The Franklin County Commissioners met Thursday, September 3, 2015, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment
of Silence, and the Pledge of Allegiance, proceeded with the business of the day.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved to adopt the agenda.
There was no public comment.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved all bills presented and ordered paid.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved the minutes of the August 25, 2015 and August 27, 2015
meetings.
The Board reviewed Drug and Alcohol matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of
the Board to execute the agreements between the County of Franklin, Healthy
Communities Partnership and all Franklin/Fulton School districts for Student Assistance
Programs (SAP), Students are referred to SAP coordinators to provide support to
overcome barriers to their learning and to reduce service duplication. These
agreements are for the period of July 30, 2015 through June 30, 2016.
The Board reviewed Information Technology Services matters. On a motion by
Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the
Chairman of the Board to execute the renewal agreement between the County of
Franklin and Gettle to provide maintenance and response to issues arising with the
Uiuiti wireless equipment as well as the fiber network at a cost of$2,390.00 for the
period of October 1, 2015 through September 3 , 2016. This agreement also covers an
annual health check and review of the equipment.
The Board reviewed MH/ID/El matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the Y01 ®2015 contract
listing for Mental Health, Intellectual Disabilities and Early Intervention. Contract listing
is maintained for proper accounting of all contracts and amendments to include vendor
name and type(s) of service provided and rate(s) charged for services.
The Board reviewed additional MH/ID/El matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the FY2015®2016
contract listing for Mental Health, Intellectual Disabilities and Early Intervention.
Contract listing is maintained for proper accounting of all contracts and amendments to
include vendor name and type(s) of service provided and rate(s) charged for services.
The Board reviewed Property Management matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of
the Board to execute the agreement between the County of Franklin and McClure
Company to provide semi-annual preventative maintenance on the Leiert system
located at the Department of Emergency Services at a cost of$1,674.00 for the period of
November 1, 2015 through October 31, 2016.

The Board reviewed Purchasing matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the
Board to execute the service agreement between the County of Franklin and
Stamps.com allowing the six (6) Magisterial District Justice Offices to print official United
States Postal Service postage directly from a PC and printer onto envelopes and labels
at a cost of$2,159.28 for the period of November 01, 2015 through November 1, 2016.
This agreement will eliminate postage check requests (the expense of processing) and
trips to the Post Office; accounts can be monitored online and usage reports can be run
to provide increased usage monitoring.
The Board reviewed Transportation matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the grant agreement for the
Medical Assistance Transportation Program (MATP) and tentative allocation amount for
Fiscal Year 2015-2016, in the amount of$563,136.00.
In accordance with PA Acts 14, 67, 68 and 127 notifications, Pennsylvania
Department of Transportation notified the County of a Pennsylvania Department of
Environmental Protection General NPDES Permit application to rehabilitate the structure
on S.R. 997 carrying the Norfolk Southern Railroad, located in Greene Township.
In accordance with PA Acts 14, 67, 68 and 127 notifications, Dennis E. Black
Engineering, Inc. notified the County of a Pennsylvania Department of Environmental
Protection General NPDES Permit application being applied by PA & Southern Railroad,
LLC. for the development of an Intermodal facility, located in Greene Township.
In accordance with PA Acts 14, 67, 68 and 127 notifications, ARRO notified the
County of a Pennsylvania Department of Environmental Protection General NPDES
application being applied by the Borough of Chambersburg for stream embankment
restoration on North 4th Street, located in the Borough of Chambersburg.
In accordance with PA Acts 14, 67, 68 and 127 notifications, St. Thomas
Development, Inc. notified the County of a Pennsylvania Department of Environmental
Protection GP3 General Operating Permit application being for a Portable Mineral
Processing Plant, located in St. Thomas Township.
The Board met with the Human Resources Director; the Controller; Chief
Information Officer; and Planning Director for Salary Board matters.
The Board reviewed Personnel matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the job description for the
Geographic Information Systems (GIS) Technician position.
Traci Kline, Franklin County Area Agency on Aging Director, and Sandra Lutz,
Senior Center Director, met with the Board to provide an update on the Tuscarora
Enrichment Center. Ms. Kline said the Tuscarora Enrichment Center is the first major
change in thirty years for senior centers. They recognized there is a new group of
seniors attending senior centers so changes and updates were needed. Ms. Lutz
explained that the updates and construction were completed in June. She has worked
very hard on programming with major focus being on partnership and programming.
Evening hours have been added that include exercise instruction. She said in October
they are adding a day time exercise class. She explained that involving the community
is extremely important so on the third Friday of each month they have a social and
dance for anyone 18 and over. This has opened the doors and drawn people from all
over Franklin County, not just from the Mercersburg area. She explained they ask for

donations to pay the cost of a DJ or live music with light refreshments and all fees have
been covered. Ms. Lutz explained some of the life skills programs the Enrichment
Center is providing include a woodcarving program and small engine repairs. The
center is open two evenings a week on Tuesdays and Thursdays and will include
evening meals starting in November. She explained the evening hours were a huge
plus and they now have as many participants in the evening as they do during the day.
She said the one big attraction is the exercise equipment and exercise classes. Ms.
Kline said the goal moving forward is to spread these services more throughout Franklin
County. Ms. Lutz and Ms. Kline are looking at community activities at other locations,
not just at senior centers. She explained the "senior centers without walls" concept
which extends services to seniors in other locations such as a local church or community
center to provide educational or health promotional programs. Getting the word out is
challenging so they are looking at how to market their events. Ms. Kline wanted to point
out that anyone in Franklin County is welcome to go to any senior center, not just the
one in their community. The Board thanked Ms. Lutz and Ms. Kline for updating the
Board.
