The Franklin County Commissioners met Tuesday, October 20, 2015, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment
of Silence, and the Pledge of Allegiance, proceeded with the business of the day.
Chairman Keller announced a change to the agenda that the Courts will not be
presenting their budget today. John Hart, County Administrator, asked for an executive
session to discuss a real estate matter involving a Magisterial District Judge chamber
matter. On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas;
unanimously approved to adopt the amended agenda.
Richard Jones provided public comment and said that he hasn't been here in a
while and he wanted to see how things are going. He will just sit back and listen and
see how it goes.
The minutes of the October 13, 2015 and October 15, 2015 meetings were
reviewed. These will be approved Thursday, October 22, 2015.
The Board reviewed Agreements, Contracts and Reports. Commissioner
Thomas asked for more information on board action item #1, agreement for a Support
Master for Domestic Relations. John Hart responded that Anne Johnson is the current
Support Master, and the fees were constant for the five year agreement so the fees are
going up for this contract. He also mentioned that the appeal rates were very low during
her five year contract which is outstanding and shows that she is doing a good job.
Chairman Keller said he is pleased to see that another organization is supporting
Veterans Affairs with donating funds to the Save-A-Pet and Save-A-Vet programs. The
following items were approved today while the remaining items will be approved
Thursday, October 22, 2015.
The Board reviewed Courts matters. On a motion by Robert L. Thomas;
seconded by Robert G. Ziobrowski; unanimously approved the agreement between the
County of Franklin and Anne S. Johnson to serve as the Support Master for Domestic
Relations Section to maintain and improve the effectiveness of the Child Support
Enforcement Program required by Federal regulations at the following costs: $300.00 for
non-complex hearings, $500.00 for the first four hours for complex hearings and $100.00
for each subsequent hour, $75.00 for hearing scheduled with the case
cancelled/continued 48 hours prior to hearing, and $125.00 for hearing scheduled where
parties appeal and settle the case on record. This agreement is for the period of
October 1, 2015 through September 30, 2020.
The Board reviewed additional Courts matters. On a motion by Robert L.
Thomas; seconded by Robert G. Ziobrowski; unanimously approved the quote from
Terry Newman's Cabinets and Furniture for Judge's Chambers cabinets including: open
book shelves, stand-up work station and oak conference table at a cost of$9,500.00.
Three quotes were received and this was the lowest qualified quote.
On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas;
unanimously approved to enter an executive session at 9:51 a.m. this date for the
purpose to review real estate matters. The Board reconvened into regular session at
10:19 a.m. No action was required after executive session.
