The Franklin County Commissioners met Tuesday, April 12, 2016, with the
following members present: David S. Keller and Robert G. Ziobrowski. Chairman Keller
presided and after calling the meeting to order, a Moment of Silence, and the Pledge of
Allegiance, proceeded with the business of the day.
On a motion by Robert G. Ziobrowski; seconded by David S. Keller; unanimously
approved to adopt the agenda. Mary Beth Shank, County Solicitor, asked to amend the
agenda to include a Business Associate Agreement with Eckert Seamans Cherin &
Mellott, LLC. On a motion by Robert G. Ziobrowski; seconded by David S. Keller;
unanimously approved to adopt the amended agenda and to include the agreement.
There was no public comment.
The minutes of the April 5, 2016 and April 7, 2016 meetings were reviewed.
These will be approved Thursday, April 14, 2016.
The Board reviewed Agreements, Contracts and Reports. The items will be
approved Thursday, April 14, 2016.
The Board Reviewed Commissioners Office matters. On a motion by Robert G.
Ziobrowski; seconded by David S. Keller; unanimously approved the Business Associate
Agreement between the County of Franklin and Eckert Seamans Cherin & Mellott, LLC
for the use and disclosure of health information that is protected by federal law as
defined as Protected Health Information.
The Board reviewed Personnel matters. On a motion by Robert G. Ziobrowski;
seconded by David S. Keller; unanimously approved the Correctional Investigator
Supervisor (Captain) position description for the Jail.
The Board reviewed a proclamation for National Public Safety
Telecom municators week. John Thierwechter, Director of Emergency Services; Jacob
Crider, Emergency Services Assistant Director; Michael Lewis, E911 Trainer; Jason
Miller, Lead Telecom municator; and Kevin Landis, Telecommunicator Trainee, were
present to receive the proclamation. On a motion by Robert G. Ziobrowski; seconded by
David S. Keller; unanimously approved Proclamation #2016 - 05 for the purpose of
proclaiming the week of April 10-16, 2016 as National Public Safety Telecom municators
Week and that the attached proclamation be made a part of these minutes. The Board
thanked them for their service.
Mary Beth Shank, County Solicitor, requested the Board go into an Executive
Session to discuss Pending Litigation with William and Maxine Gindlesperger v. Franklin
County Board of Assessment and Revision of Taxes #2015-3555. On a motion by
Robert G. Ziobrowski; seconded by David S. Keller; unanimously approved to enter into
an executive session at 9:47 a.m. Ms. Shank informed the Board that there will be
action required after the executive session. The Board reconvened into regular session
at 10:05 a.m. Ms. Shank recommended the board take action on the property located at
165 Highland Lane North, Chambersburg to adjust the assessment from $123,050 to
$95,630. On a motion by Robert G. Ziobrowski; seconded by David S. Keller;
unanimously approved to authorize Mary Beth Shank to enter into an agreement with
William and Maxine Gindlesperger, Chambersburg School District and Borough of
Chambersburg.

seconded by David S. Keller.

Proclamation#2016-05
National Public Safety Telecommunicators Week
April 10-16,2016
Whereas:emergencies can occur at anytime that require police,fire or emergency
medical services;
And Whereas:when an emergency occurs the prompt response of police officers,
firefighters and emergency medical services is critical to the protection of life and
preservation of property;
And Whereas:the safety of our police officers,firefighters and emergency medical
services is dependent upon the quality and accuracy of information obtained from citizens
who telephone the Franklin County Department of Emergency Services communications
center;
And Whereas:Public Safety Telecommunicators are the first and most critical contact our
citizens have with emergency services;
And Whereas:Public Safety Telecommunicators are the single vital link for our police
officers and firefighters by monitoring their activities by radio,providing them
information and insuring their safety;
And Whereas:Public Safety Telecommunicators of the Franklin County Department of
Emergency Services have contributed substantially to the apprehension of criminals,
suppression of fires and treatment of patients;
And Whereas:each dispatcher has exhibited compassion,understanding and
professionalism during the performance of their job in the past year;
Therefore,Be It Resolved that the Board of Commissioners of Franklin County,
Pennsylvania declares the week of April 10 through 16,2016 to be National Public
Safety Telecommunicators Week in Franklin County,in honor of the men and women
whose diligence and professionalism keep our county and citizens safe.
