The Franklin County Commissioners met Tuesday, May 3, 2016, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment
of Silence, and the Pledge of Allegiance, proceeded with the business of the day.
On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas;
unanimously approved to adopt the agenda.
There was no public comment.
The minutes of the April 28, 2016 meeting were reviewed. These will be
approved Thursday, May 5, 2016.
The Board reviewed Agreements, Contracts and Reports. Commissioner
Thomas commented that he is thrilled to see a grant application from the PA
Commission on Crime and Delinquency to allow the beginning stages of a treatment
court in Franklin County. This is a significant move that has happened in our court
system since he has been here. He applauds Judge Van Horn and the District Attorney
for being on board with this. The items will be approved Thursday, May 5, 2016.
John Hart, County Administrator, explained that Chairman Keller received an
email concerning a revision to the grant for Operation Save-A-Vet/Save-A-Pet program.
The contract stated 18 months but it's a 19 month contract. The PA Department of
Military and Veterans Affairs requested the County replace two pages of the original
contract. He said no action is required with this request.
The Board reviewed information regarding Motorcycle Safety Awareness Month.
On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously
approved to sign Franklin County Proclamation #2016-09 proclaiming the month of May
2016 as Motorcycle Safety Awareness Month and that the attached proclamation be
made a part of these minutes. The Board presented the proclamation on the square of
Chambersburg to members of the Keystone Chapter ABATE of PA.
Donna Sherer, West Nile Virus Surveillance and Control Program Coordinator,
was present to provide a presentation on the West Nile Virus Surveillance and Control
Program and an update on the Zika Virus. Ms. Sherer explained the West Nile
Surveillance Program and the different mosquito species and their life cycles. She
explained that mosquitos are the most deadly animal and are a problem worldwide. She
said only females bite and they need the bloodmeal to produce eggs. Ms. Sherer said
West Nile came to Pennsylvania in 2000 and was primarily a disease of birds.
Approximately 80% of people have no effects of the West Nile Virus but 20% are the
ones that we need to worry about due to having a compromised immune system. She
explained the best way to control mosquitos is to clean up around the home and don't let
items that hold water lying around. She also recommended consumers protecting
themselves by using an EPA registered mosquito repellant and treat clothing and gear
with Permethrin. Ms. Sherer explained how they dip for larvae, trap adults and provide
larval control and adult mosquito control for the surveillance program in Franklin County.
Ms. Sherer informed the Board about the Zika Virus and how it is transmitted by two
mosquitos. Only the one mosquito Aedes Albopictus is in Franklin County but Penn
State Extension knows where they are active and where to treat for them. There needs
to be more education and everyone needs to wear mosquito repellent. She explained
that there are still questions about the Zika virus causing birth defects since there is not
a 100% accurate study. For now, the best things a consumer can do is to use mosquito
repellent, be careful where vacationing, and they need to talk to their doctor. Nina

Redding, Penn State Extension District Extension Director, explained the administrative
side of the West Nile program and how they received $59,300.00 from the Department
of Environmental Protection Agency this year. Ms. Redding informed the Board that the
Master Gardeners in Franklin County were recognized for having the most volunteer
hours in the state. Out of the sixty-two counties, Franklin County has the top performing
master gardener program with 151 hours per master gardener volunteer compared to
second highest at 62 hours per volunteer. She said our program has exceeded the
expectation. Ms. Redding wanted to publicly thank Donna and her program for this
achievement. The Commissioners thanked Ms. Sherer for her informative presentation.
Chairman Keller thanked Commissioner Thomas for his service on the Extension Board
and for arranging this presentation.
The Board recessed and will reconvene at 2:00 PM for an Election Board
meeting.
