The Franklin County Commissioners met Tuesday, December 22, 2015, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment
of Silence, and the Pledge of Allegiance, proceeded with the business of the day.
Chairman Keller announced there will not be an executive session today. On a
motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved
to adopt the amended agenda.
Kim Wertz provided public comment and asked a question concerning board
action #5, agreement for a bike and pedestrian trail. She remembers two or three years
ago someone proposed to put a bike trail through the county. She asked whether this
proposal had gone any further beyond the suggestion stage?
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved all bills presented and ordered paid.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved the minutes of the December 15, 2015 and December 17, 2015
meetings.
Chairman Keller asked John Hart, County Administrator, if he has an update to
answer Ms. Wertz question during public comment. Mr. Hart said the project is headed
by Greene Township still in the early stages of the planning process, so there is no
further update.
The Board reviewed Adult Probation matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the amendment to the
agreement between the County of Franklin and BI Incorporated to decrease service fees
for GPS monitoring services, a savings of$1.54 - $1.90 per active day depending on the
monitoring level used. All costs for this amendment are paid by the participants. All
other terms and conditions of the original agreement will remain in full force and effect.
The Board reviewed Commissioners matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the Lease Agreement
between the County of Franklin and Jeffrey and Phoebe Conner for the lease of office
space to conduct Coroner business located at 1497 Loudon Road, Chambersburg at a
cost of$275.00 per month for the period of January 1, 2016 through December 31,
2016.
The Board reviewed Fiscal matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the Supplemental
Appropriation to increase the budget for additional reimbursement received from the PA
Department of Agriculture Bureau of Food Distribution for the Temporary Emergency
Food Assistance Program (TEFAP) in the amount of$13,110.00.
The Board reviewed additional Fiscal matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Letter of
Engagement from Zelenkofske Axelrod, LLC for independent audit services for the
Integrated Transportation Program, year ended June 30, 2015, at a cost of$8,115.00
funded 100% by State funds.

The Board reviewed Planning matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the agreement between the
County of Franklin and Downtown Chambersburg, Inc. to award $5,250.00 from the
Franklin County Tourism and Quality of Life Enhancement Grant, utilizing the County's
Hotel Tax Fund. This grant was created to fund projects which enhance the quality of
life and tourism within the county. Grant funds will be used for the development of the
Chambersburg Bike and Pedestrian Improvement Plan.
The Board reviewed additional Planning matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the agreement
between the County of Franklin and Renfrew Museum and Park to award $47,300.00
from the Franklin County Tourism and Quality of Life Enhancement Grant, utilizing the
County's Hotel Tax Fund. This grant was created to fund projects which enhance the
quality of life and tourism within the county. Grant funds will be used for the restoration
of the Royer Kiln.
The Board reviewed additional Planning matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the agreement
between the County of Franklin and Washington Township to award $36,467.00 from the
Franklin County Tourism and Quality of Life Enhancement Grant, utilizing the County's
Hotel Tax Fund. This grant was created to fund projects which enhance the quality of
life and tourism within the county. Grant funds will be used for the development of trails,
interpretive signage, paved parking, and an access road to the Monterey Peak tract.
The Board reviewed additional Planning matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the agreement
between the County of Franklin and Waynesboro Historical Society to award $6,801.00
from the Franklin County Tourism and Quality of Life Enhancement Grant, utilizing the
County's Hotel Tax Fund. This grant was created to fund projects which enhance the
quality of life and tourism within the county. Grant funds will be used to scan and
archive historical documents in Waynesboro.
The Board reviewed additional Planning matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the agreement
between the County of Franklin and Waynesboro Theater to award $25,000.00 from the
Franklin County Tourism and Quality of Life Enhancement Grant, utilizing the County's
Hotel Tax Fund. This grant was created to fund projects which enhance the quality of
life and tourism within the county. Grant funds will be used for the improvement of the
facade at the theater.
In accordance with PA Acts 14, 67, 68 and 127 notifications, William A. Brindle &
Associates, Inc. notified the County of a Pennsylvania Department of Environmental
Protection NPDES Permit being applied by Clinton and Kara Burkholder for development
of agricultural buildings for equipment and storage, located in Greene Township.
In accordance with PA Acts 14, 67, 68 and 127 notifications, Dennis E. Black
Engineering, Inc. notified the County of a Pennsylvania Department of Environmental
Protection General NPDES Permit being applied by T.G. Mercer Consulting Services,
Inc. to store steel piping for gas pipelined in the Cumberland Valley Business Park,
located in the Greene Township.

The Board attended a Retirement Board meeting.
The meeting was adjourned at 10:01 a.m. with a motion by Robert L. Thomas;
seconded by Robert G. Ziobrowski.
