The Franklin County Commissioners met Tuesday, March 1 , 2015, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment
of Silence, and the Pledge of Allegiance, proceeded with the business of the day.
On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas;
unanimously approved to adopt the agenda.
Jay Lightfoot provided public comment and asked why other people that talk
don't have to use the mic and he has to. Chairman Keller responded that he will try to
make sure everyone uses the microphone.
Allen Piper provided public comment and would like more information on board
action item 1, bridge agreement and 6, mobile home exonerations.
The minutes of the March 3, 2015 and March 5, 2015 meetings were reviewed.
These will be approved Thursday, March 12, 2015.
The Board reviewed Agreements, Contracts and Reports. John Hart, County
Administrator, explained board action item #1 is the last funding agreement for bridge
116 that is on the Transportation Improvement Program (TIP). This is PennT's
process that we have to do to move the project forward for bidding and construction.
Anita Keller, Tax Services Director, was present and explained that item # , is for two
mobile homes located in Hillside Manor Mobile Home Park in St. Thomas that were
abandoned and according to Act 156 of 2012, the property owner of the mobile home
park can get exonerated from paying the past taxes on the homes. The homes will then
be destroyed. Ms. Keller explained the Autorize.net agreement is the new payment
source that will replace We is subscription services. Tiffany Bloyer, Human Resources
Director, explained the agreement with General Dynamics Information Technology, Inc.
is needed as a result of moving to merit hire from Civil Service. She explained the RFP
was completed some time ago but was put on hold due to the State Civil Service
Commission delaying the process. The items will be approved Thursday, March 12,
2015.
The Board reviewed information regarding American Red Cross Month. Ronald
Taylor, Board Member of Local Chapter of the American Red Cross, was present to
receive the proclamation. Mr. Taylor explained the Red Cross responded to 4 fires and
1 explosion since July in Franklin County. Commissioner Ziobrowski wanted to honor
Dr. Taylor for his years of service and commends him for his service and that he goes
above and beyond his call of duty. On a motion by Robert G. Ziobrowski; seconded by
Robert L. Thomas; unanimously approved to sign Franklin County Proclamation 2015®
02 proclaiming the month of March as American Red Cross Month and that the attached
proclamation be made a part of these minutes.
The meeting was adjourned at 10°10 a.m. with a motion by Robert G. Ziobrowski;
seconded by Robert L. Thomas.

March is American Red Cross Month-a special time to recognize and thank our Everyday Heroes—those
who reach out to help their neighbors when they are in need.
American Red Cross heroes are on the front lines every day.They volunteer their time, give blood,take
life-saving courses or provide financial donations to help those in need.
We would like to remember our heroes here in Franklin County who give to help people in need.They
work tirelessly to help in time of disaster, when someone needs life-saving blood, or the comfort of a
helping hand.They provide round-the-clock support to members of the military,veterans and their
families, and teach lifesaving classes in CPR, aquatics safety and first aid.
Across the country and around the world, the American Red Cross responded to hurricanes, tornadoes,
floods and wildfires,the tragedy at the Boston Marathon, and typhoon Haiyan in the Philippines.
When an injured service member ended up in a hospital far from home, the American Red Cross offered
comfort. When a hospital patient needed blood, American Red Cross blood donors helped them. When
a lifeguard jumped in to save a drowning child or someone stepped up to help a heart attack victim,the
American Red Cross was there.
We dedicate the month of March to all those who support the American Red Cross mission to prevent
and alleviate human suffering in the face of emergencies. Our community depends on the American Red
Cross, which relies on donations of time, money and blood to fulfill its humanitarian mission.
NOW, THEREFORE, We, David S. Keller, Robert L.Thomas, and Robert G. Ziobrowski, Commissioners of
Franklin County, by virtue of the authority vested in us by the Constitution and laws of Pennsylvania do
hereby proclaim March 2015 as American Red Cross Month. We encourage all Americans to support this
organization and its noble humanitarian mission.
IN WITNESS WHEREOF, We have hereunto set our hand this 10th day of March, in the year of our Lord
two thousand fifteen, and of the Franklin County.
