The Franklin County Commissioners met Tuesday, September 29, 2015, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment
of Silence, and the Pledge of Allegiance, proceeded with the business of the day.
On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas;
unanimously approved to adopt the agenda.
Kim Wertz provided public comment and asked for more explanation of board
action item 1, agreement with the Borough of Chambersburg for right of way and
interior parking lot since plan. Ms. Wertz also asked if the state budget does not get
passed during Governor Wolf's term does the County have sufficient funds to sustain
itself during that time period barring an extreme tax hike.
The minutes of the September 22, 2015 and September 2 , 2015 meetings were
reviewed. These will be approved Thursday, October 1, 2015.
The Board reviewed Agreements, Contracts and Reports. Commissioner
Thomas asked Sean Crager, Chief Information Officer, to explain board action item #5,
contract with AccesslT Group. Mr. Crager explained this contract is consolidating
Department of Emergency Services (DES) firewall with the rest of the county's. He
explained the firewall is the first line of defense through the internet and is the most
important piece of equipment. Mr. Crager said the one change to this contract is they
bumped up coverage to 24/7 which is a requirement of DES.
Chairman Keller asked John Hart, County Administrator, to explain board action
item #1 to answer Ms. Wertz question. Mr. Hart explained there were 16 total signs
added along the main streets in the Borough to direct individuals to parking. He said with
the County lot being permit only for employees, this project will direct customers to other
parking lots with metered parking or public parking. He further explained there are also
7 interior parking signs that once a person is in the parking lot, it shows directions to
certain buildings including the Courthouse. He said with Route 30 and Route 11 being
PennDOT roads there were PennDOT requirements which drove up the costs. These
signs were also kept to uniformity to match the downtown architecture. The items will be
approved Thursday, October 1, 2015.
Sean Crager, Chief Information Officer, was present for general discussion to
inform the Board of the Information Technology Services (ITS) Fiber Optic Project. He
explained ITS sent a Request for Proposal to run fiber optic cable from Department of
Emergency Services (DES) to the Jail. He said two respondents responded with
proposals with significantly different prices but they are the same price per foot for fiber
optic cable. He explained the one company represented that they can do the project
with less man hours to save costs. He said this is the third phase of the fiber optic
project and will provide 96 strands of fiber optic cable from DES to the Jail. The next
phase of this project will be hooking up the rest of the county to DES but Mr. Crager said
he is waiting on pricing from CenturyLin . Mr. Crager said the one proposal was $93,000
and the other proposal was $61,100. He is recommending Celerity at$61,100. On a
motion by Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved
to award the RP for the Fiber Optic Project to Celerity for a total amount of$61,100.00.

The Board reviewed Personnel matters. On a motion by Robert G. Ziorowski
seconded by Robert L. Thomas; unanimously approved the revised job description for
the Judicial Secretary position in the Courts.
The meeting was adjourned at 10:04 a.m. with a motion by Robert G. Ziorowski;
seconded by Robert L. Thomas.
