The Franklin County Commissioners met Thursday, October 22, 2015, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment
of Silence, and the Pledge of Allegiance, proceeded with the business of the day.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved to adopt the agenda.
There was no public comment.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved all bills presented and ordered paid.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved the minutes of the October 13, 2015 and October 15, 2015
meetings.
The Board reviewed Emergency Services matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the grant
agreement between the County of Franklin and Pennsylvania Emergency Management
Agency to provide funds from the Radiation Emergency Response Fund Grant for the
development of a detailed nuclear emergency response plan for areas surrounding
nuclear generation facilities through incident training and purchase of specialized
radiation instruments and supplies, for a grant period of July 1, 2015 through June 30,
2016.
The Board reviewed Fiscal/Veterans Affairs matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved Policy#911.00 for
the Administration of the Veterans Affairs Outreach Fund. This fund was established for
the Veterans Affairs Office to collect and maintain donations to expand outreach
services for Franklin County veterans.
The Board reviewed Jail matters. On a motion by Robert L. Thomas, seconded
by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to
execute the Purchase of a 2016 Ford Transit-350 van with Keystone Ford in the amount
of$29,535.00, for Jail transports. This vehicle will replace the current 1999 Chevy Astro
van which has become too unreliable. Three quotes were received and this was the
lowest qualified quote based on travel costs for service/maintenance. Cost of the
vehicle will be covered by the inmate store account.
The Board reviewed additional Jail matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the
Board to execute the agreement between the County of Franklin and NCH Chemsearch
to provide a water quality assurance program for the cooling and heating system at the
Jail to permit the most useful life and operating efficiency, at a cost of$3,918.06 for the
period of January 1, 2016 through December 31, 2017.
The Board reviewed Planning matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the agreement between the
County of Franklin and Letterkenny Township Municipal Authority to disperse FY2014
CDBG funds to be used for the Skyline Drive Sewer Extension Project in the amount of
$115,528.00 to be completed by August 4, 2019.

The Board reviewed Planning matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the amendment to the
agreement between the County of Franklin and Borough of Waynesboro to extend the
2014 Franklin County Tourism and Quality of Life Enhancement Community Walking
Trail Project completion date to October 31, 2016. All other terms and conditions of the
original agreement will remain in full force and effect.
The Board reviewed Veterans Affairs matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the proposal from
Rhodes Outdoors LLC to donate 100% of proceeds sold at retail and wholesale of
custom fishing lures be given to the Operation Save-a-Vet, Save-a-Pet Program,
Franklin County Veterans Affairs Outreach Fund. The payout of proceeds will be
quarterly for a period of October 22, 2015 through October 21, 2016.
In accordance with PA Acts 67, 68 and 127 notifications, CES Engineering, LLC
notified the County of a Pennsylvania Department of Environmental Protection General
NDPES Permit being applied for by Foremost Industries for new parking area and model
home site project, located in Montgomery Township.
Mary Beth Shank, County Solicitor, requested an executive session to discuss a
pending litigation matter. On a motion by Robert L. Thomas, seconded by Robert G.
Ziobrowski; unanimously approved to enter an executive session at 9:42 a.m. this date
for the purpose to review pending litigation matters. The Board reconvened into regular
session at 10:41 a.m. No action was required after executive session.
The meeting was adjourned at 10:42 a.m. with a motion by Robert L. Thomas;
seconded by Robert G. Ziobrowski.
