The Franklin County Commissioners met Tuesday, August 13, 2015, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment
of Silence, and the Pledge of Allegiance, proceeded with the business of the day.
On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas;
unanimously approved to adopt the agenda.
Mayor Dick Starlier provided public comment and asked if the Commissioners
could send a letter to the representatives of Franklin County concerning Head Start
since the state has not passed the state budget and Head Start is laying off aides.
Kim Wertz provided public comment and read on PennLlve yesterday that there
is something in the works that the budget may get passed this week. She asked if the
Commissioners heard anything. The Commissioners responded they have not.
The minutes of the August 11, 2015 and August 13, 2015 meetings were
reviewed. These will be approved Thursday, August 2 , 2015.
The Board reviewed Agreements, Contracts and Reports. Commissioner
Thomas asked if Shalom Black, Grants Manager, has heard from PA Commission on
Crime and Delinquency (PCCD) on the funding for the Reentry Program. Ms. Black
responded that she is hoping to hear back by close of business today whether the funds
will be reallocated. The items will be approved Thursday, August 20, 2015.
Commissioner Thomas provided an update on Head Start to answer the Mayor's
question. He explained that two weeks ago there were eight Pre-K classrooms
scheduled to close but the good news is school boards met in Fannett Metal, Tuscarora
and Chambersburg and they agreed to fund the eight Pre-K classrooms. He said Head
Start is mostly federally funded with local contributions but they will largely be OK now
thanks to their local school districts. He is not sure that Waynesboro has laid anyone off
and they do not have a Pre-K program. Chairman Keller suggested that Cindy Ash from
Head Start provide an update if the impasse continues a couple more weeks.
The Board went into recess and will reconvene at 1:30 p.m. for the Retirement
Board Meeting.
The Board held a Franklin County Retirement Board meeting.
On a motion by David Secor; seconded by Robert L. Thomas; unanimously
approved to authorize expenditure of pension funds for Hay Group to prepare and
submit the retirement plan to the IRS for an updated favorable Determination Letter.
The meeting was adjourned at 1:45 p.m. with a motion by Robert G. Ziobrowski;
seconded by Robert L. Thomas.
