The Franklin County Commissioners met Thursday, June 16, 2016, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment
of Silence, and the Pledge of Allegiance, proceeded with the business of the day.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved to adopt the agenda.
There was no public comment.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved all bills presented and ordered paid.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved the minutes of the June 7, 2016 and June 9, 2016 meetings.
The Board reviewed Commissioners' Office matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the agreement
between the County of Franklin and Dex Media for yellow page listings in the August
2016 phone book for Aging, Drug and Alcohol and MH/ID/EI for the period of August 1,
2016 through September 30, 2017 at a cost of$105.50 per month, paid by each
department. This is a decrease of$182.50 per month from last year.
The Board reviewed Fiscal matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the agreement between the
County of Franklin and 41-1 Management, LLC. to provide fiscal and management
services to support the operations of County Human Service Programs for cost
settlement and other projects as needed; at a cost of$57,350.00, with an estimated
county cost of$3,500.00, for the period of July 1, 2016 through June 30, 2017.
The Board reviewed Grants/CJAB matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the agreement between the
County of Franklin and South Central Community Action Program, Inc. (SCCAP) to
provide coordination for the County's newly formed Reentry Coalition including: meeting
logistics, website/email updates, marketing, fiscal management, strategic plan oversight,
and the hiring of a Coalition Coordinator; in the amount of$40,000.00 for the period of
July 1, 2016 through June 30, 2018.
The Board reviewed Grants/Human Service matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Grant
Application to the Pennsylvania Department of Community and Economic Development
for the Emergency Solutions Grants (ESG) in the amount of$526,225.00, to support two
homeless shelter providers (South Central Community Action Program and the
Waynesboro New Hope Shelter). These shelters provide essential services to homeless
individuals and families in Franklin County. Grant funds will cover shelter operating
costs as well as case management, financial assistance, homelessness prevention and
rental assistance for a term of eighteen months (anticipated January 2017 through June
2018).

The Board reviewed Purchasing matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the
Board to execute the agreement between the County of Franklin and eLynxx Solutions
to provide cloud-based software for strengthening and coordinating custom print supply
chains, including direct mail, publications, books, brochures, signage, business cards,
letterhead, envelopes and forms, at a cost of$3,735.00 for the period of July 1, 2016
through June 30, 2017.
The Board reviewed Purchasing matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the agreement between the
County of Franklin and the Pennsylvania Department of Transportation to utilize 2 EZ
Pass transponders at a cost of$76.00 plus tolls for the period of June 15, 2016 through
June 15, 2017. Utilization of the transponders will result in a 25% decrease in tolls paid
on the Turnpike and other toll roads.
In accordance with PA Acts 14, 67, 68 and 127 notifications Dennis E. Black
Engineering, Inc. notified the County of a Pennsylvania Department of Environmental
Protection NPDES Permit application being applied by AFCO, LLC. for a proposed
20,000 S.F. Commercial Storage Building in the Cumberland Valley Business Park,
located in Greene and Letterkenny Townships.
In accordance with PA Acts 14, 67, 68 and 127 notifications, Dennis E. Black
Engineering, Inc. notified the County of a Pennsylvania Department of Environmental
Protection NPDES Permit application being applied by Salt Creek Partners for three,
three story apartment buildings for a total of thirty-six two-bedroom apartments, located
in the Borough of Chambersburg.
In accordance with PA Acts 14, 67, 68 and 127 notifications, William A. Brindle
Associates notified the County of a Pennsylvania Department of Environmental
Protection NPDES Permit application being applied by Marvin J. Eby for a chicken
house, located in Peters Township.
Teresa Beckner, Fiscal Director, met with the Board to review the 2016 expense
and revenue budget performance through April, 2016. She advised that most
departments are under budget except for a few where most variances relate to one-time
or large expenses at the beginning of the year and normally work themselves out as the
year progresses. She said staff will continue to monitor them. Ms. Beckner said that
one large variance is the result of the county's upfront contribution for employees' Health
Spending Accounts at the beginning of the year. She said general fund expenses are at
29.9% of budgeted expenses compared to 32% in April of 2015. Ms. Beckner said
revenues are 32.4% collected of general fund revenue budget compared to 32.9% in
April of 2015. She explained we are slightly ahead which is mainly due to property tax
collections. Collections for April were $15.7 million or 39.8%. This compares to 40.4%
collected in April of 2015 and a five-year average of 41.5%. She said while it seems
these percentages would indicate that we are below the five year average through April,
when you look at May, the picture changes. We collected an additional $19 Million in
May (bringing collections to $34,763,000 or 88% of billings). That exceeds last year at
86.2% and the five year average of 85.3%. She said more taxpayers are taking
advantage of the discount period.

seconded by Robert G. Ziobrowski.
