The Franklin County Commissioners met Tuesday, March 22, 2016, with the
following members present: David S. Keller and Robert G. Ziobrowski. Chairman
Keller presided and after calling the meeting to order, a Moment of Silence, and the
Pledge of Allegiance, proceeded with the business of the day.
Chairman Keller announced that Commissioner Thomas will not be present for
today's meeting. On a motion by Robert G. Ziobrowski; seconded by David S. Keller;
unanimously approved to adopt the agenda.
Kim Wertz provided public comment and asked if office personnel that are now
employed by the County will they keep their jobs relating to board actions 1 to 3
concerning Central Pennsylvania Transportation Authority taking over Transportation.
Ms. Wertz also asked if the 800 number for Transportation will be transferred back to
Franklin County individuals. Ms. Wertz also asked if the County is razing and replacing
the barn, floor to ceiling, which would be advantageous.
The minutes of the March 15, 2016 and March 17, 2016 meetings were
reviewed. These will be approved Thursday, March 24, 2016.
The Board reviewed Agreements, Contracts and Reports. Richard Wynn,
Human Services Administrator, Carrie Gray, Assistant County Administrator, and Mary
Beth Shank, County Solicitor, were present to explain board action items #1-3, contracts
with Central Pennsylvania Transportation Authority (CBTA) also known as rabbittransit.
Mr. Wynn explained the first agreement is for leasing of the current building where
Transportation is housed and a parking lot for the buses. To answer Ms. Wertz's first
question about employees, all office staff that are employed by the County have
accepted employment offers by CPTA. Some drivers have accepted job offers but one
has retired and one has transferred to another position in the county. He explained
further the lease agreement is for fifteen months. Mr. Hart explained that fifteen months
will get us into the state budget cycle. He also said that a cost analysis will be
conducted going forward on an annual basis and the county will negotiate the contract
with rabbittransit. Mr. Wynn answered the question during public comment concerning
the phone number for Transportation and explained that consumers will use the existing
800 number up until April 1St when there will be a change over to rabbittransit's new 800
number. Mr. Wynn explained the second contract is for coordination of the shared ride
services. Shared ride services are designated by the County and PennDOT has been
notified and they have accepted that rabbittransit will be Franklin County's shared ride
transportation provider. Mr. Wynn explained the third contract is the three month
subcontract for Medical Assistance Transportation Program (MATP) because the state
has a yearly grant and we do not want to change in the middle of the year. We are
subcontracting with rabbittransit so they will assume the same responsibilities as the
County for those funds. Ms. Gray explained that the goal is for the first day of
rabbittransit's transition to be the last day of our management services and with
rabbittransit's experience, since they have gone through this a couple of times, we
believe it will be a smooth transition and will be on standby if issues arise. Mr. Wynn
said with the main contract, the County will still have a voice and we will have seat on
their authority board but either way we will have our local advisory board continue. If
transportation services don't meet the expectation of the citizens of this county, we can
take it back. Chairman Keller announced that the Board welcomes any public comment
between now and Thursday when the contracts will be approved by the Commissioners.
The following items will be approved today while the remaining items will be approved
Thursday, March 24, 2016.

The Board reviewed Early Intervention matters. On a motion by Robert G.
Ziobrowski; seconded by David S. Keller; unanimously approved the Income and
Expenditure Report to PA Department of Human Services for fiscal year 2014-2015.
The Board reviewed Department of Emergency Services matters. On a motion
by Robert G. Ziobrowski; seconded by David S. Keller; unanimously approved the quote
from Keystone Ford for the purchase of a 2016 Expedition XL at a cost of$32,985.00,
which includes trade-in. This was bid on March 8, 2016 and all bids were rejected on
March 10, 2016 because neither bid met the requirements of the bid specs. The
Purchasing Agent was instructed to get pricing from local vendors on Costars. Two local
vendors responded with quotes and Keystone Ford was the lowest qualified quote.
John Hart, County Administrator, explained that the county did an emergency
resolution to do remedial action because of the barn collapsing. He said that Property
Management recommended removing the floor at the barn due to the condition of the
floor. He said with the $10,500 limit on the emergency resolution, we had to receive
quotes to have the floor removed. CRG was the lowest quote and $5,400 is a
reasonable quote. He is recommending that we remove the floor. To answer Ms. Wertz
question during public comment, he said we haven't decided what we are going to do
with the barn but we are cleaning up the site and will be ready in case we decide to
replace the building.
The Board reviewed appointments to the Franklin County Mental
Health/Intellectual Disabilities/Early Intervention Advisory Board. On a motion by Robert
G. Ziobrowski, seconded by David S. Keller; unanimously approved to appoint Brenda
Thomas and Susan Edney for a term of March 1, 2016 through March 1, 2019.
The Board reviewed appointments to the Franklin County Library System Board.
On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously
approved to appoint Ronald Keener for a term through December 31, 2016.
The meeting was adjourned at 9:57 a.m. with a motion by Robert G. Ziobrowski;
seconded by David S. Keller.
