The Franklin County Commissioners met Thursday, March 12, 2015, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment
of Silence, and the Pledge of Allegiance, proceeded with the business of the day.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved to adopt the agenda.
There was no public comment.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved all bills presented and ordered paid.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved the minutes of the March 3, 2015 and March 5, 2015 meetings.
The Board reviewed Commissioners Office matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Supplemental
Federal-Aid Bridge Project Reimbursement Agreement to amend agreement No. 039395
(effective date September 17, 2012) for Bridge 116 to increase project costs from
6 ,000.00 to 990,000. , all other terms and conditions of the original agreement will
remain in full force and effect.
The Board reviewed Grants Management matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the amendment to
the Agreement dated May 1, 2014 between the County of Franklin and Waynesboro
New Hope Shelter to reflect changes in the Reentry Grant with Pennsylvania
Commission on Crime and Delinquency (PCCD). This amendment will include the
following changes: an extension to December 31, 2015, a revised fee schedule, addition
of house monitors for added supervision, increase in number of hours for case
management, increase in transportation funds and a supplemental fund to cover room
and board at New Hope Shelter for county re-entry participants once county funds are
exhausted. All other terms and conditions of the original agreement will remain in full
force and effect.
The Board reviewed Human Resources matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the agreement
between the County of Franklin and General Dynamics Information Technology, Inc. to
provide pre-employment assessments for county applicants, transitioning from State
Civil Service to Merit Hire system at a cost ranging from $12.60 through $37.30
depending on type of service. There is also an online setup fee of$103.95. This
agreement is for the period of April 1, 2015 through March 31, 2013. An RFP was
completed and two companies provided quotes. General Dynamics Information
Technology was the best qualified quote.
The Board reviewed Property Management matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the agreement
between the County of Franklin and ThyssenKrupp Elevator Americas for the
replacement of cylinder seals and hydraulic fluid in the elevators located at the Court
House Annex, for a one-time cost of$6,611.94.

The Board reviewed Planning matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the Housing Trust Fund
Grant Agreement between the County of Franklin and Habitat for Humanity for a grant in
the amount of$25,000.00 to be used for redevelopment/rehabilitation of homes in
Waynesboro and Chambersburg. This agreement is for the period of March 12, 2015
through March 1, 2017.
The Board reviewed Tax Claim matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the 2015 exoneration of
taxes on mobile homes that were moved out of the County or destroyed without a tax
collector permit. These same parcels will be exonerated for the 2015 County and County
Library taxes in 2015 after the 2014 returns are processed by the Tax Claim Bureau.
The Board reviewed Tax Services matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the agreement and
addendum between the County of Franklin and Authorize.net/Cybersource to allow
customers to purchase annual or semi-annual subscriptions to tax assessment
information utilizing an online payment system. These services will replace the current
WE IA payment system. Monthly fees will be based on usage.
In accordance with PA Acts 67, 68 and 127 notifications, Dennis E. Black
Engineering, Inc. notified the County of a Pennsylvania Department of Environmental
Protection NDPES Permit application being applied by Velocity Partners, LLC for
discharge of stormwater from construction activities for construction of a Dollar General
store on property located in Washington Township.
In accordance with PA Acts 67, 68 and 127 notifications, Lesher's Poultry Farm,
Inc. notified the County of a Pennsylvania Department of Environmental Protection
Permit application being applied to construct a containment facility for runoff from
existing compost site on property located in Guilford Township.
In accordance with PA Acts 67, 68 and 127 notifications, Pennsylvania
Department of Conservation & Natural Resources notified the County of a Pennsylvania
Department of Environmental Protection NDPES Permit application being applied to
install fish enhancement structures/stream bank improvement on property located in
Greene Township.
Phil Tarquino, Planning Director, conducted a presentation on the Agricultural
Land Preservation Program. Mr. Tarquino explained the program just completed its 25th
year in the Agricultural Preservation Program and we were one of the early counties in
the program. He explained the County has class 1 and class 2 soils which is rated as
the best soil in the state. Mr. Tarquino explained the Agricultural Security Area Program
(AA) is a voluntary program where the landowners apply to their municipalities to enroll
and the farms must be enrolled in the ASA before being approved for the Agricultural
Land Preservation Program. He said the county has preserved 127 farms equaling
16,573 acres and 116,016 acres are currently enrolled in the Agricultural Security Area
Program. Planning currently has two active applications working through the process to
have their farms preserved. The County has $634,000 that can be spent on easements
this year. Mr. Tarquino explained that 50% of Franklin County land is agriculture and
40% is forest land. The Board asked a few questions about the program. Mr. Tarquino
said the Planning Office is responsible for making sure these farms stay preserved and
they do inspections. The County is also listed on the deeds to make sure the land stays
preserved.
