The Franklin County Commissioners met Thursday, July 30, 2015, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment
of Silence, and the Pledge of Allegiance, proceeded with the business of the day.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved to adopt the agenda.
There was no public comment.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved all bills presented and ordered paid.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved the minutes of the July 21, 2015 and July 23, 2015 meetings.
The Board reviewed Commissioners Office matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of
the Board to execute the Contract Change Order for the 2015 Bridge Maintenance
Program to extend the contract time 30 days for the Franklin County Bridge Maintenance
Project. The Contractor, William Orr& Sons, Inc., is requesting this extension due to
weather delays and material lead times for the TL-2 end treatments.
The Board reviewed Grants Management matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the contract
between the County of Franklin and Melanie Snyder, Executive Director of the Lancaster
County Reentry Management Organization, to facilitate the development of a
collaborative and strategic prison reentry plan and a reentry coalition for and on behalf of
the community for a term of July 1, 2015 through March 31, 2016. This contract will be
at a cost of$9,900.00 which will be funded through the PCCD Reentry Strategic
Planning Grant.
The Board reviewed Grants Management matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Emergency
Solutions Grants (ESG) Application to PA Department of Community and Economic
Development requesting an amount of$607,930.00 to be used to support two homeless
shelter providers, South Central Community Action Program and Waynesboro New
Hope Shelter. These ESG funds requested will cover shelter operating costs and
essential services which include case management, financial assistance, homelessness
prevention and rental assistance to serve the homeless.
The Board reviewed Human Services matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of
the Board to execute the State Food Purchase Program Expense and Data Report for
Fiscal Year 2014-2015 reporting on the different types of food South Central Community
Action Program (SCCAP) purchased for the food pantries in Franklin County. State
funds in the amount of$156,174.34 were used to purchase the food supplies.

The Board reviewed Jail matters. On a motion by Robert L. Thomas, seconded
by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to
execute the Amendment to the Inmate Telephone Services Agreement (dated March 21,
2009, and amendment dated June 26, 2014) between the County of Franklin and DSI®
ITI, LLC to further clarify the procurement procedures in the utilization of the Technology
Grant with DSI®ITI, Inc. DSI will provide the county a technology grant in the amount of
$53,000.00 for the first year and $3,000.00 per year thereafter for the period of July 31,
2015 through July 31, 2019.
In accordance with PA Acts 67, 63 and 127 notifications, C.C. Johnson &
alotra, P.C. notified the County of a Pennsylvania Department of Environmental
Protection General Permit application being applied for PA Department of Conservation
and Natural Resources for District Road over Raccoon Run located in Greene Township.
In accordance with PA Acts 67, 63 and 127 notifications, St. Thomas
Development, Inc. notified the County of a Pennsylvania Department of Environmental
Protection Renewal NPDES Permit application being applied for the St. Thomas
Development Quarry located in St. Thomas Township.
In accordance with PA Acts 67, 63 and 127 notifications, Manitowoc Crane
Group notified the County of a Pennsylvania Department of Environmental Protection
Synthetic Minor Operating Permit application being applied for the chrome plating facility
located in Quincy Township.
In accordance with PA Acts 67, 66 and 127 notifications, Dennis E. Black
Engineering, Inc. notified the County of a Pennsylvania Department of Environmental
Protection NPDES Permit application being applied by S&A Homes, Inc. for the
inswood Phase 2 project located in Guilford Township.
The meeting was adjourned at 9:33 a.m. with a motion by Robert L. Thomas;
seconded by Robert G. Ziobrowski.
