The Franklin County Commissioners met Tuesday, March 3, 2015, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment
of Silence, and the Pledge of Allegiance, proceeded with the business of the day.
On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas;
unanimously approved to adopt the agenda.
Jay Lightfoot provided public comment and would like more information on board
action items 1, 2, 4, 6 and 3.
Commissioner Thomas said recently the County lost Ken Hall who was a Deputy
Sheriff to a deadly disease and his funeral is today. He would like everyone to keep Mr.
Hall's family and the service in their thoughts and minds today.
The minutes of the February 2 , 2015 and February 26, 2015 meetings were
reviewed. These will be approved Thursday, March 5, 2015.
The Board reviewed Agreements, Contracts and Reports. Chairman Keller
explained all items questioned by Mr. Lightfoot during public comment. Commissioner
Thomas asked John Hart, County Administrator, if board action item #1 is the final
agreement for the bridge on Store Lane? Mr. Hart explained this bridge is on the
Transportation Improvement Program and will be all state and federal funds. He said
this should be the final appropriation. The items will be approved Thursday, March 5,
2015.
Sean Crager, Chief Information Officer, and Kevin Eaton, Geographic Information
Systems Coordinator, provided a presentation to the Board on the Geographic
Information Systems (GIS) initiative in Franklin County. Mr. Crager introduced the
following persons who were in attendance today: Mike Ross and David Mackley from
Franklin County Area Development Corporation ( CADC); Chief David Arnold from
Chambersburg Police Department; Dustin Ulrich, Assistant Chief of Chambersburg Fire
Department; and Clint Rock, Sean McFarland and Mike Christopher from Washington
Township. Mr. Crager explained that GIS is a system designed to capture, store,
manipulate, analyze, manage, and present all types of data in a spatial or geographical
manner. Mr. Crager explained the process of how GIS was started and how the system
has progressed. Chairman Keller said that FCADC is a key partner in this initiative and
that economic development can be enhanced through GIS. He said Linda Miller,
Register and Recorder, was also instrumental in this initiative since Uniform Parcel
Identifier was implemented in her office which allows us to provide for accurate
information. Mr. Crager explained the aerial imagery that is on the we site where the
County contracted with Pictometry who flew and took pictures of all properties in the
County last spring. He explained the County partnered with other government entities,
regional utilities, emergency service providers, regional cooperatives and coalitions on
this initiative as well. Recently Kevin Eaton provided training for fire, law enforcement,
EMS and government entities and provided aerial imagery and data access. Mr. Crager
explained benefits to the citizens which include: Service area mapping for Human
Services; improve response times and scene assessments for 911 and Emergency
Services; mapping cemeteries for Veterans Affairs; online mapping tool for citizens to
view; more accurate land records; economic development; and transparency; and better
information drives cost savings. The Board opened the floor for comments. Mike Ross
and David Mackley explained that GIS improves economic development because it

enables FCADC to provide better information to businesses and developers looking to
expand or locate in Franklin County, and to provide that information much faster. Sean
McFarland explained hove GIS is a benefit for the Washington Township Municipal
Authority. He said it would make water and sewer projects less expensive by reducing
planning related expenses like surveying. Mike Christopher explained how GIS is a
benefit for Washington Township both in terms of responding to business development
questions and making land use related decisions. Chief Arnold explained how GIS is a
benefit for law enforcement when preventing and prosecuting crimes, and Dustin Ulrich
explained how GIS is a benefit for the Fire Departments in planning for and responding
to emergencies. Chairman Keller said the County wants to continue further cooperation
with partnerships and he takes everyone's comments to heart and appreciates
everyone's involvement. Commissioner Ziorowski said the Board recognized it was
important to make changes and there was a number of points where they needed to
make decisions. He hopes the UPI fees will pay for this system and is very pleased with
the way things are working out.
The meeting was adjourned at10e5 a.m. with a motion by Robert G. Ziorowskiy
seconded by Robert L. Thomas.
