HomeMy WebLinkAbout2016-01-14 Commissioner Minutes THURSDAY, JANUARY 14, 2016 The Franklin County Commissioners met Thursday, January 14, 2016, with the following members present: David S. Keller and Robert G. Ziobrowski. The Board attended the Prison Board meeting. Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance, proceeded with the business of the day. John Hart, County Administrator, asked to amend the contract listing to present an agreement for consulting services with Central Pennsylvania Transportation Authority, doing business as Rabbit Transit, to provide management services. He explained this agreement was not ready by the time today's agenda was developed and distributed. On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously approved to adopt the amended agenda. There was no public comment. On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously approved all bills presented and ordered paid. On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously approved the minutes of the January 4, 2016, January 5, 2016 and January 7, 2016 meetings. Chairman Keller asked Mr. Hart for more information on the agreement with Rabbit. Mr. Hart explained that PennDOT has a regionalization or consolidation initiative for county transportation departments. County staff have attended several meetings to discuss this initiative. Staff will provide their recommendation to the Board concerning regionalization at a later date . Mr. Hart continued that the Transportation Director has left and instead of hiring a new director at this time, staff is recommending contracting with Central Pennsylvania Transportation Authority (CPTA) for management services. He said they are experts in the field. The contract will consist of the following: daily managerial oversight of the Transportation operations, including grants management, relations with the Pennsylvania Department of Transportation, answer technical questions, and the filing of proper reports. CPTA will also provide support and guidance to ensure service levels are maintained and all federal, state and local requirements are met. Mr. Hart said that any costs associated with this contract are incurred by Rabbit and will be reimbursed by PennDOT. On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously approved the consulting agreement between the County of Franklin and Central Pennsylvania Transportation Authority (CPTA) to provide assistance with the daily managerial oversight of the Transportation operations, including grants management, relations with the Pennsylvania Department of Transportation, technical questions, the filing of reports and questions pertaining to scheduling software. CPTA will also provide support and guidance to ensure service levels are maintained and all federal, state and local requirements are met. This agreement will become effective January 14, 2016 through March 1, 2016 and may extend if both parties agree in writing. Either party may terminate this agreement for any reason with fifteen days written notice. The Board reviewed Children and Youth matters. On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously approved the updated contract listing for all contracts and addendums for Fiscal Year 2015/2016 for the Children and Youth department. Contract listing is maintained for proper accounting of all contracts to include vendor name and address, type(s) of service provided and rate(s) charged for services. Continued on page 2 The Board reviewed Clerk of Courts matters. On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously approved the contract between the County of Franklin and David Wertime, Esquire, to provide contracted attorney services at a cost of$4,742.00 per year for the period of January 1, 2016 through December 31, 2016. The Board reviewed Domestic Relations matters. On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously approved for the Chairman of the Board to executive the agreement between the County of Franklin and Full Circle Solutions Group to convert the current LaserFiche system in Domestic Relations Section (DRS) to PACSES state-wide imaging at a cost of$8,292.54. Full Circle is Franklin County DRS's vendor. The County will pay up front costs but will be reimbursed 100%. The Board reviewed Emergency Services matters. On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously approved for the Chairman of the Board to executive the Grant agreement between the County of Franklin and Pennsylvania Emergency Management Agency. This agreement is to provide grant funds to develop/update and exercise emergency response plans and response capabilities for responding to hazardous material releases and meeting the requirements of the Commonwealth's hazardous material safety program. The grant amount is $37,538.00, for the period of July 1, 2015 through June 30, 2016. The Board reviewed Human Resources matters. On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously approved the American Federation of State, County and Municipal Employees, AFL-CIO District Council 89 Collective Bargaining Agreement as a result of union negotiations, for the period of January 1, 2016 through December 31, 2019. The Board reviewed Information Technology Services matters. On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously approved the product and services agreement between the County of Franklin and Centurylink Sales Solutions, Inc. to upgrade the dedicated network connection between the Courthouse Annex and Emergency Services Building to 5 GB which is fifty times faster. With the faster speed, the County will be able to offer a redundant network ring to the Jail as well as increase their connectivity speeds. This agreement is at a cost of$7,945.00 per month for the period of February 1, 2016 through January 31, 2021. The Board reviewed Planning matters. On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously approved for the Chairman of the Board to executive the Certification of County Funds for 2016 Program Year for total funds in the amount of$150,000.00 for the purchasing of agricultural conservation easements. The Board reviewed Prothonotary matters. On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously approved the contract between the County of Franklin and Courtney J. Graham, Esquire, to provide contracted attorney services at a cost of$1,960.00 per year for the period of January 1, 2016 through December 31, 2016. The Board reviewed Recorder of Deeds matters. On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously approved the contract between the County of Franklin and Richard K. Hoskinson, Esquire, to provide contracted attorney services at a cost of$2,470.00 per year for the period of January 1, 2016 through December 31, 2016. Continued on page 3 The Board reviewed Register of Wills matters. On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously approved the contract between the County of Franklin and Richard K. Hoskinson, Esquire, to provide contracted attorney services at a cost of$2,470.00 per year for the period of January 1, 2016 through December 31, 2016. The Board reviewed Sheriff matters. On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously approved the contract between the County of Franklin and Clinton T. Barkdoll, Esquire, to provide contracted attorney services at a cost of$15,034.00 per year for the period of January 1, 2016 through December 31, 2016. In accordance with PA Acts 67, 68 and 127 notifications, TeamAg Incorporated notified the County of a Pennsylvania Department of Environmental Protection NPDES Permit application being applied by Enviro-Organic Technologies for a proposed waste storage structure located in Montgomery Township. Tiffany Bloyer, Human Resources Director, along with members of the Wellness Committee, attended the Board meeting to present a $600.00 check to the Cumberland Valley Breast Cancer Alliance (CVBCA). Ms. Bloyer explained that in October, the Wellness Committee sold 120 breast cancer awareness bracelets for$5.00 and also asked employees to wear pink on Fridays and fifteen departments participated. Sharon Brosious was present to receive the check and thanked everyone involved. Ms. Brosious provided the history of the CVBCA and how this is their twenty year anniversary. She said all of their money is raised locally and it stays locally in Franklin and Fulton County and mentioned some of the services they provide today. She thanked them for their support. Chairman Keller said her organization has been a blessing to the community. Commissioner Ziobrowski said this organization is near and dear to his heart due to his wife being diagnosed with stage 4 breast cancer and he has participated in the bike event they have every year.
