The Franklin County Commissioners met Tuesday, February 17, 2015, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziorowski. Vice Chairman Thomas announced Chairman Keller would be a few
minutes late. Vice Chairman Thomas presided and after calling the meeting to order, a
Moment of Silence, and the Pledge of Allegiance, proceeded with the business of the
day.
On a motion by Robert G. Ziorowski; seconded by Robert L. Thomas;
unanimously approved to adopt the agenda.
There was no public comment.
The minutes of the February 10, 2015 and February 12, 2015 meetings were
reviewed. These will be approved Thursday, February 19, 2015.
The Board reviewed Agreements, Contracts and Reports. Commissioner
Thomas asked John Hart, County Administrator, for more information on item 5,
Agreement with Morefield Communications to purchase a new switch to be located at
the 911 center. Mr. Hart explained this is a voice and data network switch between 911
and the Jail and will improve communication between the two entities. Commissioner
Thomas asked for more information on the policy for Tax Services and Mr. Hart
explained the only change is to provide information for free to townships, boroughs,
school districts, water authorities, fire companies and law enforcement. The items will
be approved Thursday, February 19, 2015.
Chairman Keller entered the meeting room at 9:39 AM.
Chief William ®ebbs presented information to the Board on the Franklin County
Public Safety Training Center (FCPSTC). Chief ®ebbs provided the history of the
Training Center and how in the 1990's Commissioners Elliott, Plummer and Thomas
were involved in fund raising efforts to establish a county training center to be used to
train responders in the County. Chief ®ebbs explained the improvements completed
through the years. He explained there is a 15 member Board of Directors with members
from the Fire Chief Association and members from the community. He said in 2014 the
FCPSTC Board of Directors, with assistance from the Franklin County District Attorney
and Coroner, expanded the training opportunities to law enforcement and municipal
workers by improving the technology available to instructors and students for all of the
training opportunities. Chief Dus provided a list of trainings offered in 2014 and
tentative courses planned for 2015, along with the annual budget for 2013®2014 and
projected budget for 2014®2015. He provided a list of projects that have been
completed, or are anticipated to be completed in the near future. Chief Dus explained
these projects are the reason for the increase from 2 cents per capita for the County and
10 cents per capita for municipalities to 15 cents per capital for County and
municipalities. The municipalities request has been expanded to include neighboring
municipalities in Cumberland County which have all indicated their financial support for
the FCPSTC for 2015. Chief Dus said these funding requests are voluntary and they
have had 100% support for the past two years so he is here today to formally make the
request to the Commissioners for 15 cents per capita for a total of$22,442.70. Chief
Dus answered a few questions from the Board. Ben Holmquist, FCPSTC Board
member, was present and said that the FCPSTC Board would like to have more
collaboration with the Department of Emergency Services (DES) on trainings and maybe
more money could be reallocated from DES for training to the Fire Training Center to
better suit the responders since DES trainings are minimal Doug Bitner, FCPSTC

Board member, said it is important that the person at the county level integrate with the
training center and should be on the board as well to interact with members. John Hart,
County Administrator, responded that more communication is always needed and he will
work to get the right people at the table for discussions on coordinating trainings.
Chairman Keller said the Board will take this request under advisement and deliberate in
public in the near future and they will continue to support the Training Center but at what
level will be determined.
On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas;
unanimously approved all bills presented and ordered paid.
The meeting was adjourned at 10:41 a.m. with a motion by Robert G. Ziobrowski;
seconded by Robert L. Thomas.
