The Franklin County Commissioners met Thursday, April 7, 2016, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment
of Silence, and the Pledge of Allegiance, proceeded with the business of the day.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved to adopt the agenda.
There was no public comment.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved all bills presented and ordered paid.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved the minutes of the March 29, 2016 and March 31, 2016
meetings.
The Board reviewed Commissioners Office matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the letter of
agreement between the County of Franklin and APEX Valuation Services to provide
appraisal services on a vacant lot located in the Downtown Chambersburg Business
District, at a cost of$1,800.00.
The Board reviewed additional Commissioners Office matters. On a motion by
Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the
agreement between the County of Franklin and Jim Griffith Ph.D. to provide collection
and analysis of Jail treatment data from April 1, 2016 through August 31, 2016, with a
maximum encumbrance of$8,000.00.
The Board reviewed Commissioners/Elections matters. On a motion by Robert
L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the amendment
to the original agreement (dated March 24, 2016) between the County of Franklin and
Beidel Printing House, Inc. to add a second side to the original one-sided ballot to
accommodate two Constitutional Amendment questions. This amendment will increase
the cost of the original agreement from $29,330.25 to $40,494.00.
The Board reviewed Emergency Services matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the letter to
Pennsylvania Emergency Management Agency to appoint Jacob M. Crider as the Acting
Franklin County Emergency Management Coordinator.
The Board reviewed Emergency Services matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Temporary
Space License Agreement between the County of Franklin and the American National
Red Cross for use of the multi-purpose training room and office space (when available)
and storage space at the Department of Emergency Services, located at 390 New York
Avenue, for the period of August 1, 2015 through October 31, 2016.
The Board reviewed Fiscal matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the Letter of Engagement
from Zelenkofske Axelrod, LLC for independent audit services for the year ended
December 31, 2015 to include an audit of the County's GASB 34 financial statements
and the County's Single Audit, required for all programs receiving federal and pass-
through funds, at a cost of$100,840.00.

The Board reviewed Grants matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the Grant Application to
Pennsylvania Commission on Crime and Delinquency (PCCD) in the amount of
$1,725.00 for the period of July 1, 2016 through December 31, 2016 for updates to the
existing Sex Offender Registration and Notification Act (SORNA) system at the Franklin
County Jail and Courthouse.
The Board reviewed Grants/Adult Probation matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Grant
Application to Pennsylvania Commission on Crime and Delinquency (PCCD) for FY16-
17 Intermediate Punishment and Drug and Alcohol Restrictive Intermediate Punishment
programs in the amount of$599,582.00 for the period of July 1, 2016 through June 30,
2018. Funds will provide supervision, treatment and supplies for program participants
including but not limited to: electronic monitoring/house arrest, drug testing, community
service, intensive supervision, fines program, work release program and the Drug &
Alcohol Restrictive Intermediate Punishment Program.
The Board reviewed Information Technology matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the addendum to
the original agreement (dated March 29,2012) between the County of Franklin and BIG
Wireless for wireless network links used to connect to the Franklin County Jail at a cost
of$7,400.00. This addendum will extend the original agreement by one quarter by
which that time the CentruryLink fiber connection should be active and will replace this
service.
The Board reviewed additional Information Technology matters. On a motion by
Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the
renewal quote from PCMall.gov to renew antivirus protection for County computers and
servers to protect from viruses, malware and periodic scanning and encryption options
for a period of three years, at a cost of$18,725.00.
The Board reviewed Planning matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the quote from Martin and
Martin, Incorporated to provide general planning consulting services to the Planning
Department in its efforts to support the Agricultural Land Preservation Board, Planning
Commission and the Board of Commissioners for calendar year 2016, at a cost not to
exceed $5,000.00.
In accordance with PA Acts 14, 67, 68 and 127 notifications, GD&F Engineers
notified the County of a Pennsylvania Department of Environmental Protection General
Permit-11 application being applied for by the Bear Valley Franklin County Joint
Authority for the replacement of existing 24" drainage pipe with two 18" pipes off of
Brooklyn Road, located in Peters Township.
In accordance with PA Acts 14, 67, 68 and 127 notifications, Dennis E. Black
Engineering Inc. notified the County of a Pennsylvania Department of Environmental
Protection General GP-5 Permit application being applied for by Waynesboro Borough
Authority for relocation of a water main on the south side of Route 16 over the West
Branch of Antietam Creek, located in the Borough of Waynesboro and Washington
Township.
In accordance with PA Acts 14, 67, 68 and 127 notifications, GHD notified the
County of a Pennsylvania Department of Environmental Protection WQM Permit
amendment application being applied for by Washington Township Municipal Authority
for replacement screening facilities at the wastewater treatment plant, located in
Washington Township.

In accordance with PA Acts 14, 67, 68 and 127 notifications, R. Lee Royer&
Associates notified the County of a Pennsylvania Department of Environmental
Protection General Permit being applied for by Mohn Lumber to build a permanent road
across an unnamed tributary of Biesecker Run providing access for lumbering the site,
located in Quincy Township.
The Board met with the Human Resources Director, the Controller, Drug &
Alcohol Director, the Warden, and Director of Emergency Services for Salary Board
matters.
During Salary Board, Chairman Keller informed April Brown that the Board has
great confidence in the work that she is doing since she has started as Director of Drug
&Alcohol. Chairman Keller also informed John Thierwechter that the Board appreciates
the work that he has done since he started as Director of Emergency Services.
Commissioner Ziobrowski wanted to mention the work that Mr. Thierwechter did in
getting compensation from the Federal Government for the January snow storm for
municipalities.
The Board reviewed Personnel matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the revised job description
for the Chief Correctional Supervisor (Major) position.
The Board reviewed information regarding the Franklin County Library Week.
Bernice Crouse, Executive Director of Franklin County Library System, was present to
receive the proclamation and to provide the Board with an annual library report for 2015
and an update on the Coyle Free Library project. She thanked the Board for their
financial support and the use of space while the Coyle Free Library is being renovated.
Ms. Crouse also mentioned that there will be events all next week to honor Library
Week. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved to sign Franklin County Proclamation #2016-04 proclaiming the
week of April 10-16, 2016 as Franklin County Library Week and that the attached
proclamation be made a part of these minutes.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved to enter an executive session at 10:25 a.m. this date for the
purpose to review Potential Litigation matters. The Board reconvened into regular
session at 10:56 a.m. No action was required after executive session.
The meeting was adjourned at 10:57 a.m. with a motion by Robert L. Thomas;
seconded by Robert G. Ziobrowski.

formation of new ideas and concepts that can better our world.
Relevancy-It is of the utmost importance that libraries and services that are
available to the community remain relevant to those we serve,with a readiness

key ingredient to an innovative learning culture.

WHEREAS, there are a multitude of reasons to celebrate Public Library Week. We
celebrate in recognition and support of the community services provided by libraries;
NOW,THEREFORE, be it resolved that we, the Commissioners of Franklin County,
proclaim Franklin County Public Library Week, April 10 - 16, 2016. All residents are
encouraged to visit your local library this week to take advantage of the innovative
learning opportunities available;
