The Franklin County Commissioners met Thursday, July 21, 2016, with the
following members present: David S. Keller and Robert G. Ziobrowski. Chairman Keller
presided and after calling the meeting to order, a Moment of Silence, and the Pledge of
Allegiance, proceeded with the business of the day.
Chairman Keller announced that Commissioner Thomas will not be in attendance
today. The agenda was asked to be amended to delete board action item #6,
agreement with Geo-Comm, Inc. and include three easement agreements for land
acquisition for Bridge 84a culvert replacements. On a motion by Robert G. Ziobrowski,
seconded by David S. Keller; unanimously approved to adopt the amended agenda.
There was no public comment.
Chairman Keller said there are a few items identified on the voucher listing that
the Board needs further documentation from Controller Harold Wissinger. The Board
will defer consideration of vouchers until this documentation is received.
On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously
approved the minutes of the July 12, 2016 and July 14, 2016 meetings.
Mark Story, Executive Director of Habitat for Humanity, and David Sciamanna,
Chambersburg Area Development Corporation (CADC), were present to explain the
Home Again program referenced in board action item #10. Mr. Story explained Habitat's
mission is to provide safe, decent and affordable housing for residents of Franklin
County. He said part of their mission is to rehab homes also. He explained that Habitat
and CADC have formed a partnership for the Home Again Program. The CADC will gift
up to $250,000 to purchase agreed upon properties in the Borough of Chambersburg
and CADC will transfer the property to Habitat. Once the property is in Habitat's control,
Habitat will fund rehabbing the home. He further explained that Habitat will find a family
who will provide sweat equity, and the use of volunteers also to complete the rehab.
The family will buy the home at cost. Mr. Story said they are asking for$25,000 from
Housing Trust Fund money to help fund this project. Chairman Keller asked how much
of the requested allocation will go toward each project. Mr. Story responded that the
money will go to the first project and based on the success story of the project he will be
in a better position to fundraise for future projects. Mr. Sciamanna said he had
envisioned a housing program to help better some of the neighborhoods so they formed
a partnership with Habitat for the Home Again program and the goal is to start with two
properties this year. Commissioner Ziobrowski asked what the geographic perimeters
are of the properties. Mr. Sciamanna said they are within three blocks of the square that
are nice homes that could be brought back to life. They have identified a dozen
properties at this point and they are now going through negotiations and seeing if
owners are interested in selling. Commissioner Ziobrowski asked if they are working
with the Elm Street project. Mr. Story responded that Habitat has worked with them with
eight homes in the past and they were able to utilize Elm Street funds for those homes.
He said they are willing to partner with Habitat again. Mr. Story thanked the Board for
the opportunity to receive Housing Trust Funds.

The Board reviewed Commissioners Office matters. On a motion by Robert G.
Ziobrowski, seconded by David S. Keller; unanimously approved for the Chairman of the
Board to execute the easement agreement between the County of Franklin and Glen A.
Young Limited Partnership for land acquisition for Bridge 84a culvert replacements.
The Board reviewed additional Commissioners Office matters. On a motion by
Robert G. Ziobrowski, seconded by David S. Keller; unanimously approved for the
Chairman of the Board to execute the easement agreement between the County of
Franklin and Green Rental Company, LLC for land acquisition for Bridge 84 culvert
replacements, at a cost of$226.50.
The Board reviewed additional Commissioners Office matters. On a motion by
Robert G. Ziobrowski, seconded by David S. Keller; unanimously approved for the
Chairman of the Board to execute the easement agreement between the County of
Franklin and Michael P. Green for land acquisition for Bridge 84a culvert replacements,
at a cost of$501.00.
The Board reviewed additional Commissioners Office matters. On a motion by
Robert G. Ziobrowski, seconded by David S. Keller; unanimously approved for the
Chairman of the Board to execute the Notice to Proceed with Keystruct Construction,
Inc. for Franklin County Bridge 23 repairs.
The Board reviewed Drug & Alcohol matters. On a motion by Robert G.
Ziobrowski, seconded by David S. Keller; unanimously approved for the Chairman of the
Board to execute the agreement between the County of Franklin and Stericycle to
provide sharps receptacles for law enforcement agencies with the central pick up
location at the Franklin County Sheriff's Office. Currently law enforcement agencies that
operate medication collection programs are unable to accept sharps due to cost of
disposal as well as ability to dispose of the sharps themselves. This agreement will be
at an annual cost of$2,100.00 for the period of July 1, 2016 through June 30, 2017.
The Board reviewed Emergency Services matters. On a motion by Robert G.
Ziobrowski, seconded by David S. Keller; unanimously approved a grant agreement
between the County of Franklin and Pennsylvania Emergency Management Agency to
provide funds from the Radiation Emergency Response Fund Grant for the development
of a detailed nuclear emergency response plan for areas surrounding nuclear generation
facilities through incident training and purchase of specialized radiation instruments and
supplies. This grant is for a grant amount of$6,585.00 for the period of July 1, 2016
through June 30, 2017.
The Board reviewed Fiscal matters. On a motion by Robert G. Ziobrowski,
seconded by David S. Keller; unanimously approved the Supplemental Appropriation in
the amount of$147,840.00 to request budget for the recently signed contract to house
Franklin County inmates in Indiana County due to overcrowding at the Franklin County
Jail.
The Board reviewed Information Technology Services matters. On a motion by
Robert G. Ziobrowski, seconded by David S. Keller; unanimously approved for the
Chairman of the Board to execute the amendment to the agreement between the County
of Franklin and Tyler Technologies, Inc. to change the software that generates Tyler
Forms documents from Adobe Central to DocOrigin as the product that will create the
documents. Tyler Technologies will convert existing documents at no cost to the
County.

The Board reviewed Planning matters. On a motion by Robert G. Ziobrowski,
seconded by David S. Keller; unanimously approved the Housing Trust Fund Grant
Agreement between the County of Franklin and Habitat for Humanity of Franklin County
to provide Housing Trust Funds in the amount of$25,000.00 towards the Home Again
Program within the Chambersburg Borough. This agreement is for the period of July 14,
2016 through December 31, 2017.
The Board reviewed Property Management matters. On a motion by Robert G.
Ziobrowski, seconded by David S. Keller; unanimously approved for the Chairman of the
Board to execute the proposal from Aqua Power Pros to clean the Human Services
Building after furniture is moved out of the Human Resources suite at a cost of$454.05.
In accordance with PA Acts 14, 67, 68 and 127 notifications, Dennis E. Black
Engineering, Inc. notified the County of a Pennsylvania Department of Environmental
Protection NPDES Permit application being applied by Heritage Estates West for 75
single family lots located in Antrim Township.
The Board reviewed appointments to the Franklin County Housing Authority
Advisory Board. On a motion by Robert G. Ziobrowski, seconded by David Keller;
unanimously approved to appoint Michael Shaffer to serve for a term of July 21, 2016
through May 30, 2021. Commissioner Ziobrowski thanked Mr. Shaffer for his service
since he understands that Mr. Shaffer has been on the advisory board for a number of
years.
The Board met with the Human Resources Director, the Deputy Controller, and
the Court Administrator for Salary Board matters. Mark Singer, Court Administrator, was
present to represent the President Judge for the action they are requesting to hire 2
court reporters at a higher compensation above the pay grade policy due to their years
of experience. Mr. Singer indicated that the Courts are looking into the use of digital
audio court reporting but indicated the need to hire the court reporter positions at this
time.
Teresa Beckner, Fiscal Director, met with the Board to review the 2016 expense
and revenue budget performance through May, 2016. She advised that most
departments are under budget except for a few where most variances relate to one-time
or large expenses at the beginning of the year and normally work themselves out as the
year progresses. She said staff will continue to monitor them. Ms. Beckner said that
one large variance is the result of the county's upfront contribution for employees' Health
Spending Accounts at the beginning of the year. She said general fund expenses are at
37.6% of budgeted expenses compared to 40% in May of 2015 and 42% for five months
of the year. Ms. Beckner said revenues are 74% collected of general fund revenue
budget compared to 73.7% in May of 2015. She explained we are slightly ahead which is
mainly due to property tax collections. Collections for May were $34.8 million or 88%.
This compares to 86.2% collected in May of 2015 and a five-year average of 85.3%.
Collections in June added another$475,000.
The Board recessed until they receive clarification on the vouchers.
The Board reconvened at 10:56 a.m.

The Board received the voucher documentation that was requested. On a
motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously approved all
bills presented and ordered paid.
The meeting was adjourned at 10:58 a.m. with a motion by Robert G. Ziobrowski;
seconded by David S. Keller.
