The Franklin County Commissioners met Thursday, January 29, 2015, with the
following members present: David C. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment
of Silence, and the Pledge of Allegiance, proceeded with the business of the day.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved to adopt the agenda.
Allen Piper provided public comment that he felt his first amendment rights were
violated at Tuesday's meeting when he was told by one of the Commissioners that his
income and gas comments did not relate to anything on the agenda. The agenda does
not say that he can only discuss certain things on the agenda. He would like Chairman
Keller to clarify public comment. Chairman Keller responded that it's Mr. Piper's right to
comment on anything under the sun during public comment but since this is a business
meeting, the oar 's hope is to have comments or questions pertaining to county
business.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved all bills presented and ordered paid.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved the minutes of the January 2 , 2015 and January 22, 2015
meetings.
The Board reviewed Agriculture Extension matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the grant
agreement between the County of Franklin and Pennsylvania Department of
Environmental Protection in support of the West Nile Virus surveillance and control
program to protect the health of Franklin County citizens from mosquitoes carrying the
virus for the period of January 1, 2015 through December 31, 2015 in the amount of
$59,300.00.
The Board reviewed Commissioners matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the
Board to execute the contract between the County of Franklin and C.S. Davidson to
supplement engineering services for 15 county bridges, in conjunction with the 2015
Bridge Maintenance program, at an engineering cost of$35,000.00.
The Board reviewed Drug &Alcohol matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the updated contract listing
for all contracts and aenums for Fiscal Year 2014/2015 for the Drug &Alcohol
department. Contract listing is maintained for proper accounting of all contacts to include
vendor name and address, type(s) of service provided and rate(s) charged for services.

The Board reviewed Emergency Services matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the grant
agreement between the County of Franklin and Pennsylvania Emergency Management
Agency to provide grant funds for Emergency Services personnel to attend needed
conferences for certifications and training for county emergency responders related to
responding to hazardous materials incidents for a grant amount of$5,882.00, for the
period of October 1, 2014 through September 30, 2015, with the Emergency Services
Department providing $1,470 for a total of$7,352.00.
The Board reviewed additional Emergency Services matters. On a motion by
Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Grant
Application to PA Emergency Management Agency (PE A) to request partial
reimbursement for seven Emergency Management Agency staff positions salaries and
benefits, grant amount to be determined by PE MA for the period October 1, 2014
through September 30, 2015.
The Board reviewed Human Services matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the updated
contract listing for all contracts and addenclums for Fiscal Year 2014/2015 for the Human
Services Administration. Contract listing is maintained for proper accounting of all
contracts to include vendor name, type of service provided and rate(s) charged for
services.
The Board reviewed Jail matters. On a motion by Robert L. Thomas, seconded
by Robert G. Ziobrowski; unanimously approved the amendment letter to the agreement
between the County of Franklin and PrimeCare Medical, Inc. which provides
comprehensive health services for inmates at the Jail with a 1.9% cost of living increase,
as well as increasing the facilities average daily population to 407 inmates/patients, for a
total of$1,563,817.16 for the period of January 1, 2015 through December 31, 2015. All
other terms and conditions of the original agreement will remain in full force and effect.
The Board reviewed Juvenile Probation matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the contract
between the County of Franklin and Rhodes Grove Conference Center to rent the facility
for a Juvenile Justice System Enhancement Strategies (JJSES) stakeholder conference,
March 27, 2015. Rhodes Grove will provide a conference room and lunch at cost of
$780.00, covered by Grant-in-Aid and Juvenile Court Judges Commission training funds.
The Board reviewed additional Juvenile Probation matters. On a motion by
Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the
contract between the County of Franklin and The Carey Group who will provide a one
day workshop to assist all Franklin County Juvenile Justice stakeholders in
understanding the functions of evidence based practices, utilizing data collection to
make data driven decisions and the benefits of evidence based programs to achieve the
goals of balanced and restorative justice. This contract is at a cost of$2,550.00 plus
travel expenses and will be funded under the 2014/2015 Grant in Aid program and is for
the period of January 30, 2015 through June 30, 2015.

The Board reviewed Mental Health/Intellectual Disabilities/Early Intervention
( H/ID/El) matters. On a motion by Robert L. Thomas, seconded by Robert G.
Ziobrowski; unanimously approved the updated contract listing for all contracts and
aendums for Fiscal Years 2013/2014 and 2014/2015 for the /ID/EI departments.
Contract listing is maintained for proper accounting of all contacts to include vendor
name and address, type(s) of service provided and rate(s) charged for services.
The Board reviewed Sheriff Office matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the contract between the
County of Franklin and Redding Law Office, LLP to provide contracted attorney services
at a cost of$14,667.75 per year for the period of January 1, 2015 through December 31,
2015.
The Board reviewed Tax Assessment matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Acceptance and
Authorization of Additions and Exonerations to the Tax Collectors of Franklin County for
the years 2013 and 2014, in order that the Tax Collectors listed may close their 2013
and 2014 County and County Library Duplicates entitled "Board of Assessment—
ummary Report" dated January 15, 2015.
The Board reviewed additional Tax Assessment matters. On a motion by Robert
L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved to certify the
amount of County and County Library Taxes on real estate and mobile homes in the
various political subdivisions of the County and the name of the Tax Collectors of said
political subdivision for the year 2015.
The Board reviewed Treasurer matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the contract between the
County of Franklin and Clinton T. Barkdoll, Esquire to provide contracted attorney
services at a cost of$1,697.40 per year for the period of January 1, 2015 through
December 31, 2015.
The meeting was adjourned at 9:47 a.m. with a motion by Robert L. Thomas;
seconded by Robert G. Ziobrowski.
