The Franklin County Commissioners met Thursday, August 4, 2016, with the
following members present: Robert L. Thomas and Robert G. Ziobrowski. Vice
Chairman Thomas presided and after calling the meeting to order, a Moment of Silence,
and the Pledge of Allegiance, proceeded with the business of the day.
On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas;
unanimously approved to adopt the agenda.
There was no public comment.
On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas;
unanimously approved all bills presented and ordered paid.
On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas;
unanimously approved the minutes of the July 26, 2016 and July 28, 2016 meetings.
The Board reviewed Aging Office matters. On a motion by Robert G. Ziobrowski,
seconded by Robert L. Thomas; unanimously approved for the Vice Chairman of the
Board to execute the Charitable Organization Registration Statement to Bureau of
Charitable Organizations for Franklin County Area Agency on Aging to continue to be
registered as a charitable organization. Renewal application fee is $125.00.
The Board reviewed Emergency Services matters. On a motion by Robert G.
Ziobrowski, seconded by Robert L. Thomas; unanimously approved for the Vice
Chairman of the Board to execute the Grant Agreement between the County of Franklin
and PA Emergency Management Agency for the 2016 State Homeland Security Grant
Program to provide federal funds in the amount of$1,715,551.00 to coordinate planning,
organization, equipment, maintenance, training and exercise needs for acts of terrorism
and other catastrophic events. This grant is for the period of September 1, 2016 through
August 31, 2019. Franklin County is identified as a subgrantee or political subdivision
comprising the South Central Terrorism Task Force with Adams, Cumberland, Dauphin,
Franklin, Lancaster, Lebanon, Perry and York counties.
The Board reviewed Human Resources matters. On a motion by Robert G.
Ziobrowski, seconded by Robert L. Thomas; unanimously approved for the Vice
Chairman of the Board to execute the renewal contract between the County of Franklin
and KRONOS to provide software maintenance on the timekeeping system. Kronos
software is used to maintain employee hours for the Jail and Department of Emergency
Services, with time clocks at each location. The cost of this contract is $15,572.00 for
the period of October 26, 2016 through October 25, 2017.
The Board reviewed Intellectual Disabilities matters. On a motion by Robert G.
Ziobrowski, seconded by Robert L. Thomas; unanimously approved the Supplemental
Appropriation to transfer unspent budget from 2015-2016 into calendar year 2016 in the
amount of$134,993.00.
In accordance with PA Acts 14, 67, 68 and 127 notifications, Delgrande and
Associates, LLC notified the County of a Pennsylvania Department of Environmental
Protection NPDES Renewal Permit application being applied by Letterkenny Township
Municipal Authority for the Hillview Wastewater Treatment Plan located in Letterkenny
Township.

In accordance with PA Acts 14, 67, 68 and 127 notifications, Beck Manufacturing
notified the County of a Pennsylvania Department of Environmental Protection NPDES
Renewal Permit application being applied for the business located in Antrim Township.
The Board conducted a bid opening for the 2016 Bridge Maintenance Program.
Steve Malesker, Bridge Engineer from C.S. Davison, was present to explain the project.
The following bidders submitted a bid: Bill Anskis Company - $367,053.00; Keystruct
Construction - $164,142.00; and Lobar Associates - $137,999.45. On a motion by
Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously approved to forward
the bids received to the Bridge Engineer and the County Solicitor for their review. The
Board will award or reject the bids on Thursday, August 11, 2016 at 9:45 a.m.
The Board met with the Human Resources Director, the Controller, the Sheriff,
the Register& Recorder and Mental Health/Intellectual Disabilities/Early Intervention
Administrator for Salary Board matters.
The meeting was adjourned at 10:34 a.m. with a motion by Robert G. Ziobrowski;
seconded by Robert L. Thomas.
