HomeMy WebLinkAbout2016-05-05 Commissioner Minutes THURSDAY, MAY 5, 2016 The Franklin County Commissioners met Thursday, May 5, 2016, with the following members present: David S. Keller, Robert L. Thomas and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance, proceeded with the business of the day. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved to adopt the agenda. There was no public comment. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved all bills presented and ordered paid. On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously approved the minutes of the April 28, 2016 meeting. The Board reviewed Aging Office matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the food and beverage license to Pennsylvania Department of Agriculture for the Path Valley and Tuscarora Senior Centers, at a cost of$82.00 each. It is a state regulation to have a food and beverage license renewed annually. There is no increase from last year and is funded by the Pennsylvania Department of Aging Block Grant. The Board reviewed additional Aging Office matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the rental agreement between the County of Franklin and Guilford Township Supervisors for the use of the Guilford Township Community Center at Norlo Park for the Franklin County Area on Aging's Senior Center Picnic being held on May 27, 2016, at a cost of$300.00. Rental fee will be covered by a Pennsylvania Department of Aging Grant. The Board reviewed Commissioners Office matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the quote from William Bowen, to provide appraisal services on a Commercial lot located in Downtown Chambersburg, at a cost of$2,800.00. The Board reviewed Emergency Services matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the contract between the County of Franklin and Essential Management Services, LLC. to provide assistance with yearly review and updates for submittal of annual/triennial plans and funding requests to PEMA for 9-1-1 Wireline/Wireless/VOIP funds as required by Act 12. This agreement will ensure proper compliance, as well as provide assistance with audits, reconciliations and appeals. Contract term is May 30, 2016 through May 29, 2017 at a cost of$16,200.00. Costs are eligible to be covered by Act 12 (911 Subscriber and Consumer fees). Continued on page 2 The Board reviewed additional Emergency Services matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Report to Pennsylvania Emergency Management Agency for the annual assessment of the county chemical safety program. It also provides the data needed to create the required annual report to the General Assembly; this is compared with other Hazmat related grants regarding justification for requested projects, establishing reported needs and impacts. The Board reviewed additional Emergency Services matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the extended warranty with Wright Line c/o Eaton Corp. for 911 workstations at a cost of$5,572.00 for the period of May 1, 2016 through April 30, 2019. Warranty includes parts and labor. Costs are 911 eligible. The Board reviewed Grants matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Grant Application to Pennsylvania Commission on Crime and Delinquency in the amount of$100,000.00 for a Franklin County Treatment Court. This court will supervise the treatment and rehabilitation of carefully screened and selected defendants as a jail alternative. Defendants are provided counseling, treatment, educational assistance, and health care support and, in some cases, a reduction in supervised probation length. Grant period is July 1, 2016 through June 30, 2017, the first six months of the grant planning and training before piloting the program. The Board reviewed Information Technology matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the proposal from Candoris for an annual bulk order to replace 46 desktop and 23 laptop computers throughout the county at a cost of$69,499.33, working with Candoris and Dell has allowed for a 40% cost savings. Company is on State contract pricing. The Board reviewed Jail matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the quote from Singer Equipment Company for the purchase of nine food carts to replace non-repairable carts, for a one-time cost of$45,188.00. Quotes were requested, three quotes were received; this was the lowest qualified quote. Company is on State contract pricing. The Board reviewed Register and Recorder matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the contract between the County of Franklin and Info Quick Solutions, Inc. (IQR) to re-index deed and miscellaneous records from 1923 through 1933, approximately 19,400 documents, to add to the Recorder's current records management database, at a cost of$32,010.00 for the period of May 5, 2016 through May 5, 2017. Costs will be covered by the Recorder's Improvement Fund. The Board met with the Human Resources Director, the Chief Deputy Controller, the Veterans Affairs Director and Chief Juvenile Probation Officer for Salary Board matters. The Board reviewed Personnel matters. On a motion by Robert L. Thomas, seconded by Robert G.
