The Franklin County Commissioners met Thursday, January 8, 2015, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. The Board attended the Prison Board meeting. Chairman Keller presided
and after calling the meeting to order, a Moment of Silence, and the Pledge of
Allegiance, proceeded with the business of the day.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved to adopt the agenda.
There was no public comment.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved all bills presented and ordered paid.
On a motion by David S. Keller, seconded by Robert G. Ziobrowski; unanimously
approved the minutes of the December 30, 2014 meeting.
The Board reviewed Coroner matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the Letter of Agreement
between the County of Franklin and Forensic Pathology Associates to provide forensic
autopsy services to include autopsy, consultation, autopsy assistant, morgue supplies,
administrative support, photography and images all performed at the Lehigh Valley
Health Network morgue at a cost of$1,370.00 per autopsy for the period of January 1,
2015 through December 31, 2015.
The Board reviewed additional Coroner matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Letter of
Agreement between the County of Franklin and Forensic Pathology Associates to
provide autopsies that require toxicology services for$173.00 per occurrence. All other
terms and conditions of the original agreement will remain in full force and effect.
The Board reviewed Jail matters. On a motion by Robert L. Thomas, seconded
by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to
execute the agreement between the County of Franklin and Apple Valley Waste for trash
removal service at the jail, at a cost of$12,167.00 for the period of January 30, 2015
through December 31, 2016. Company is on State Contract.
The Board reviewed Jail matters. On a motion by Robert L. Thomas, seconded
by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to
execute the service agreement between the County of Franklin and Greg King DBA
Scissors Palace to provide on-site barbering services at the jail at a cost of$10.00 per
haircut and $15.00 for both beard and haircut for the period of January 1, 2015 through
December 31, 2016, inmates will reimburse the County for these services.
The Board reviewed Property Management matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Supplemental
Appropriation in the amount of$61,095.00, to provide budget for the gas line installation
project (awarded to Stouffer Mechanical Contractor, LLC) and the demolition of 11 North
Second Street (Notice to Proceed given to D.L. George & Sons). These projects will be
completed in 2015 and were not included in the original budget.

The Board reviewed Tax Services matters. On a motion by Robert L. Thomas,
seconded by Robert G. iorowski; unanimously approved the agreement between the
County of Franklin and Andrew J. Benchoff, Esquire, to provide solicitorship for the
Franklin County Board of Assessment Appeals Board to attend assessment appeals and
provide legal counsel to the Board of Assessment in hearings and appeals at a rate of
$155.00 per hour for the period of January 1, 2015 through December 31, 2016.
The Board reviewed Transportation matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziorowski; unanimously approved the service agreement
between the County of Franklin and Perry Apex Services Unlimited to provide
transportation to registered riders who need service outside of Franklin County
Transportation hours or service area, for residents that require transport to essential life
services, for the period of February 1, 2015 through January 31, 2016. Cost varies per
destination and will be funded by the Medical Assistance Transportation Program
( ATP) Block Grant and PennDT Community Transportation Grant.
The Board reviewed additional Transportation matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziorowsi; unanimously approved the service
agreement between the County of Franklin and South Mountain Volunteer Fire Company
to provide transportation to registered riders who need service outside of Franklin
County Transportation hours or service area, for residents that require transport to
essential life services, for the period of February 1, 2015 through January 31, 2016.
Cost varies per destination and will be funded by the Medical Assistance Transportation
Program ( ATP) Block Grant and PennDT Community Transportation Grant.
In accordance with PA Acts 67, 66 and 127 notifications, Dennis E. Black
Engineering, Inc. notified the County of a Pennsylvania Department of Environmental
Protection NDPES Permit application being applied by Chambersburg First Church of
God for construction activities on property located in Greene Township.
The meeting was adjourned at 9:43 a.m. with a motion by Robert L. Thomas;
seconded by Robert G. Ziorowsi.
