The Franklin County Commissioners met Thursday, January 21, 2016, with the
following members present: Robert L. Thomas and Robert G. Ziobrowski. Vice
Chairman Thomas presided and after calling the meeting to order, a Moment of Silence,
and the Pledge of Allegiance, proceeded with the business of the day.
Commissioner Thomas announced that Chairman Keller will not be present
today. On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas;
unanimously approved to adopt the agenda.
There was no public comment.
On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas;
unanimously approved all bills presented and ordered paid.
On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas;
unanimously approved the minutes of the January 12, 2016 and January 14, 2016
meetings.
The Board reviewed Commissioners Office matters. On a motion by Robert G.
Ziobrowski, seconded by Robert L. Thomas; unanimously approved for the Vice
Chairman of the Board to execute the Certification of County Maintenance of Effort for
the HAVA II Financial Assistance for the reporting period of January 1, 2015 through
December 31, 2015. To qualify for HAVA grant funds, the County must certify each year
that they are maintaining an expenditure level not less than the level maintained by the
County for the 2000 fiscal year. For Fiscal Year 2015, the County has expended
$475,240.94 while spending $218,984.00 for the entire 2000 fiscal year.
The Board reviewed Courts matters. On a motion by Robert G. Ziobrowski,
seconded by Robert L. Thomas; unanimously approved the contract between the
County of Franklin and Eric J. Weisbrod, Attorney, to perform the duties of conflicts
attorney for Franklin County at a starting rate of$57,352.25 and will increase 2% each
year with a rate of$58,499.30 for the year 2017 and a rate of$59,669.29 for the year
2018. The contractor will be reimbursed for printing costs not to exceed $100.00, per
case. Printing costs over$100.00, per case, will require a Court Order. In cases which
go to trial, the Contractor will be paid at the rate of$65.00 per hour including all time
after the pre-trial conference with the Court. This contract is for the period of January 1,
2016 through December 31, 2018.
The Board reviewed Emergency Services matters. On a motion by Robert G.
Ziobrowski, seconded by Robert L. Thomas; unanimously approved for the Vice
Chairman of the Board to execute the contract between the County of Franklin and
Department of Public Safety Training and Certification of Bucks County Community
College to provide a maximum of 200 hours of onsite, non-certification, training courses
at Franklin County Department of Emergency Services for the calendar year of 2016, at
a cost of$1,000.00. Provides DES and local responders with national and state level
fire, rescue, emergency medical and hazardous materials training. Students are
responsible for required manuals needed; DES provides required equipment,
expendable items and the classroom for hands-on sessions. The Hazardous Materials
Emergency Preparedness Grant will cover$722.00 of the cost.
The Board reviewed Property Management matters. On a motion by Robert G.
Ziobrowski, seconded by Robert L. Thomas; unanimously approved for the Vice
Chairman of the Board to execute the contract amendment to the original agreement
between the County of Franklin and Cook's Cleaning Services to provide cleaning
services for the Office of Magisterial District Judge Plum's office. This amendment will
extend the original agreement's expiration term through December 31, 2016. All other
terms and conditions of the original agreement will remain in full force and effect.

The Board reviewed additional Property Management matters. On a motion by
Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously approved for the
Vice Chairman of the Board to execute the contract amendment to the 2013 agreement
between the County of Franklin and Cook's Cleaning Service to provide custodial
services at Magisterial District Judges Cunningham, Pentz, Rock and Eyer and M&T
Bank Building. This amendment will extend the original agreement's expiration term
through December 31, 2016. All other terms and conditions of the original agreement
will remain in full force and effect.
The Board reviewed Treasurer Office matters. On a motion by Robert G.
Ziobrowski, seconded by Robert L. Thomas; unanimously approved the contract
between the County of Franklin and Clinton T. Barkdoll, Esquire, to provide contract
attorney services at a cost of$1,739.00 for the period of January 1, 2016 through
December 31, 2016.
In accordance with PA Acts 67, 68 and 127 notifications, Red Barn Consulting,
Inc. notified the County of a Pennsylvania Department of Environmental Protection
NPDES CAFO Renewal Permit application being applied by Hord Family Farm for their
existing swine operation, located in Peters Township.
The Board met with Human Resources and the Controller for Salary Board
matters.
Teresa Beckner, Fiscal Director, met with the Board to review the 2015 expense
and revenue budget performance through November, 2015. Ms. Beckner advised most
departments are under budget except for a few where most variances relate to one-time
or large expenses and this normally works itself out by the end of the year. She
mentioned some of the departments and their variances. She said general fund
expenses are at 88.8% of budgeted expenses compared to 88.1% in November of
2014. Ms. Beckner said revenues are 93.2% collected of general fund revenue budget
compared to 97.7% in November of 2014. Ms. Beckner reported that the County
has collected 94.8% of property taxes billed, compared to 94.9% collected through
November in 2014. The average collections through November for the past five years is
93.9%. Ms. Beckner reported that the overall budget performance is tracking as
projected.
The meeting was adjourned at 10:12 a.m. with a motion by Robert L. Thomas;
seconded by Robert G. Ziobrowski.
