The Franklin County Commissioners met Tuesday, March 31, 2015, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment
of Silence, and the Pledge of Allegiance, proceeded with the business of the day.
On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas;
unanimously approved to adopt the agenda.
Kim Wertz provided public comment and asked if there is any chance that all the
food license applications could be approved at one time instead of different times for
board action item #1, Food & Beverage License to the PA Department of Agriculture.
She also asked if construction inspection services are similar to when building a house
that they have to bring an inspector in for item #4, agreement with TRC Engineers, Inc.
Ms. Wertz asked if the County has thought of turning buses over to natural gas instead
of using gas or diesel for item #7, grant award from PA Department of Transportation.
The minutes of the March 24, 2015 and March 26, 2015 meetings were
reviewed. These will be approved Thursday, April 2, 2015.
The Board reviewed Agreements, Contracts and Reports. John Hart, County
Administrator, said he will have staff review to answer question #1 from Ms. Wertz about
the food and beverage license. Mr. Hart said item #4 is money from the Transportation
Improvement Program (TIP) so PennDOT requires having an independent inspection
service. Steve Malesker, C.S. Davison Bridge Engineer, was present and said there is
an inspector full time when the contractor is at the work side. Mr. Hart explained that for
item #7, we do purchase conversion kits in case someone comes up with a natural gas
station then we can convert buses to natural gas but when vehicles run so long on gas, it
is harder to convert them to natural gas. The following item was approved today while
the remaining items will be approved Thursday, April 2, 2015.
The Board reviewed Commissioners' Office matters. On a motion by Robert G.
Ziobrowski; seconded by Robert L. Thomas; unanimously approved the Motion to
approve Agreement (#LO0055) between the County of Franklin and T Engineers, Inc.
to provide construction inspection services for Bridge#116 on Horse Road at a cost of
$79,420.21. Construction costs will be funded 80% Federal, 15% State, and 5% Act 26
funds.
The Board reviewed reappointing individuals to the Franklin County Industrial
Development Authority Board. On a motion by Robert G. Ziobrowski; seconded by
Robert L. Thomas; unanimously approved to appoint John Stoner, C. Glen Edgin,
Patrick Fleagle, Jimmy Wade, and David Sciamanna to the Franklin County Industrial
Development Authority Board for a term of April 5, 2015 through April 4, 2018. These
positions were advertised in Public Opinion newspaper on March 15, 2015.
The Board reviewed Commissioners matters and conducted a bid opening for
Printing of ballots for the Municipal Primary. The following bidders submitted bids:
Beidel Printing House, Inc. from Shippensburg with a bid of$141.68 per precinct for
official two-sided Democratic ballots for a total of$10,626.00; $203.09 per precinct for
official two-sided Republican ballots for a total of$15,232.00; $156.00 each for five
precincts for a total of$780.00; and no bid for official specimens. Total for all bids
received is $26,638.00. William Penn Printing. from Pittsburgh with a bid of$111.54
per precinct for official two-sided Democratic ballots for a total of$8,365.50; $188.50 per
precinct for official two-sided Republican ballots for a total of$14,137.50; $101.40 each

for five precincts for a total of$507.00; and $7.00 for official specimens for a total of
$1,035.00. Total for all bids is $24,095.00. On a motion by Robert G. Ziorowski;
seconded by Robert L. Thomas; unanimously approved to forward the bids received to
the Deputy Chief Clerk, and the County Solicitor for their review. The Board will award
or reject the bids on April 2, 2015 at 10:00 a.m.
This was the date to award/reject bids for the Tuscarora Senior Activity Center
Renovation Project. Staff is recommending DD Construction from Greencastle since
they were the lowest bidder. Steve Rock, Property Management Director, said he feels
confident they can do the work so he has no objections. On a motion by Robert G.
Ziorowski; seconded by Robert L. Thomas; unanimously approved to award the bid to
DD Construction for a total bid price of$69,300.00. This proposal is the lowest
responsible bidder.
This was the date to award/reject bids for 2015 Bridge Maintenance. Steve
alesker, C.S. Davidson Bridge Engineer, was present and recommended William Orr&
Sons, Inc. as the lowest responsible bidder for contract 1. He said this company has
completed guiderail work in the past for the County. On a motion by Robert G.
Ziorowsi; seconded by Robert L. Thomas; unanimously approved to award the bid to
William Orr& Sons, Inc. for a total bid price of$275,731.50. This proposal is the lowest
responsible bidder. Mr. Malesker informed the Board there were no bids for contract 2.
The meeting was adjourned at1 :10 a.m. with a motion by Robert G. Ziorowski;
seconded by Robert L. Thomas.
