The Franklin County Commissioners met Thursday, March 24, 2016, with the
following members present: Robert L. Thomas and Robert G. Ziobrowski. Vice
Chairman Thomas presided and after calling the meeting to order, a Moment of Silence,
and the Pledge of Allegiance, proceeded with the business of the day.
On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas;
unanimously approved to adopt the agenda. Mary Beth Shank, County Solicitor, asked
to amend the agenda to include an agreement with the Library System. On a motion by
Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved to adopt
the amended agenda.
There was no public comment.
On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas;
unanimously approved all bills presented and ordered paid.
On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas;
unanimously approved the minutes of the March 15, 2016 and March 17, 2016
meetings.
Commissioner Thomas asked for more information on removing the concrete
floor at the Franklin Farm Lane Barn, board action item #10, quote from GRC General
Contractor. John Hart, County Administrator, explained that the floor is not in good
shape and the timbers underneath have rotted away. He said the emergency resolution
that the Board approved a couple weeks ago was not enough to remove the floor so
staff got three quotes and this was the lowest quote received.
The Board reviewed Transportation matters. On a motion by Robert G.
Ziobrowski; seconded by Robert L. Thomas; unanimously approved the Lease
Agreement between Central Pennsylvania Transportation Authority (CPTA) and Franklin
County for lease of Transportation Offices at 191 Franklin Farm Lane, Building Three
and designated parking spaces/lots at a monthly cost of$1,709.98 plus utilities, for the
period of April 1, 2016 through June 30, 2017.
The Board reviewed additional Transportation matters. On a motion by Robert
G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved the agreement
between Central Pennsylvania Transportation Authority (CPTA) and Franklin County for
CPTA to serve as coordinator of shared ride paratransit services to provide public
transportation for Franklin County residents.
The Board reviewed additional Transportation matters. On a motion by Robert
G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved the
Memorandum of Understanding between Central Pennsylvania Transportation Authority
(CPTA) and Franklin County for CPTA to serve as subcontractor for MATP Grant
Agreement and Assurance of Compliance dated September 3, 2015 for services through
contract date of June 30, 2016.
The Board reviewed Commissioners/Election matters. On a motion by Robert G.
Ziobrowski; seconded by Robert L. Thomas; unanimously approved the agreement
between the County of Franklin and Beidel Printing House, Inc. for printing of ballots for
the upcoming Presidential Primary on April 26, 2016 at a cost of$29,330.25. The
Commissioners awarded this bid to Beidel Printing on March 3, 2016.

The Board reviewed Department of Emergency Services matters. On a motion
by Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved for the
Vice Chairman of the Board to execute the agreement between the County of Franklin
and United Telephone Company of PA/CenturyLink to provide fiber-optic cable; diversity
— redundant service routing of phone/fax lines into Building 426 at a total cost of
$26,160.00 for the period of March 24, 2016 through March 24, 2018.
The Board reviewed Human Services Administration matters. On a motion by
Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved for the
Vice Chairman of the Board to execute the Contract between the County of Franklin and
Rhodes Grove to rent the facility for Human Services Training Days on October 11-12,
2016. Rhodes Grove will provide room setup, presentation equipment, 2 breakfasts, 2
lunches and 4 snacks for up to 200 people, for a total cost of$9,600.00. All expenses
are paid by the Human Services Block Grant.
The Board reviewed Property Management matters. On a motion by Robert G.
Ziobrowski; seconded by Robert L. Thomas; unanimously approved the quote from GRC
General Contractor, Inc. for removal of the concrete barn floor on Franklin Farm Lane at
a cost of$5,400.00. Three quotes were requested and two responded. This was the
lowest Quote received.
In accordance with PA Acts 14, 67, 68 and 127 notifications, William A. Brindle
Associates, Inc. notified the County of a Pennsylvania Department of Environmental
Protection NPDES Permit application being applied by Arlin D. & Kara D. Wadel for land
development of a chicken house located in Southampton Township.
Mary Beth Shank, County Solicitor, explained the agreement with the Franklin
County Library System is to allow it to utilize the property formerly occupied by the
business known as Lighten-Up Chambersburg for storage while it is completing
renovations. She said no rent will be charged however the System will be charged for
utilities. On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas;
unanimously approved the Agreement, Release and Indemnification between the County
of Franklin and Franklin County Library System to utilize a portion of the Lighten-Up
Property at 34-36-38 North Main Street, Chambersburg, for storage purposes only. The
Library will pay the Chambersburg Borough Utility costs associated with the property for
any month it utilizes the property for storage. The Library System will notify the County
with a 5 day advance notice of the time and date that the Library storage will terminate.
Loretta McClure, Risk Manager, was present for Ms. McClure to receive a Letter
of Recognition from the Board. John Hart, County Administrator, explained that this is
our first Labor and Industry audit in twelve years since becoming self-funded. He
explained it was a massive undertaking and very intense. Ms. McClure explained that
that they were looking at the County's accident and illness safety program so there were
thirty to forty procedures that are mandatory and have to be in place. She said they
asked for information for the past ten years and looked at the last five years of
information. On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas;
unanimously approved a Letter of Recognition for Ms. McClure's diligence and
conscientious efforts to enforce safety regulations and for the "no deficiencies" and
"adequate" assessment of the Pennsylvania Department of Labor and Industry audit
that took place in February 2016.
