The Franklin County Commissioners met Tuesday, June 28, 2016, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment
of Silence, and the Pledge of Allegiance, proceeded with the business of the day.
On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas;
unanimously approved to adopt the agenda.
There was no public comment.
The minutes of the June 21, 2016 and June 23, 2016 meetings were reviewed.
These will be approved Thursday, June 30, 2016.
The Board reviewed Agreements, Contracts and Reports. Commissioner
Thomas asked Warden Bechtold to explain the changes to the PrimeCare contract. The
Warden explained the contract will increase services in the mental health department at
the Jail to include 2 full time positions to provide programs for inmates with trauma and
more drug & alcohol services for work release inmates. He said PrimeCare will also
participate in re-entry for inmates with more serious mental illness issues. The Warden
said the services will increase for a lot of folks in the Jail. Commissioner Thomas
explained further board action item #7, with Cardia Science to replace AED units that are
12 years old and no longer supported for parts and services. He said it's important to
have the AED units in public buildings and have people who are trained to use them.
The following items were approved today while the remaining items will be approved
Thursday, June 30, 2016.
The Board reviewed Jail matters. On a motion by Robert G. Ziobrowski;
seconded by Robert L. Thomas; unanimously approved for the Chairman of the Board to
execute the service agreement between the County of Franklin and NRG Building
Services, Inc. to provide maintenance of the Schneider Electric DDC Control System
that controls the heating, ventilation and air conditioning equipment at a total cost of
$31,960.00 for the period of July 1, 2016 through July 1, 2020.
The Board reviewed additional Jail matters. On a motion by Robert G.
Ziobrowski; seconded by Robert L. Thomas; unanimously approved the addendum to
the original agreement between the County of Franklin and PrimeCare Medical, Inc. at a
cost of$136,492.72 per month for the period of January 1, 2016 through December 31,
2017. This amendment will increase the average daily population to a fixed 430 inmates
and will increase PrimeCare staff to provide additional services in the areas of Drug and
Alcohol, Mental Health, and reentry.
The Board reviewed additional Jail matters. On a motion by Robert G.
Ziobrowski; seconded by Robert L. Thomas; unanimously approved for the Chairman of
the Board to execute the amendment to the 2007 agreement between the County of
Franklin and Trinity Services Group, Inc. for an increase of inmate meals, based on the
Bureau of Labor Statistics Consumer CPI, US City Average Food Away From Home
Table for the period of June 1, 2016 through May 31, 2017, for an increase of 2.7%.
