HomeMy WebLinkAbout2015-03-17 Commissioner Minutes TUESDAY, MARCH 17, 2015 The Franklin County Commissioners met Tuesday, March 17, 2015, with the following members present: David S. Keller, Robert L. Thomas and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance, proceeded with the business of the day. On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved to adopt the agenda. There was no public comment . The minutes of the March 10, 2015 and March 12, 2015 meetings were reviewed. These will be approved Thursday, March 19, 2015. The Board reviewed Agreements, Contracts and Reports. Commissioner Thomas asked for more information on the two Children &Youth reports that are in for Commissioner approval this week. Nick Riccione, Children and Youth Fiscal Officer, was present and explained the reports are Act 146 reports that are due on a quarterly basis to the Commonwealth of Pennsylvania and is used to justify their funding. The items will be approved Thursday, March 1 , 2015. The Board reviewed Children and Youth matters. On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved the First Quarter Report to the Pennsylvania Department of Human Services showing expenses and revenues for July 1, 2014 through September 3 , 2014 in the amount of$2,215,032.00. The Board reviewed additional Children and Youth matters. On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved the Second Quarter Report to the Pennsylvania Department of Human Services showing expenses and revenues for October 1, 2014 through December 31, 2014 in the amount of$2,231,432.00. The Board reviewed Risk Management matters. On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved the agreements between the County of Franklin and Nitterouse Alarms and Communications (NAC) to provide alarm monitoring service at Magisterial District Judges Cunningham, effective March 5, 2014, Rock and Mann's offices, effective 6/20/14 all at no cost for the first year. The cost will be $162.00 per location after the first year and is paid through the Workers' Comp Trust. On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved to enter an executive session at 9:40 a.m. this date for the purpose to review the following pending litigation: Target v. Franklin County Board of Assessment and Revisions of Taxes ( CBART); Docket No. 2010 —5244 and Pearce v. Franklin County Board of Assessment and Revisions of Taxes (FC ART); Docket No. 2014®3965. Ms. Shank announced she will be making a recommendation after the executive session. The Board reconvened into regular session at 10:00 a.m. Mary Beth Shank, Solicitor, asked approval to settle the Assessment Appeal with Target, Docket#2010®5244. The Target Warehouse is located on Archer Drive, Chambersburg. On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved to enter into an agreement with Target and the Chambersburg Area School District for a settlement of fair market value of$43.5 Continued on page 2 Mary Beth Shank, Solicitor, asked approval to settle the Assessment Appeal with Thomas and Jennifer Pearce #2014-3965. On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved to enter into an agreement with Thomas and Jennifer Pearce, Antrim Township and the Greencastle School District for a settlement of fair market value of$340,000.
