The Franklin County Commissioners met Thursday, June 13, 2015, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. dice Chairman Thomas announced Chairman Keller will be late for the
meeting. Vice Chairman Thomas presided and after calling the meeting to order, a
Moment of Silence, and the Pledge of Allegiance, proceeded with the business of the
day.
On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas;
unanimously approved to adopt the agenda.
There was no public comment.
On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas;
unanimously approved all bills presented and ordered paid.
On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas;
unanimously approved the minutes of the June 9, 2015 and June 11, 2015 meetings.
The Board reviewed Domestic Relations matters. On a motion by Robert G.
Ziobrowski, seconded by Robert L. Thomas; unanimously approved the
Intergovernmental Cooperative Agreement between the County of Franklin, Court of
Common Pleas and Pennsylvania Department of Human Services to maintain and
improve the effectiveness of the Title IV®D Child Support Enforcement Program for the
period of October 1, 2015 through September 30, 2020.
The Board reviewed Geographic Information Systems (GIS) matters. On a
motion by Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously approved
for the Chairman of the Board to execute the annual maintenance contract between the
County of Franklin and ESRI, Inc. for all ESRI GIS products within the county at a cost of
$21,397.95 for the period of July 1, 2015 through June 30, 2016.
The Board reviewed Jail matters. On a motion by Robert G. Ziobrowski,
seconded by Robert L. Thomas; unanimously approved the Immigration and Customs
Enforcement (ICE) Detainers Policy No. 200.35. This policy is to define how the Franklin
County Jail will process a Department of Homeland Security, Immigration and Customs
Enforcement Detainer.
In accordance with PA Acts 67, 63 and 127 notifications, Dennis E. Black
Engineering, Inc. notified the County of a Pennsylvania Department of Environmental
Protection NPDES Permit application being applied by Quattro Development, LLC for
commercial building lots off of Walker Road and Norland Avenue, located in
Chambersburg Borough and Greene Township.
In accordance with PA Acts 67, 63 and 127 notifications, Letterkenny Army
Depot notified the County of a Pennsylvania Department of Environmental Protection
NPDES GP®11 Permit application being applied to replace a chain link fence in Ammo
Area PR®21®11, located in Letterkenny Township.
Chairman Keller entered the meeting room at 9:47 AM.

Teresa Beckner, Fiscal Director, met with the Board to review the 2015 expense
and revenue budget performance through April, 2015. Ms. Beckner advised that the
County changed the employees' health insurance which was aided by a contribution for
employees that was recorded in January. Due to this, there is a variance but as the year
passes, the budget will come back in line. She said there are dues from maintenance
agreements and frontloaded expenses which create a variance for several departments
but this will level out as the year progresses. She said general fund expenses, including
county share are at 32% of budgeted expenses compared to 32.2% in April of
2014. Ms. Beckner reported the funds for the Human Services Enhancement Grants
program are showing no corresponding budget due to funds being charged to the
general fund instead of to the fund that was set aside for these funds. She said this has
inflated the general fund expenses. The Fiscal department moves it to the right place
but the Controller keeps moving it back. This is not accurate accounting. Ms. Beckner
said revenues are 33.5% collected of general fund revenue budget compared to 32.9%
in April, 2014. Ms. Beckner reported property tax bills were sent at the beginning of
March. For 2015, billings were $36,800 more than budgeted and $366,600 more than
2014. She continued that the County's billings were $36,800 more than budgeted and
$366,600 more than 2014. Ms. Beckner continued that collections through April are
$303,000 higher than last year, so the extra billings are even being collected at the
beginning of the cycle. Through April, the County collected over$14.6 million which is
about 40.4%, compared with 39.5% last year. The County's average collections through
April for the five year period 2010-2014 are 41.9%. Ms. Beckner explained that while
these percentages would indicate that we are below the five year average through April,
our collections through May (totaling $16.6 million) exceeded expectations and we're
ahead of last year and the five year average through May. She said for 2015, one mill
generates $1,410,958 of tax revenue, compared with $1,395,301 for 2014, an increase
of 1.1%.
