The Franklin County Commissioners met Tuesday, May 12, 2015, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment
of Silence, and the Pledge of Allegiance, proceeded with the business of the day.
On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas;
unanimously approved to adopt the agenda.
Jay Lightfoot provided public comment that he has been trying for two years to
get the Board to discuss each item on the agenda and Chairman Keller said he would
get back to him but he hasn't. Chairman Keller responded that he answered this
question last Thursday and continued that if Mr. Lightfoot has any questions, to bring
them to their attention during public comment and they will answer them at the
appropriate time.
Allen Piper provided public comment and asked if May 11th is the start date for
Bridge 54 replacement according to board action item #1. Mr. Piper also referenced
item #4 and if the County received other estimates for the tree stump removal.
The minutes of the May 5, 2015 and May 7, 2015 meetings were reviewed.
These will be approved Thursday, May 14, 2015.
The Board reviewed Agreements, Contracts and Reports. Chairman Keller
asked John Hart, County Administrator, to address the questions from public comment.
Mr. Hart explained board action item #1, May 11th is the start date as per PennDOT.
The demolition will start 2®3 weeks later. Mr. Hart said the County did not get additional
quotes for the tree stump removal. He explained we have done business with EZ Does
It Tree Service in the past and have gotten additional quotes but EZ Does It was always
the lowest. He said the trees grew over the sewer line so the roots were growing right
into the sewer line and needed removed. Commissioner Ziobrowski said there are
costs associated with getting bids so it would not be cost effective and this is a great
deal to remove 3 tree stumps for$450.00. Chairman Keller asked Mr. Hart to replace
these trees somewhere else on county property. The following items were approved
today and the remaining items will be approved Thursday, May 14, 2015.
The Board reviewed Commissioners Office matters. On a motion by Robert G.
Ziobrowski; seconded by Robert L. Thomas; unanimously approved for the Chairman of
the Board to execute the Notice to Proceed to Kinsley Construction, Inc. for Construction
Services for Bridge 54 (Store Lane) Replacement, effective May 11, 2015.
The Board reviewed additional Commissioners Office matters. On a motion by
Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved for the
Chairman of the Board to execute the Notice to Proceed to Penelec, a First Energy
Company for Utility Line Work for Bridge 54 (Store Lane) Replacement, effective May
11, 2015.
