HomeMy WebLinkAbout2016-09-13 Commissioner Minutes TUESDAY, SEPTEMBER 13, 2016 The Franklin County Commissioners met Tuesday, September 13, 2016, with the following members present: David S. Keller, Robert L. Thomas and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance, proceeded with the business of the day. On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas; unanimously approved to adopt the agenda. Kim Wertz provided public comment and said she read the headlines in the Public Opinion about armed guards. She asked when that takes effect and if it includes District Judge Offices? Chairman Keller responded that he will report back to her at the appropriate time. The minutes of the September 6, 2016 and September 8, 2016 meetings were reviewed. These will be approved Thursday, September 15, 2016. The Board reviewed Agreements, Contracts and Reports. Steve Nevada, MH/ID/EI Administrator, and Cori Seilhamer, Program Specialist, were present to explain board action #2, Grant Application to PA Commission on Crime and Delinquency. Mr. Nevada explained that this grant is requested to provide a co-responder model that will be focused in Greencastle, Waynesboro, and Washington Township. He explained that there were only so many funds so they had to select certain areas and since the Chambersburg area has twelve CIT officers, these areas were chosen. Mr. Nevada explained that they are hoping to get a person with mental health expertise who will be able to respond with the police, get the person the appropriate treatment, in addition to provide continued follow up with the person. This person will engage the individual because the best success is if the person is engaged, they are more likely to continue with treatment. Mr. Nevada explained further that the goal is to get people connected so that they won't be charged, and engagement is the key. John Hart, County Administrator, explained that this position would be a contractor position, not a county employee. The items will be approved Thursday, September 15, 2016. The Board reviewed appointing Commissioner Robert Ziobrowski to the Mont Alto Campus Advisory Board. On a motion by Robert L. Thomas; seconded by David S. Keller unanimously approved to appoint Robert Ziobrowski as an ex-officio member to the Mont Alto Campus Advisory Board. John Hart, County Administrator, provided information on a Bird Mitigation Plan on Franklin Farm Lane. He explained that there is a situation where the duck and geese population along the fish hatchery on Franklin Farm Lane has drastically increased. Due to the droppings, there are concerns with sanitation, avian flu, and other diseases. He said the birds are there because people feed them so we need to stop that. The area on both sides of Franklin Farm Lane will be cordoned off including the parking lots and signs will be posted that say no trespassing and no feeding of ducks and geese. He explained that there will also be predator calls placed that have been successful here at the courthouse with pigeons. He said now is a good time to do it and hopefully we can scare them off and they migrate or go elsewhere. Chairman Keller asked if the fish will get plenty of food without being fed by the public. Mr. Hart responded that the Rod and Gun Club provide food to the fish. Steve Rock, Property Management Director, explained that the Rod and Gun Club does not like the fish to be fed bread since there is no nutritional value in the bread and it also is not good for the geese or ducks either. Commissioner Thomas said this is a public health concern. He said there are federal Continued on page 2 agencies out there and they will not park on the west side of the building anymore due to having to go to farms as they don't want to track diseases to the farms. He is glad to see this moving forward. Mr. Hart said that information will be sent to all employees, offices at the Ag Heritage Building and the Ag. Extension office and information will be posted on our website. A press release may be done as well. The meeting was adjourned at 9:59 a.m. with a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas. FRANKLIN COUNTY COMMISSIONERS
