The Franklin County Commissioners met Thursday, January 1 , 2015, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment
of Silence, and the Pledge of Allegiance, proceeded with the business of the day.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved to adopt the agenda.
There was no public comment.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved all bills presented and ordered paid.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved the minutes of the January 5, 2015, January 6, 2015 and January
3, 2015 meetings.
The Board reviewed Commissioners matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the
Board to execute the agreement between the County of Franklin and C.S. Davidson, Inc.
to provide engineering services in conjunction with Franklin County Bridges 84 and 3a
replacement at a cost of$69,700.00.
The Board reviewed Grants/CJAB matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the Grant Application to
Pennsylvania Commission on Crime and Delinquency (PCC ) for the Criminal
Justice/Mental Health Housing Initiative to provide three furnished master-lease
apartments, including utilities, as a transitional option for individuals with Mental
Health/Co-occurring Disorder who are currently incarcerated due to a lack of approved
home plan. An additional housing fund would serve as a short term option for those on
imminent risk of losing their housing and returning to jail. County managed housing
support and supportive services are included in the grant proposal. Grant terra is April 1,
2015 through March 31, 2017 with a funding request of$134,100.00.
The Board reviewed Human Services Administration matters. On a motion by
Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the
addendum to the agreement (dated January 1, 2012) between the County of Franklin
and Department of Agriculture for the Emergency Food Assistance Program (TFAP) to
respond to items that should be incorporated into the Department of Agriculture's T FAP
Agreement as conveyed to the Department through a T FAP Management Evaluation
conducted by USDA Food and Nutrition Service. This addendum is for the period of
January 1, 2012 through September 3 , 2016.
The Board reviewed Human Services/Fiscal matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the revised report
to PA Department of Public Welfare, Bureau of Financial Operations for FY 13/14
County Human Services Block Grant showing total revenue and expenditures.

The Board reviewed Information Technology matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of
the Board to execute the renewal quote from General Code to provide Laserfiche
software maintenance at an annual cost of$57,271.00. Laserfiche is the content
management system handling the County's scanning and archiving of documents. It
also provides workflow and data entry in the recording of County documents and
presents a web server for public sharing of information and document sharing.
The Board reviewed Planning matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the
Board to execute the Certification of County Funds for 2015 Program Year for total funds
in the amount of$150,000.00 for the purchasing of agricultural conservation easements.
The Board reviewed Property Management matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the agreement and
notice to proceed to Stouffer Mechanical Contractor, LLC for the Gas Line Project Bid on
Franklin Farm Lane property at a bid amount of$30,900.00. The Board awarded this bid
to Stouffer Mechanical Contractor, LLC on December 8, 2014.
In accordance with PA Acts 67, 68 and 127 notifications, Hazen and Sawyer
Environmental Engineers and Scientists notified the County of a Pennsylvania
Department of Environmental Protection NDPES Permit application being applied by
Shippensburg Borough for necessary corrective work to achieve a functional integrated
fixed film activated sludge system (IFAS) on property located in the Borough of
Shippensburg.
Teresa Beckner, Fiscal Director, met with the Board to review the 2014 expense
and revenue budget performance through November, 2014. Ms. Beckner advised most
departments are under budget except for a few where most variances relate to one-time
or large expenses. She said general fund expenses are at 88.1% of budgeted expenses
compared to 86.9% in November of 2013. Ms. Beckner said revenues are 97.7%
collected of general fund revenue budget compared to 95.5% in November of 2013. Ms.
Beckner reported that the County has collected 94.9% of property taxes billed,
compared to 94.3% collected through November in 2013. The average collections
through November for the past five years is 94.7%. Ms. Beckner reported that the
overall budget performance is tracking as projected.
