The Franklin County Commissioners met Tuesday, August 11, 2015, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment
of Silence, and the Pledge of Allegiance, proceeded with the business of the day.
On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas;
unanimously approved to adopt the agenda.
Kim Wertz provided public comment and asked for more explanation on board
action item #4, STOP Grant; item #5, United Way Agreement; and item #6, pass through
agreement with Women in Need.
The minutes of the August 6, 2015 meetings were reviewed. These will be
approved Thursday, August 13, 2015.
The Board reviewed Agreements, Contracts and Reports. Commissioner
Thomas explained board action item #1 and 2, reports for Children and Youth is how
much money was spent for Children &Youth activities ending in June 2015 and how
they are within 98% of their budget. He said this calculation had to be budgeted 21
months prior to the beginning of this year and we don't always turn out that good but we
did this time. Chairman Keller explained item #4, STOP grant, is for victims of violence.
John Hart, County Administrator, explained further the STOP grant is for$125,000 and
covers costs for counseling through Women in Need (WIN) and Assistant District
Attorney for the victims. He explained item #6 is the pass through agreement to IN for
STOP grant funds for these services. Barb Channing, Director of WIN, was present to
explain further the grant is a three year competitive grant and they have to compete with
all counties in PA to get the grant. Ms. Channing said they have to collaborate with the
District Attorney and local law enforcement agencies to receive the grant. Ms. Channing
explained some of the services WIN will provide with the grant funds. Mr. Hart explained
action item #5, agreement with United Way, was due to readjustment of funds from New
Hope Ranch who was under budget which was approved by the Board last week. Staff
put out an RFP for these funds and United Way was the successful bidder. Julia
Lehman, Grants Coordinator, explained further that United Way will use the funds for
the Stepping Forward Works Program to provide logistics and forklift training for ex-
offenders. Chairman Keller said he is on the United Way Board so he will have to
abstain from voting on this action but he is glad to see that United Way is growing this
program and offering these individuals a way to have family sustaining jobs. The items
will be approved Thursday, August 13, 2015.
The Board reviewed Resolution 2015-07 for the purpose to authorize the receipt
of the 911 subscriber and consumer fees for local use. John Hart, County Administrator,
explained the resolution is a requirement of Act 12 for 911 funding that was recently
passed. It requires the Board of Commissioners to authorize the resolution. Mary Beth
Shank, County Solicitor, provided highlights of the resolution and that it was properly
advertised. On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas;
unanimously approved Resolution 2015-07, which is attached and made a part of these
minutes, for the purpose to authorize the receipt of the 911 subscriber and consumer
fees for local use. Chairman Keller said this was a priority of the County Commissioners
of PA Association and he wanted to thank the state legislators and the governor for
updating the funding. Mr. Hart said the funding formula used to determine the fees was
based on PE A's reporting numbers. This report is due January .31 of each year. The
County's books are held open to pay prior year expenses. He said most counties will
not be receiving enough to pay for their 911 operations but hopefully the committee will
look at an inflationary factor.

Mike Ross, President of Franklin County Area Development Corporation
(FCADC), was present to request funds for the Rowe Run Road and Route 11
intersection re-conf ig u ration. Mr. Ross is requesting a supplemental appropriation of
$5,000 to help support the improvements of the Rowe Road intersection. He explained
the project will relocate Rowe Road approximately 960 feet to the south and will be the
same intersection as the current Cressler Plaza Drive. The estimated total project cost
will be $1.285 to $1.5 Million with the following stakeholders participating in the share of
the costs: Volvo, Cressler Family, Shippensburg Borough, Southampton Township, and
FCADC/Franklin County. He explained FCAC is in the leadership role and the
Borough of Shippensburg is taking ownership of the project. The Board offered their
support and agreed to increase FCAC's allocation to support this project. On a motion
by Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved to
increase FCADC allocation by $5,000 for the year 2015.
The meeting was adjourned at 10:48 a.m. with a motion by Robert G. Ziobrowski;
seconded by Robert L. Thomas.

Resolution 2015-07
A RESOLUTION OF COUNTY OF FRANKLIN
AUTHORIZING THE RECEIPT OF 911 SUBSCRIBER AND
CONSUMER FEES FOR LOCAL USE
WHEREAS, the Act of June 29, 2015 amending Chapter 53 (911 Emergency Communications Services)
of Title 35 (Health and Safety)of the Pennsylvania Consolidated Statutes, provides for the establishment,
administration,and funding of 911 systems in the Commonwealth; and
WHEREAS, 35 Pa.C.S. §5306.1 establishes a fund in the State Treasury to be known as the 911 Fund,
consisting of fees and consumer charges collected by providers of 911 communications services and
sellers of prepaid wireless telecommunications service; and
WHEREAS, 35 Pa.C.S. §5306.1 at subsection (h) requires the governing body of each county, to be
eligible to receive funds from the 911 Fund, to adopt a resolution authorizing acceptance of the funds; and
WHEREAS, Franklin County has determined that it wishes to receive funds from the 911 Fund
established pursuant to 35 Pa.C.S. §5306.1 and hereby presents the following Resolution No. 07 of 2015
for approval.
NOW THEREFORE, having provided public notice as required by 35 Pa.C.S. §5306.1(h)the Franklin
County Board of Commissioners enacts Resolution No. 7 of 2015 as follows:
Section 1.The Board of Commissioners of Franklin County, finding that it is in the best interests of
Franklin County, hereby enacts this Resolution authorizing receipt of funds from the 911 Fund
established pursuant to 35 Pa.C.S. §5306.1.
Section 2.The fees collected pursuant to this Resolution shall be used by Franklin County for the
provision of 911 services in the County, as described in Chapter 53 (911 Emergency Communications
Services)of Title 35 (Health and Safety)of the Pennsylvania Consolidated Statutes.
Section 3.The Board of Commissioners of Franklin County directs the Chief Clerk to notify the
Pennsylvania Emergency Management Agency of the enactment of this resolution by Franklin County, as
required by 35 Pa.C.S. §5306.1(h).
Adopted this 1 lth day of August, 2015 by the Franklin County Board of Commissioners.

NOTICE
Notice is hereby given that the Franklin County Commissioners at their regularly scheduled
meeting to be held on August 11, 2015 intend to adopt a resolution authorizing the receipt of 911
subscriber and consumer fees for local use as provided by 35 Pa.C.S. §5306.1 of Chapter 53 (911
Emergency Communications Services) of Title 35 of the Pennsylvania Consolidated Statutes.
The entire content of the resolution to be adopted shall be available for review at the Franklin
County Law Library, 100 Lincoln Way East, Suite E, Chambersburg, Pennsylvania and at the
offices of the Franklin County Commissioners, 14 North Main Street, Chambersburg,
Pennsylvania 17201. The resolution is also available at www.franklincountypa.gov.
