The Franklin County Commissioners met Thursday, May 26, 2016, with the following
members present: David S. Keller, Robert L. Thomas and Robert G. Ziobrowski. Chairman
Keller presided and after calling the meeting to order, a Moment of Silence, and the Pledge of
Allegiance, proceeded with the business of the day.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously
approved to adopt an amended agenda. John Hart, County Administrator, asked to include two
additional items for approval today. He said the Board met with Phil Tarquino, Planning
Director, on Tuesday to amend the Solid Waste Plan to include Clinton County to accept
Franklin County's municipal waste and staff did not realize an agreement and resolution needed
to be approved. He said the first item is an agreement with Clinton County and the second item
is the resolution to include Clinton County and amend the solid waste plan.
There was no public comment.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously
approved all bills presented and ordered paid.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously
approved the minutes of the May 17, 2016 and May 19, 2016 meetings.
The Board reviewed Children & Youth matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the Data Sharing Agreement
between Franklin County Children &Youth Services and PA Department of Human Services
(DHS) Child Welfare Information Solution (CWIS) to provide electronic data exchange with sixty
seven children and youth agencies using seven diverse county systems. DHS uses the data
collected from the county systems for state level data sharing and program coordination for child
welfare services. This agreement is for the period of December 27, 2015 through December 27,
2016.
The Board reviewed Commissioners Office matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the quote from Digital Sunrise to
provide a sound system as well as a projector for the southwest meeting room in the
Administration Annex building on Second Street, Chambersburg, at a cost of$12,617.00. This
purchase will improve communication and production in meetings held at the Annex for both
public and the County.
The Board reviewed Human Services matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the agreement between the County
of Franklin and PA Department of Agriculture for the County to administer The Emergency Food
Assistance Program through the lead agency which is the South Central Community Action
Program for the period of September 30, 2016 through September 30, 2021. Reimbursement
will be based on a fixed rate per pound.
The Board reviewed additional Human Services matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Supplemental
Appropriation in the amount of$18,654.00 to record the fourth shift in funding for FY 2015-2016
within the Human Services Block Grant. This appropriation shifts funding from the Human
Services Development Fund to Mental Health. This additional funding will help fund an
emergency generator for the Specialized Community Residence which is operated by Keystone
Service System. This is an 8 bed residential program that supports individuals with co-occurring
mental health and medical needs.

The Board reviewed Jail matters. On a motion by Robert L. Thomas, seconded by
Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the
contract between the County of Franklin and Jennifer L. Feicht Consulting, Inc. to perform a
PREA audit for the Franklin County Jail at a one-time cost of$3,750.00. This audit is required
by Federal Law to be completed every three years including a comprehensive audit, pre-audit,
onsite audit, and post audit, and if needed a corrective action plan.
The Board reviewed additional Jail matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to
execute the contract between the County of Franklin and Keefe Group, LLC. to provide
commissary services at the Franklin County Jail for the period of May 28, 2016 through May 28,
2021. Keefe will supply an accounting program to monitor flow of funds, and reports will be
available. The contract also includes kiosks, cash machine and pick up deposits.
The Board reviewed Juvenile Probation matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the agreement between the County
of Franklin and Tuscarora School District for the School-Based Probation Program. The school
district agrees to provide $8,771.46 for services during the 2016-2017 school year. Franklin
County will carry liability insurance for its employees and the program. The term of the
agreement is August 18, 2016 through June 1, 2017.
The Board reviewed Planning matters. On a motion by Robert L. Thomas, seconded by
Robert G. Ziobrowski; unanimously approved the contract between the County of Franklin and
Clinton County for the County to agree to include the Clinton County operator's landfill in its
Solid Waste Plan as a designated disposal facility for municipal waste generated in the County.
The Board reviewed additional Planning matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the Resolution #2016-07 to amend
the revised Franklin County Solid Waste Management Plan to include the proposal from Clinton
County for disposal capacity.
The Board reviewed Risk Management matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to
execute the agreement between the County of Franklin and NAC Divisions/Affiliated Monitoring,
LLC to monitor the fire alarm system due to a new communication board that was added to the
Admin. Annex fire alarm system at a cost of$357.00 for the period of May 12, 2016 through
May 12, 2017. NAC will monitor the fire alarm system, monitoring for fire, trouble, and
supervisory alarms, and lines will be tested daily.
In accordance with PA Acts 14, 67, 68 and 127 notifications, William A. Brindle
Associates, Inc. notified the County of a Pennsylvania Department of Environmental Protection
water supply construction permit application being applied by Quincy Township for construction
of a raw water line for Well 7 of the Quincy Township Water System located in Quincy
Township.
In accordance with PA Acts 14, 67, 68 and 127 notifications, William A. Brindle
Associates, Inc. notified the County of a Pennsylvania Department of Environmental Protection
water supply construction permit application being applied by Quincy Township to connect the
existing water system with the Penn State campus water system which the township owns and
operates.
In accordance with PA Acts 14, 67, 68 and 127 notifications, Martin and Martin, Inc.
notified the County of a Pennsylvania Department of Environmental Protection NPDES and
water quality management permit application being applied by Nitterhouse Concrete Products
for a proposed industrial wastewater treatment facility to process wastewater from existing
operations on site located in Guilford Township.

In accordance with PA Acts 14, 67, 68 and 127 notifications, Grove-Bowersox Funeral
Home, Inc. notified the County of a Pennsylvania Department of Environmental Protection state-
only operating permit renewal application being applied to comply with the PA Air Pollution Act
located in Waynesboro, PA.
In accordance with PA Acts 14, 67, 68 and 127 notifications, C.S. Davidson, Inc. notified
the County of a Pennsylvania Department of Environmental Protection General Permit#5—
Utility Line Stream Crossing being applied by Columbia Gas of PA for installing approximately
1400 linear feet of gas line along Willowbrook Drive in Guilford and Quincy Townships.
The Board reviewed appointments to the Metropolitan Planning Organization. On a
motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the
appointments of Carrie Gray and Joel Savilonis for a term to expire on December 31, 2018.
The Board met with the Human Resources Director, Court Administrator, the Drug and
Alcohol Director and the Controller for Salary Board matters.
The Board reviewed Personnel matters. On a motion by Robert L. Thomas, seconded
by Robert G. Ziobrowski; unanimously approved the revised job description for the
Administrative Staff Supervisor position in the Adult Probation Department.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously
approved to enter an executive session at 10:05 a.m. this date for the purpose to review the Tax
Assessment Appeal of South Gate. The Board reconvened into regular session at 10:21 a.m.
Jerrold Sulcove, Esquire, representing the County on this matter, recommended
approval to settle the Assessment Appeal with Franklin Southgate Company, LLC Docket
#2011-5292 and 2011-5293. On a motion by Robert L. Thomas, seconded by Robert G.
Ziobrowski; unanimously approved to authorize Mr. Sulcove to enter into an agreement with
Franklin Southgate Company, LLC, Chambersburg School District and Borough of
Chambersburg. This agreement is to adjust the assessment from $768,710 to $650,000 or an
implied market value of$4.88 million effective January 2, 2012 through January 1, 2016 and
shall continue unless improvements or renovations are made to the property.
The meeting was adjourned at 10:24 a.m. with a motion by Robert L. Thomas; seconded
by Robert G. Ziobrowski.
