The Franklin County Commissioners met Thursday, June 30, 2016, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment
of Silence, and the Pledge of Allegiance, proceeded with the business of the day.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved to adopt the agenda.
Tom and Fern McCloud were present for public comment. Mr. McCloud informed
the Commissioners that 2016 is the anniversary of the motto "In God We Trust". He
provided a video from Representative Rick Saccone of Allegheny and Washington
Counties on the significance of the moto. Mr. McCloud provided more history of the
moto and three plaques to display in county buildings. He said that several local
municipalities and school districts are displaying the "In God We Trust" motto.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved all bills presented and ordered paid.
On a motion by Robert L. Thomas, seconded by David S. Keller; approved the
minutes of the June 21, 2016 and June 23, 2016 meetings. Commissioner Ziobrowski
abstained from voting.
The Board reviewed Grants/Human Services matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Assurance of
Compliance to the Pennsylvania Department of Human Services to comply with State
Fiscal Year 2016-17 Block Grant requirements and for Board approval of the draft
FY2016-17 Block Grant Plan.
The Board reviewed Human Resources matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the agreement
between the County and Elliott B. Sulcove, Esq. to provide legal representation for the
county at a cost of$150.00 per hour for the period June 8, 2016 through June 8, 2018.
Franklin County has established a grievance process (ADR) for county employees to
facilitate resolution of conflicts. The final step of the process is for a panel, comprised of
public sector Human Resource Professionals, to conduct a hearing and make a final
determination. Outside independent counsel is mandatory for this process.
The Board reviewed Juvenile Probation matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the agreement
between the County of Franklin and the Chambersburg Area School District for the
School-Based Probation Program. The school district agrees to provide $39,541.78 for
services during the 2016-2017 school year. Franklin County will carry liability insurance
for the employees and the program. The term of the agreement is August 18, 2016
through June 1, 2017.
The Board reviewed Risk Management matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the purchase
agreement between the County of Franklin and Cardia Science to replace four (4)
outdated AED units already in place and purchase three (3) new units for the Old Court
House, Hearing Complex and Ag. Heritage Center at a total cost of$10,365.00. This
company is on the Costars contract pricing list.

On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved to enter an executive session at 9:53 a.m. this date for the
purpose to review real estate transaction matters. The Board reconvened into regular
session at 10:38 a.m. There was no action required after the executive session.
The meeting was adjourned at 10:40 a.m. with a motion by Robert L. Thomas;
seconded by Robert G. Ziobrowski.
