The Franklin County Commissioners met Tuesday, May 10, 2016, with the following
members present: David S. Keller and Robert L. Thomas. Chairman Keller presided and after
calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance, proceeded with
the business of the day.
On a motion by Robert L. Thomas; seconded by David S. Keller; unanimously approved
to adopt the agenda.
There was no public comment.
The minutes of the May 3, 2016 and May 5, 2016 meetings were reviewed. These will
be approved Thursday, May 12, 2016.
The Board reviewed Agreements, Contracts and Reports. Commissioner Thomas asked
for more information on board action item #3 to purchase equipment from CenturyLink. Noll
Wilt, ITS Director, explained the equipment and the network at Emergency Services needs to be
replaced to improve technology since the equipment is 10 years old and past its useful life and
the ability of the vendor to support it. The items will be approved Thursday, May 12, 2016.
The Board reviewed Children &Youth matters. On a motion by Robert L. Thomas;
seconded by David S. Keller; unanimously approved the quote from Apple Chevrolet to
purchase a 2016 Chevrolet Impala at a cost of$18,074.00 to replace a 2003 vehicle that has
become unreliable. Cost of the vehicle is shared between State and County funds with the
County paying $3,958.00. Office of Children, Youth and Families approved the purchase in the
2015-2016 Needs Based Budget. Quotes were requested and this was the lowest qualified
quote. Company is on State contract pricing.
The Board reviewed additional Children &Youth matters. On a motion by Robert L.
Thomas; seconded by David S. Keller; unanimously approved the quote from Keystone Ford to
purchase a 2016 Ford Escape at a cost of$24,803.00 to replace a 2003 vehicle that has
become unreliable. Cost of the vehicle is shared between State and County funds with the
County paying $5,432.00. Office of Children, Youth and Families approved the purchase in the
2015-2016 Needs Based Budget. Quotes were requested. This was the lowest qualified quote.
Company is on State contract pricing.
The Board reviewed information regarding the National Correctional Officers and
Employees Week. Warden Bill Bechtold and several representatives of the Jail were present to
receive the proclamation. Warden Bechtold thanked the Board for their support. He explained
how Jail staff has improved programs for inmates with training and opportunities for them to
improve their lives. Commissioner Thomas said how things have changed and how it takes all
jail employees to make it a go. He applauds them in the role that each of them play. The
Commissioners thanked everyone for attending. On a motion by Robert L. Thomas; seconded
by David S. Keller; unanimously approved to sign Franklin County Proclamation #2016-10
proclaiming the week of May 8, 2016 as Correctional Officers and Employees Week and that
the attached proclamation be made a part of these minutes.
On a motion by Robert L. Thomas; seconded by David S. Keller; unanimously approved
to enter an executive session at 9:58 a.m. this date for the purpose to review Real Estate
matters. Mr. Hart said there will be no action required after the executive session. The Board
reconvened into regular session at 10:55 a.m.
