The Franklin County Commissioners met Thursday, June 23, 2016, with the
following members present: David S. Keller and Robert L. Thomas. Chairman Keller
presided and after calling the meeting to order, a Moment of Silence, and the Pledge of
Allegiance, proceeded with the business of the day.
On a motion by Robert L. Thomas, seconded by David S. Keller; unanimously
approved to adopt the agenda.
There was no public comment.
On a motion by Robert L. Thomas, seconded by David S. Keller; unanimously
approved all bills presented and ordered paid.
On a motion by Robert L. Thomas, seconded by David S. Keller; unanimously
approved the minutes of the June 23, 2016 and June 25, 2016 meetings.
The Board reviewed Aging matters. On a motion by Robert L. Thomas,
seconded by David S. Keller; unanimously approved the food and beverage license to
Pennsylvania Department of Agriculture for the Waynesboro Senior Center, at a cost of
$82.00. It is a state regulation to have a food and beverage license renewed annually.
There is no increase from last year. Funded by the Pennsylvania Department of Aging
Block Grant.
The Board reviewed additional Aging matters. On a motion by Robert L.
Thomas, seconded by David S. Keller; unanimously approved for the Chairman of the
Board to execute the amendment to the Title XIX Medicaid Grant Agreement (effective
January 1, 2012 through June 30, 2016) between the County of Franklin and the
Pennsylvania Department of Human Services and the Pennsylvania Department of
Aging to extend the grant period through June 30, 2017.
The Board reviewed Commissioners Office matters. On a motion by Robert L.
Thomas, seconded by David S. Keller; unanimously approved the Notice of Award to
Keystruct Construction, Inc. for the repair of Bridge 23. Notice of Intent to Award was
issued on June 2, 2016.
The Board reviewed Emergency Services matters. On a motion by Robert L.
Thomas, seconded by David S. Keller; unanimously approved the Supplemental
Appropriation in the amount of$15,000.00 for HazMat operations related to the 2016-
2017 Hazardous Materials Response Fund (HMRF) grant, including the purchase of
HazMat supplies. The county will be reimbursed by the South Central Task Force for
supplies purchased.
The Board reviewed Grants/CJAB matters. On a motion by Robert L. Thomas,
seconded by David S. Keller; unanimously approved the grant application to the
Pennsylvania Commission on Crime and Delinquency for a Justice Assistance Grant in
the amount of$150,000.00, for the period of January 1, 2017 through December 31,
2017. Funds will be used for an Intensive Reentry Case Management Program to
ensure a continuum of care and quality of life improvement through supportive services,
which would begin prior to release. Program preference will be given to female inmates
on the "no home plan" list.

The Board reviewed Human Resources matters. On a motion by Robert L.
Thomas, seconded by David S. Keller; unanimously approved for the Chairman of the
Board to execute the contract language modification to the original agreement between
the County of Franklin and Highmark Blue Shield to change the hard generic prescription
plan to a soft generic prescription plan for the remainder of 2016, at no additional cost to
the county.
The Board reviewed Property Management matters. On a motion by Robert L.
Thomas, seconded by David S. Keller; unanimously approved the quote from Custom
Cleaning Service Company, Inc. for the stripping and waxing of the floors and steam
carpet cleaning at the Administration Annex, Courthouse, Courthouse Annex,
Emergency Services and Greencastle Senior Center for a one-time cost of$5,255.00.
Quotes were requested, two quotes were received, and this was the lowest qualified
quote.
In accordance with PA Acts 14, 67, 68 and 127 notifications R. Lee Royer &
Associates notified the County of a Pennsylvania Department of Environmental
Protection General NPDES Permit application being applied by Julia Miller Klein for a
residential structure, located in Washington Township.
In accordance with PA Acts 14, 67, 68 and 127 notifications Buchart Horn
notified the County of a Pennsylvania Department of Environmental Protection Water
Quality Management Permit application being applied by Guilford Township Authority to
construct a 10" diameter sanitary sewer interceptor, located in Guilford Township.
The meeting was adjourned at 9:49 a.m. with a motion by Robert L. Thomas;
seconded by David S. Keller.
