assistance to keep people from becoming homeless. The Warden was present
to provide more information on the Prison Inmate Medical Cost Containment Program for
implementation of inmate medical cost cap provisions from Act 22 recently signed into
law by the Governor. He explained this puts a cap on fees and rates for providers and
will eventually save the County money. Commissioner Thomas had a question about the
Contract with Rossi Realty to lease a one-bedroom unit and Mr. Hart explained that
$50,000.00 was put into contingency to help inmates that do not have a home plan so
they can be released from Jail. He said the inmates will be supervised by Adult
Probation and will have a Mental Health Caseworker if needed. This program will help
these inmates become productive citizens of society. The following item was approved
today and the remainder items will be approved Thursday, December 22, 2011.
On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas;
unanimously approved the Grant Agreement between the County of Franklin and
Department of Community and Economic Development (DCED) to provide additional
grant funds in the amount of $95,095.00 to be used for the Homelessness Prevention
and Rapid Rehousing Program (HPRP) to provide case management and assistance to
individuals and families in need of housing support. With these additional funds the
grant will be extended to August 12, 2012.
The Board reviewed Commissioners Office matters and conducted a bid opening
for Renovations to the Franklin County Judicial Center. The attached documents
contain the bidders and bid amounts and are made a part of these minutes. On a
motion by Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved
to forward the bids received to the Project Manager, Architect, Chief Clerk/County
Administrator and the County Solicitor for their review. The Board will award or reject
the bids on Thursday, December 29, 2011 at 9:45 a.m.
