The Franklin County Commissioners met Thursday, June 25, 2015, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment
of Silence, and the Pledge of Allegiance, proceeded with the business of the day.
Chairman Keller asked for approval of the agenda with the addition of two board
actions to consider. He explained the first item was approved during Retirement Board
Tuesday and it is to grant access to Electra Information Systems who is one of our
investment managers so that they may view pension fund investment information. He
said the second item is to approve the Human Services Block Grant Plan for 201502016.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously
approved to adopt the agenda.
Karen Johnston, Healthy Community Partnership, provided public comment on
how in the four years since the Block Grant Committee has started the Block Grant
Process, the process has evolved. She also stated it's a wonderful process to be
involved in and she is looking forward to continuing in this process.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved all bills presented and ordered paid.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved the minutes of the June 16, 2015 and June 18, 2015 meetings.
The Board reviewed Adult Probation matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the addendum to the
agreement between the County of Franklin and Alcohol Monitoring Systems, Inc., that
provides electronic monitoring and radio frequency-house arrest monitoring services to
the Franklin County Probation Department. This addendum will allow for use of a GPS
enabled, hand held remote breathalyzer device with facial recognition technology at a
cost of$4.40 per day. This cost specifies a single, in-use only fee with no charge for
inactive shelf stock.
The Board reviewed additional Adult Probation matters. On a motion by Robert
L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the addendum to
the agreement between the County of Franklin and Alcohol Monitoring Systems, Inc.,
that provides electronic monitoring and radio frequency-house arrest monitoring services
to the Franklin County Probation Department. This addendum will allow for a single fee
that includes rental and service fees at a rate of$5.30 per day. These fees are only
billable when the wireless unit is in use. This addendum removes long term rental fees
and provides for a single in-use only service fee.
The Board reviewed additional Adult Probation matters. On a motion by Robert
L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the addendum to
the agreement between the County of Franklin and Alcohol Monitoring Systems, Inc.,
that provides electronic monitoring and radio frequency-house arrest monitoring services
to the Franklin County Probation Department. This addendum includes GPS monitoring
to the line-up of available electronic monitoring services at a cost of$3.90 per day.

The Board reviewed additional Adult Probation matters. On a motion by Robert
L. Thomas, seconded by Robert G. Ziorowski; unanimously approved the addendum to
the agreement between the County of Franklin and Alcohol Monitoring Systems, Inc.,
that provides electronic monitoring and radio frequency-house arrest monitoring services
to the Franklin County Probation Department. This addendum will allow use of a house
arrest only unit and charges a single fee that includes rental and service fees at a cost of
$2.50 per day per unit. These fees are only billable when the monitoring unit is in use.
The Board reviewed additional Adult Probation matters. On a motion by Robert
L. Thomas, seconded by Robert G. Ziorowsi; unanimously approved the addendum to
the agreement between the County of Franklin and Alcohol Monitoring Systems, Inc.,
that provides electronic monitoring and radio frequency-house arrest monitoring services
to the Franklin County Probation Department. This addendum will allow for a single fee
that includes rental and service fees for the SCRAM Wireless devices at a rate of$1.75
per day. These fees are only billable when the wireless unit is in use. This addendum
removes long term rental fees and provides for a single in-use only service fee.
The Board reviewed Commissioners matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziorowski; unanimously approved the form to identify Electra
Information Systems as an "Authorized Designee" granting access to reconciliation
information for M&T Bank Custodian for the Retirement Fund.
The Board reviewed Emergency Services matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziorowski; unanimously approved for the Chairman of
the Board to execute the products and services agreement between the County of
Franklin and CenturyLink Sales Solutions, Inc., to include Integrated Services Digital
Network (ISDN). This is a set of international standards for a circuit-switched digital
network that supports access to any type of service (voice, data and video) over a
single, integrated, local loop from the customer premises to the end of the network. This
agreement will also provide Primary Rate Interface (PRI) which is a term for an ISDN
circuit and is an interface within an ISDN network. These products are at a cost of
$27,000.00 and for the period of June 11, 2015 through June 10, 2013.
The Board reviewed additional Emergency Services matters. On a motion by
Robert L. Thomas, seconded by Robert G. Ziorowski; unanimously approved for the
Chairman of the Board to execute the products and services agreement between the
County of Franklin and CenturyLink Sales Solutions, Inc. to install a T®1 line between
Tuscarora 911 tower and Warren Township 911 tower at a cost of$22,176.00. A T®1
line is a specific type of fiber optic telephone line that can carry more data than a
traditional telephone line. The contract term is for the period of June 11, 2015 through
June 1 , 2013.
The Board reviewed Human Resources matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziorowski; unanimously approved the Revised
Franklin County Tobacco-Free Policy, Policy 623.01, to provide a safe and healthy
work and living environment for staff and citizens and prohibit the use of tobacco
products inside any of the County's facilities or vehicles.
Richard Wynn, Human Services Administrator, reported that no additional public
comment was received since Tuesday's public hearing. The Board reviewed Human
Services matters. On a motion by Robert L. Thomas, seconded by Robert G.
Ziorowski; unanimously approved the Assurance of Compliance to PA Department of
Human Services to comply with State Fiscal Year 2015-16 Block Grant requirements
and for Board approval of the draft 2015®16 Block Grant Plan.

The Board reviewed Jail matters. On a motion by Robert L. Thomas, seconded
by Robert G. Ziobrowski; unanimously approved the Amendment to contract between
the County of Franklin and Trinity Services Group, Inc. for an increase for inmate meals,
based upon the Bureau of Labor Statistics Consumer CPI, US City Average Food Away
From Home Table for the period of June 1, 2015 through May 30, 2016, for an increase
of 2.9%.
The Board reviewed Risk Management matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of
the Board to execute the proposal from Compliance Management International (C I) to
provide an indoor air quality evaluation at the Agriculture Extension Building #2, 181
Franklin Farm Lane, at a cost of$945.00 and will be paid through the Workers'
Compensation Trust Fund.
The Board reviewed Risk Management matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of
the Board to execute the proposal from Compliance Management International (C I) to
provide an indoor air quality evaluation at the Archives Storage Building, 625 Franklin
Farm Lane, at a cost of$795.00 and will be paid through the Workers' Compensation
Trust Fund.
The Board reviewed Risk Management matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of
the Board to execute the agreement between the County of Franklin and Conrad Siegel
Actuaries to prepare an annual actuarial reserve and rate analysis valuation as of July
31, projecting the value of Franklin County's self-insured workers' compensation
programs incurred and outstanding liability by fund year at a cost of$7,000.00 for year
one, $7,100.00 for year two and $7,200.00 for year three. The contract term is July 1,
2015 through June 30, 2018.
