The Franklin County Commissioners met Thursday, August 25, 2016, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment
of Silence, and the Pledge of Allegiance, proceeded with the business of the day.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved to adopt the agenda.
There was no public comment.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved all bills presented and ordered paid.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved the minutes of the August 16, 2016 and August 18, 2016
meetings.
The Board reviewed Emergency Services matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the quote from Dell
to purchase 13 precision workstations for the 911 Center in preparation for the CAD
(computer aided dispatch) upgrade, at a cost of$24,029.59. Current workstations are at
end of life cycle. Dell is on the State contract price listing.
The Board reviewed Risk Management matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the quote from
AutoClear to purchase 2 x-ray machines, each with 3 foot exit roller bed, at a cost of
$44,480.00. The amount of$36,000 will be covered by an AOPC grant and $8,480 will
be covered by the Workers Comp Trust. These 2 units will replace the units at the
Courthouse Annex and Old Courthouse, with the replaced units being moved to the
Hearing Annex and Human Services Building.
In accordance with PA Acts 14, 67, 68 and 127 notifications, Grove U.S. LLC.
notified the County of a Pennsylvania Department of Environmental Protection NPDES
Permit application being applied for installation of a prime booth, topcoat booth and
drying oven at the Shady Grove Facility, located in Antrim Township.
In accordance with PA Acts 14, 67, 68 and 127 notifications, Borton Lawson
notified the County of a Pennsylvania Department of Environmental Protection
Maintenance Permit application being applied for by PA Department of Transportation
for a bridge rehabilitation project over Muddy Run, located in Antrim Township.
In accordance with PA Acts 14, 67, 68 and 127 notifications, Borton Lawson
notified the County of a Pennsylvania Department of Environmental Protection
Maintenance Permit application being applied for by PA Department of Transportation
for a bridge rehabilitation project over Licking Creek, located in Warren Township.

In accordance with PA Acts 14, 67, 68 and 127 notifications, Waste Management
notified the County of a Pennsylvania Department of Environmental Protection Title V
Operating Renewal Permit application being applied for the Mountain View Reclamation
Landfill, located in Greencastle, PA.
In accordance with PA Acts 14, 67, 68 and 127 notifications, Traffic Planning and
Design, Inc. notified the County of a Pennsylvania Department of Environmental
Protection NPDES Permit application being applied for by Greene Township for
intersection improvements at Route 997 and Route 11, located in Greene Township.
Teresa Beckner, Fiscal Director, met with the Board to review the 2016 expense
and revenue budget performance through June 2016. She advised that most
departments are under budget except for a few where most variances relate to one-time
or large expenses at the beginning of the year and normally work themselves out as the
year progresses. She said staff will continue to monitor them. Ms. Beckner said that
one large variance is the result of the county's upfront contribution for employees' Health
Spending Accounts at the beginning of the year. She said general fund expenses are at
44.7% of budgeted expenses compared to 50% in June of 2015. Ms. Beckner said
revenues are 77.4% collected of general fund revenue budget compared to 77.5% in
June of 2015. Collections for June were $35 million or 89.2%. This compares to 87.9%
collected in June of 2015 and a five-year average of 86.8%. Collections in July added
another $1.7 million.
John Hart, Chief Clerk/County Administrator, gave an update on facility planning.
He explained to the board that all offices have completed an Office Profile which
included their desired space requirements, additional programs, co-locations of certain
offices, special needs, etc. Noelker& Hull met with all parties to define programming
based on interviews and the office profiles. They will use this information to anticipate
space and what it will look like now and moving forward. Mr. Hart stated that he will be
bringing a contract for Noelker& Hull's services to the board next week for action.
The next steps include doing room schematic drawings which define the actual
space to provide details of square footage, actual location of each office and the layout
of the building. Mr. Hart is also bringing in an efficiency expert to meet with the board in
a public meeting to discuss co-location benefits, reducing the footprint, energy savings,
mail delivery, sharing of conference rooms among other things. Commissioner Keller
asked if the architect will be bringing ideas on best practices instead of just going with
the wish list. He also would like to see technology and document storage factored into
the plans. Commissioner Thomas stated that with technology rapidly changing, we
should be looking at our processes to develop a better flow. Mr. Hart said he will provide
the Board with information on the expertise of the architectural firm and he confirmed
that the architect will make recommendations based on best practices and their
experience.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved to enter an executive session at 10:13 a.m. this date for the
purpose to discuss real estate matter. The Board reconvened into regular session at
10:58 a.m.
The meeting was adjourned at 10:58 a.m. with a motion by Robert L. Thomas;
seconded by Robert G. Ziobrowski.
