The Franklin County Commissioners met Thursday, June 4, 2015, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment
of Silence, and the Pledge of Allegiance, proceeded with the business of the day.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved to adopt the agenda.
There was no public comment.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved all bills presented and ordered paid.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved the minutes of the May 28, 2015 meeting.
The Board reviewed Adult Probation matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; approved the amendment to the agreement (dated
August 28, 2014) between the County of Franklin and Chambers' Apothecary, to provide
prescription medications for the Franklin County Adult Probation Restrictive Intermediate
Punishment Program, increasing the maximum encumbrance to $10,140.00. This
program is funded by grant monies awarded through the Pennsylvania Commission on
Crime and Delinquency. All other terms and conditions of the original agreement will
remain in full force and effect. Chairman Keller abstained from voting.
The Board reviewed Grants matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the Grant Application to
Pennsylvania Commission on Crime and Delinquency (PCCD) requesting a grant in the
amount of$182,560.00 from PCCD's Vivitrol and Medication Assisted Treatment Grant
Program. Funds would establish a Jail Opioid Treatment Program. Offenders would be
referred through assessment and would begin counseling for their recommended course
of treatment while in the jail. Prior to release the offender would begin a medication
regime, which will continue upon release under the supervision of Probation and a Case
Manager. This grant would service those individuals that do not qualify for Medical
Assistance or other post-release programs. Grant period is July 1, 2015 through June
30, 2016.
The Board reviewed Human Services Administration matters. On a motion by
Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Grant
Agreement between the County of Franklin and Pennsylvania Department of Agriculture
to administer the State Food Purchase Program (SFPP) for the period of January 1,
2016 through December 31, 2020.
The Board reviewed Human Services Administration matters. On a motion by
Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the
Chairman of the Board to execute the contract between the County of Franklin and
Rhodes Grove to rent the facility for Human Services Training Days on October 14-15,
2015. Rhodes Grove will provide room setup, presentation equipment, 2 breakfasts, 2
lunches and 4 snacks for up to 200 people, for a total cost of$9,600.00. Funded by the
Human Services Block Grant.

The Board reviewed Property Management matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of
the Board to execute the Change Order from D & D Construction Co. in the amount of
$300.00 to extend a wall that will house the facilities stoves in order to install a
disconnect as required by code regulations at the Tuscarora Senior Activity Center.
The Board reviewed Veterans Affairs matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the agreement
between the County of Franklin and Nolan-Carlson Canine, LLC. DBA Good Dog
Boarding Training for dog training services for Operation Save-A-Vet, Save-A-Pet
service dog program in the amount of$12,000.00 for the period of June 1, 2015 through
May 31, 2016. Funded by the Veterans Trust Fund Grant.
In accordance with PA Acts 67, 68 and 127 notifications, Fairfax Compliance
Group, Inc. notified the County of a Pennsylvania Department of Environmental
Protection Air Quality State Permit application being applied by Wipro Enterprises for
their facility at 1101 Sheffler Drive, Chambersburg.
In accordance with PA Acts 67, 68 and 127 notifications, Dennis E. Black
Engineering, Inc. notified the County of a Pennsylvania Department of Environmental
Protection NDPES Permit application being applied by S&A Homes for the proposed
Eagle Rock residential subdivision, located in Greene Township.
In accordance with PA Acts 67, 68 and 127 notifications, Dennis E. Black
Engineering, Inc. notified the County of a Pennsylvania Department of Environmental
Protection NDPES Permit application being applied by Ludwick Properties for the
expansion of a parking lot, located in the Borough of Chambersburg.
In accordance with PA Acts 67, 68 and 127 notifications, R. Lee Royer&
Associates notified the County of a Pennsylvania Department of Environmental
Protection NDPES Permit application being applied by Marsh Run Properties, LLC for a
residential subdivision, located in the Borough of Waynesboro.
In accordance with PA Acts 67, 68 and 127 notifications, Martin and Martin, Inc.
notified the County of a Pennsylvania Department of Environmental Protection NDPES
Permit application being applied by Kenneth Stake for construction of a storage facility,
located in Greene Township.
The Board met with the Human Resources Director, the Controller, Tax Services
Director and Department of Emergency Services Director for Salary Board and
Personnel matters.
The Board reviewed Personnel matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the revised job description
for the Land Records Technician position in the Tax Services Department.
Commissioner Thomas left the meeting room at 9:56 AM
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved to enter an executive session at 9:57 a.m. this date for the
purpose to review pending litigation matters. Ms. Shank informed the Board she will be
requesting action after the executive session. The Board reconvened into regular
session at 10:00 a.m.

In Re: Liberty Property Limited Partnership, No. 2012-4668, on a motion by
Robert G. Ziobrowski, seconded by David S. Keller; unanimously approved a total
assessment as of January 1, 2013, January 1, 2014, and January 1, 2015 of
$5,041,991. The change in assessment results in refunds to the County. This was
previously approved by the Chambersburg Area School District and the owner.
In Re: Cabot III-PA21301, LP, No. 2012-4671, No. 2012-4667, on a motion by
Robert G. Ziobrowski, seconded by David S. Keller; unanimously approved a total
assessment as of January 1, 2013, January 1, 2014, and January 1, 2015 of
$5,027,300. The change in assessment results in refunds to the County. This was
previously approved by the Chambersburg Area School District and the owner.
The meeting was adjourned at 10:03 a.m. with a motion by Robert G. Ziobrowski;
seconded by David S. Keller.
FRANKLIN COUNTY COMMISSIONERS
