The Franklin County Commissioners met Thursday, April 9, 2015, with the
following members present: David C. Keller, Robert L. Thomas and Robert G.
Ziobrowski. The Board attended the Prison Board meeting. Chairman Keller presided
and after calling the meeting to order, a Moment of Silence, and the Pledge of
Allegiance, proceeded with the business of the day.
Chairman Keller announced that the Board needs to include an additional item
for approval today and explained it is the 2015/2016 Intermediate Punishment Plan (IP).
Chairman Keller asked John Hart, County Administrator, to explain the IP Plan. John
Hart explained the IP Plan is operated through the Adult Probation Office and it provides
restorative sanctions for individuals in the program. This program provides
accountability for the individuals and protects society since these individuals are
supervised at a high intensive level. On a motion by Robert L. Thomas, seconded by
Robert G. Ziobrowski; unanimously approved to adopt the amended agenda.
Jay Lightfoot provided public comment and stated that when someone is
speaking into the microphone, they turn away instead of speaking into the microphone
and he can't hear half of it. Chairman Keller responded that the Board will remind
people to speak into the microphones.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved all bills presented and ordered paid.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved the minutes of the March 31, 2015 and April 2, 2015 meetings.
The Board reviewed Adult Probation matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the
Board to execute the 2015/2016 Intermediate Punishment Plan to be submitted to PA
Commission on Crime and Delinquency. This plan was discussed and approved during
the Prison Board meeting held before today's board meeting.
The Board reviewed Commissioners matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the amendment to the 2009
Open Records policy to update the current open records fee schedule and include a fee
schedule for Geosatial Dataset Sale fees.
The Board reviewed additional Commissioners matters. On a motion by Robert
L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the proposal
from C.S. Davidson for the inspection of Bridge 33 in St. Thomas Township. This bridge
is not part of the Local Bridge Inspection Program due to the span being less than 20
feet. This proposal includes a Field Inspection and an Engineer's Report at a one-time
cost of$350.00.
The Board reviewed additional Commissioners matters. On a motion by Robert
L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved Resolution
2015® 3 for the share of GIS data between Franklin County and requesting
governmental and quasi®governmental agencies.

The Board reviewed Emergency Services matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the quote from
Trailer Enterprises to purchase a 2015 enclosed trailer, to be used for hauling a
decontamination tent, tent heater, tent water heater, spill response equipment and
absorbents, personal protective equipment, generator, portable lights and adapters.
This is a one-time cost of$16,225.00, 100% will be funded by the Hazardous Materials
Response Fund. Three quotes were received and this was the lowest qualified quote.
The Board reviewed Grants matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the Grant Application to
Pennsylvania Commission on Crime and Delinquency (PCCD) for FY15-16 Intermediate
Punishment and Drug &Alcohol Restrictive Intermediate Punishment programs in the
amount of$294,223.00 for period July 1, 2015 through June 30, 2016. Program
participants receive intensive supervision, assessments, case management and
treatment services. Grant funds are also used for the wage and partial benefits of an
Intermediate Punishment Probation Officer and a Drug and Alcohol Probation Officer
and cover full benefit and wage for the Intensive Case Manager.
The Board reviewed Jail matters. On a motion by Robert L. Thomas, seconded
by Robert G. Ziobrowski; unanimously approved the amendment to the agreement
between the County of Franklin and County of Fulton County (dated October 17, 2006)
to amend the per them rate for housing Fulton County inmates at the Franklin County
Jail from $66.30 to $66.23 based on the -0.1% change in the consumer price index from
January 2014 to January 2015. All other terms and conditions of the original agreement
will remain in full force and effect
The Board reviewed Jail matters. On a motion by Robert L. Thomas, seconded
by Robert G. Ziobrowski; unanimously approved the Invoice and Maintenance and
Support agreement from PA Chief of Police Association to provide yearly maintenance
of the LiveScan fingerprint system and Commonwealth Photo Image Network (CPI )
Maintenance fees at a cost of$11,750.00 for the period of January 1, 2015 through
December 31, 2015.
In accordance with PA Act 14 notifications, Curfman & ZuIlinger Surveying, Inc.
notified the County of a Pennsylvania Department of Environmental Protection NPDES
Permit application being applied by TSC Property Management for the construction of an
agricultural processing operation, located in Guilford Township.
The Board reviewed information regarding Franklin County Library Week.
Bernice Crouse, Executive Director of Franklin County Library System, Library Board
members and library staff were present. Ms. Crouse provided information on some of
the activities planned for the year and construction projects being done at various
libraries in the county. She explained they are kicking off their annual appeal to the
community soon. Ms. Crouse said the Library system met their benchmark of$65,000
last year during the 2014 annual appeal. On a motion by Robert L. Thomas, seconded
by Robert G. Ziobrowski; unanimously approved to sign Franklin County Proclamation #
2015-03 proclaiming the week of April 12-18, 2015 as Franklin County Library Week and
that the attached proclamation be made a part of these minutes.

The Board reviewed information regarding Child Abuse Prevention Month. Doug
Amsley, Children Youth and Family Services Director, and Children &Youth staff were
present. Mr. Amsley explained the referrals have increased significantly as a result of
the new laws passed in 2014. He mentioned he has met with the school districts and
other organizations explaining the new laws and requirements for reporting child abuse
cases. Mr. Amsley explained the new Child Advocacy Center has opened and there is a
ribbon cutting, breakfast and tours being held tomorrow. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved to sign Franklin
County Proclamation #2015-04 proclaiming the month of April as Child Abuse
Prevention Month and that the attached proclamation be made a part of these minutes.
The Board reviewed Personnel matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the revised job description
for the Caseworker III (Children &Youth) position.

Proclamation #2015 - 04
CHILD ABUSE PREVENTION MONTH-APRIL 2015
WHEREAS, children are vital to our future and deserve to have safe, stable, and nurturing
homes and communities that are free from abuse and neglect and that foster well-being; and
WHEREAS, the County of Franklin is dedicated to providing services to our children to
reduce the occurrence of child abuse and neglect and to foster the opportunity for our youth to
grow and become the leaders of tomorrow; and
WHEREAS, preventing child abuse and neglect is not only a governmental responsibility but is
also a community responsibility that depends upon the involvement of all people touching the
lives of children, youth, and families.
THEREFORE, we, the County Commissioners of Franklin County, Pennsylvania, do hereby
proclaim April 2015 as Child Abuse Prevention Month and encourage all citizens of Franklin
County to recognize and report child abuse and neglect and to support efforts to reduce the
occurrence of child abuse and neglect and to foster the opportunity for our youth to grow and
become healthy, productive adults.
