The Franklin County Commissioners met Tuesday, February 23, 2016, with the
following members present: David S. Keller and Robert G. Ziobrowski. Chairman
Keller presided and after calling the meeting to order, a Moment of Silence, and the
Pledge of Allegiance, proceeded with the business of the day.
On a motion by Robert G. Ziobrowski; seconded by David S. Keller; unanimously
approved to adopt the agenda. Chairman Keller said Commissioner Thomas is not
attending the meeting today because he is attending the National Association of
Counties conference in Washington, DC.
Kim Wertz provided public comment and asked about the type of housing for
board action item #4, Housing Trust Grant for Interfaith Housing Alliance. Ms. Wertz
also asked how CCAP is doing in lobbying the State for a bill to allow counties to
withhold the taxes they send to Harrisburg if the budget doesn't get passed again.
The minutes of the February 16, 2016 and February 18, 2016 meetings were
reviewed. These will be approved Thursday, February 25, 2016.
The Board reviewed Agreements, Contracts and Reports. The items will be
approved Thursday, February 25, 2016.
John Thierwechter, Director of Emergency Services, and Geoffrey Craven,
Assistant Communications Center Coordinator, were present for the Board of
Commissioners to present Mr. Craven with his Basic Level Emergency Management
Staff Certification. Mr. Thierwechter explained that Mr. Craven received this certification
and he wanted to acknowledge him for going above and beyond the requirements of his
job. Mr. Craven explained his job duties and how he tries to make sure every time the
phone rings, someone is there to answer it. He said this training will help the county
respond if disaster hits.
The meeting was adjourned at 9:46 a.m. with a motion by Robert G. Ziobrowski;
seconded by David S. Keller.
