The Franklin County Commissioners met Thursday, February 18, 2016, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment
of Silence, and the Pledge of Allegiance, proceeded with the business of the day.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved to adopt the agenda.
There was no public comment.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved all bills presented and ordered paid.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved the minutes of the February 9, 2016 and February 11, 2016
meetings.
The Board reviewed Controller Office matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of
the Board to execute the agreement between the County of Franklin and PressTek to
provide maintenance and service for the FD2050 Formax; which is used to fold and seal
mail, W-2s, accounts payable checks and payroll checks. This agreement covers labor
and travel, parts, basic training, four default inspections per year and priority response at
a cost of$1,503.68, for the period of April 1, 2016 through March 31, 2017.
The Board reviewed Emergency Services matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Supplemental
Appropriation in the amount of$10,000.00 to cover wages and benefits related to 2015
HazMat operations.
The Board reviewed Fiscal matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the Supplemental
Appropriation in the amount of$15,200.00 to increase the budget for Human Services
Administration due to changes in the allocation when the full-time Drug and Alcohol
Director was hired.
The Board reviewed Fiscal/Grants matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the Subgrant Agreement
between the County of Franklin and Over the Rainbow, Franklin County's Children's
Advocacy Center (CAC) for the CAC to receive Pennsylvania Commission on Crime and
Delinquency (PCCD) grant funds in the amount of$99,576.00 for the period of January
1, 2016 through December 31, 2016. PCCD Subgrant 2015-EA-03-26248 funds will be
utilized for a portion of staff wages/benefits, staff attendance at a National CAC
leadership conference, building lease and a one year subscription to NCAtrak data
system.
The Board reviewed additional Fiscal/Grants matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Subgrant
Agreement between the County of Franklin and Over the Rainbow, Franklin County's
Children's Advocacy Center (CAC) for the CAC to receive Pennsylvania Commission on
Crime and Delinquency (PCCD) grant funds in the amount of$40,000.00 for the period
of January 1, 2016 through December 31, 2016. PCCD Subgrant 2015-CAC-ST-26429
funds will be utilized for a portion of staff wages/benefits, a new staff computer and a
portion of the Center's Medical Director contract.

The Board reviewed Human Resources matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the revised Franklin
County Family and Medical Leave Policy, Policy#314.4, to reflect recent union contract
updates related to paid time off (PTO).
The Board reviewed Managed Care matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the Supplemental
Appropriation in the amount of$13,000.00 to increase the budget due to TMCA
expenses which are projecting higher than budgeted in 2015 due to a change in
personnel classification from part-time to full-time. The organization reimburses the
county 100% for expenses through TMCA's capitation funds from the State.
The Board reviewed Property Management matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of
the Board to execute the amendment to the contract, dated October 15, 2015, between
the County of Franklin and RA Hill General Contractors to haul excessive snow from
county properties. This amendment is to increase the amount of the original contract by
$5,000.00 for an amended total of$8,000.00 due to the unexpected significant snow
accumulations during the blizzard of 2016. All other terms and conditions of the original
contract will remain in full force and effect.
In accordance with PA Acts 14, 67, 68 and 127 notifications, Peters Township
Municipal Authority notified the County of a Pennsylvania Department of Environmental
Protection NPDES Renewal Permit application being applied for the Fort Loudon
Wastewater Treatment Facility located in Peters Township.
In accordance with PA Acts 14, 67, 68 and 127 notifications, Peters Township
Municipal Authority notified the County of a Pennsylvania Department of Environmental
Protection NPDES Renewal Permit application being applied for the Mercersburg
Junction Wastewater Treatment Facility located in Peters Township.
In accordance with PA Acts 67, 68 and 127 notifications, Martin and Martin, Inc.
notified the County of a Pennsylvania Department of Environmental Protection General
Permit application being applied for a modification to the landfill disposal area and
capacity located in Greene Township.
The meeting was adjourned at 9:42 a.m. with a motion by Robert L. Thomas;
seconded by Robert G. Ziobrowski.
