The Franklin County Commissioners met Thursday, January 22, 2015, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment
of Silence, and the Pledge of Allegiance, proceeded with the business of the day.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved to adopt the agenda. John Hart, County Administrator, asked to
include an addition to the board action listing. He explained it's a contract with
Hihmark moving resident's health coverage from the County to Mid-Atlantic who now
owns the nursing home. Mary Beth Shank, County Solicitor, explained further that the
Board previously approved an assignment of all contracts that were handed over to i ®
Atlantic. Hi hmark is requesting we utilize their form. This is formalizing what's already
in place and the agreement is for reimbursement of their customers at the Nursing
Home. The Board amended the agenda to include this addition.
Jay Lightfoot provided public comment and would like the board action items
explained so he knows what the Commissioners are spending the tax payer's money on.
Chairman Keller responded that the board has answered this same question from r.
Lightfoot at least six or seven times and the Board's feelings are that the descriptions of
each item are provided ahead of time and the board welcomes questions or comments
from the audience. The Board does not see a need to have every action explained in
detail.
Bill Wolfe from Dewberry Engineers in Carlisle provided public comment and
wanted to introduce himself and explain that his firm specializes in bridge engineering
and other services. His firm is interested in getting more involved in Franklin County.
Allen Piper provided public comment and would like public comment at the
middle and end of the agenda so the audience can ask questions or make comments of
items being discussed during the meeting.
Richard Jones provided public comment that it was wrong for Commissioner
Ziobrowski to say Mr. Lightfoot has a third grade education. Commissioner Ziobrowski
responded that Mr. Jones is misquoting him and since Mr. Jones wasn't at the meeting
he was referring to, he would be glad to talk to him after the meeting.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved all bills presented and ordered paid.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved the minutes of the January 13, 2015 and January 15, 2015
meetings.
The Board reviewed Commissioners Office matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of
the Board to execute the Consent to Assignment Agreement between the County of
Franklin, Mid-Atlantic Healthcare, LLC ( AHC) and Hi mark, Inc. that MAHC assumes
all responsibilities and obligation that the County had effective January 1, 2014.

The Board reviewed Commissioners Office matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of
the Board to execute the Certification of County Maintenance of Effort for the HAVA 11
Financial Assistance for the reporting period of July 1, 2014 through December 31,
2014. To qualify for HAVA grant funds, the County must certify twice a year, maintaining
an expenditure level not less than the level maintained by the County for the 2000 fiscal
year. For the last six months of 2014, the County has expended $194,162.65 while
spending $218,984.00 for the entire 2000 fiscal year.
The Board reviewed Drug &Alcohol matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the year-end report for fiscal
year 2013-2014 submitted to Bureau of Drug and Alcohol Programs for a total amount of
$1,221,458.00 and detailing how each funding stream was used and reimbursements
given to each provider for services rendered.
The Board reviewed Emergency Services matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Certification to
Pennsylvania Emergency Management Agency (PE A) to certify that Franklin County
will use 911 funds solely for the purpose as designated by the Public Safety Emergency
Telephone Act, the Statewide Wireless E911 Plan, the County's 911 Plan and other
applicable Commonwealth laws, regulations and policies. This certification is for the
period of Fiscal Year 2015-2016.
The Board reviewed additional Emergency Services matters. On a motion by
Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the
Chairman of the Board to execute the Contract between the County of Franklin and
Department of Public Safety Training and Certification of Bucks County Community
College to provide a maximum of 200 hours of onsite non-certification training courses at
Franklin County Department of Emergency Services for the calendar year of 2015 at a
cost of$1,000.00. Provides DES and local responders with national and state level fire,
rescue, emergency medical and hazardous materials training. Students are responsible
for manuals needed; DES provides required equipment, expendable items, and the
classroom for hands-on sessions.
The Board reviewed Property Management matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of
the Board to execute the service agreement between the County of Franklin and Ehrlich
for monthly pest control service for the Day Reporting Center, located at 550 Loudon
Street, in the amount of$720.00 for the period of January 1, 2015 through December 31,
2015.
In accordance with PA Acts 67, 68 and 127 notifications, C.S. Davidson notified
the County of a Pennsylvania Department of Environmental Protection General Permit
application being applied by Franklin County for maintenance of Bridge #2, located in
Greene Township.
The meeting was adjourned at 9:55 a.m. with a motion by Robert L. Thomas;
seconded by Robert G. Ziobrowski.
