The Franklin County Commissioners met Thursday, November 5, 2015, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment
of Silence, and the Pledge of Allegiance, proceeded with the business of the day.
Chairman Keller asked to amend the agenda to move the Diabetes Month
Proclamation to be done before voucher time. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved to adopt the amended
agenda.
There was no public comment.
The Board reviewed information regarding Diabetes Month and November 14,
2015 as Diabetes Awareness Day. Lee Eisenhard, Karen Singley and Denise Heck
from the Waynesboro Lions Club were present to receive the proclamation. Mr.
Eisenhard explained that this month is National Diabetes Awareness Month and
November 14th is National Diabetes Day. The Lions Club is trying to raise more
awareness of diabetes in Franklin County. The Board thanked the Lions members for
attending today. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved to sign Franklin County Proclamation #2015-15 proclaiming the
month of November as Diabetes Awareness Month and November 14, 2015 as Diabetes
Awareness Day and that the attached proclamation be made a part of these minutes.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved all bills presented and ordered paid.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved the minutes of the October 27, 2015 and October 29, 2015
meetings.
The Board reviewed Commissioners Office matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of
the Board to execute the Supplemental Federal-Aid Bridge Project Reimbursement
Agreement (089895C) between the County of Franklin and Pennsylvania Department of
Transportation to provide federal reimbursement to the County, increasing funding from
$980,000.00 to $1,019,000.00 for Bridge 116, Horse Lane. All other terms and
conditions of the original agreement will remain in full force and effect.
The Board reviewed Grants/Fiscal matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the amendment to Human
Services Enhancement Grant Agreement between the County of Franklin and BOPIC,
Inc. to allow budget modifications within the grant, so long as the total project does not
exceed the maximum encumbrance of$20,000.00. All other terms and conditions will
remain in full force and effect.
The Board reviewed Grants/Fiscal matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the amendment to Human
Services Enhancement Grant Agreement between the County of Franklin and Healthy
Communities Partnership, Inc. to allow budget modifications within the grant, so long as
the total project does not exceed the maximum encumbrance of$45,000.00. All other
terms and conditions will remain in full force and effect.

The Board reviewed Human Resources matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of
the Board to execute the agreement between the County of Franklin and Summit Health
to provide wellness screenings for any benefit eligible County employees. Screenings
will include checking Glucose, Cholesterol, and Triglyceride panels. Participants will
also be provided web-based portal access. Screenings will be conducted November 2
through November 16, 2015 at a cost of$55.00 per person. Summit will also participate
with a display at the Wellness Fair on December 3, 2015. Capital Blue Cross is
providing funding to cover costs up to $25,000.00.
The Board reviewed Information Technology Services matters. On a motion by
Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the
Chairman of the Board to execute the renewal agreement between the County of
Franklin and Morefield Communications for support of the Cisco networking equipment
connecting the Courthouse with Adult Probation at a cost of$2,141.32 for the period of
December 13, 2015 through December 12, 2016.
The Board reviewed Planning matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the agreement between the
County of Franklin and Quincy Township to provide FY2011 and FY2012 Competitive
Community Development Block Grant program funds in the amount of$141,054.00 to
complete the Furnace Road Waterline Extension Project, with a contract ending date of
December 31, 2015.
The Board reviewed Risk Management matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the agreement and
Business Associate Agreement between the County of Franklin and Occupational
Medicine of York to provide voluntary hearing screenings for County employees, for a
total of 224 screenings, at a cost of$2,500.00. This will be paid through the Workers'
Compensation Trust. The Business Associate agreement is required due to the medical
nature of the screenings.
In accordance with PA Acts 67, 68 and 127 notifications, Thomas L. Geisel
Funeral Home, Inc., notified the County of a Pennsylvania Department of Environmental
Protection Air Quality Operating Renewal Permit being applied for their existing
crematory service, located in Guilford Township.
In accordance with PA Acts 67, 68 and 127 notifications, St. Thomas
Development, Inc., notified the County of a Pennsylvania Department of Environmental
Protection GP-13 Renewal Permit being applied for their existing asphalt plant, located
in St. Thomas Township.
The Board met with the Human Resources Director, the Controller, District
Attorney, and the Chief Public Defender for Salary Board matters.
The Board reviewed Personnel matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the revised job description
for the Chief Information Officer position in the Information Technology Services
Department.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved the revised job description for the Director, Emergency Services
position in the Department of Emergency Services Department.

On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved the revised job description for the Assistant Director, Emergency
Services/Emergency Management Coordinator position in the Department of Emergency
Services Department.
John Hart, County Administrator, introduced Bradley Stouffer as the Interim
Franklin County Emergency Management Coordinator and explained that PEMA
requires counties to appoint an Emergency Management Coordinator. Mr. Hart
recommends that we appoint Mr. Stouffer. On a motion by Robert L. Thomas, seconded
by Robert G. Ziobrowski; unanimously approved to appoint Bradley Stouffer as Interim
Franklin County Emergency Management Coordinator and to sign a letter to be sent to
Pennsylvania Emergency Management Agency.
The meeting was adjourned at 10:38 a.m. with a motion by Robert L. Thomas;
seconded by Robert G. Ziobrowski.

Diabetes Awareness Month and November 14, 2015 as Diabetes Awareness Day
WHEREAS,70%of Type II Diabetes can be delayed or prevented with small,gradual lifestyle
changes. Research is still be conducted to find a cure for Type I diabetes;and
WHEREAS, World Diabetes Day, supported by Lions Clubs International,the International
Diabetes Federation,the World Health Organization and the United Nations, is celebrated on November
14th to commemorate the birthday anniversary of Sir Frederick Banting who helped discover insulin in
1921;and
WHEREAS,the color blue(from the United Nations flag)and the blue circle serve as reminders
of the global impact of diabetes;and
WHEREAS, Franklin County's 12 Lions,3 Lioness and 3 LEO clubs are part of the 1.4 million-
member humanitarian service organizations dedicated to supporting education, awareness and research
for prevention of diabetes and diabetes-related blindness:
NOW THEREFORE,the Commissioners of Franklin County, Pennsylvania,do hereby proclaim
November as Diabetes Awareness Month and November 14th as Diabetes Awareness Day.
