The Franklin County Commissioners met Thursday, September 22, 2016, with
the following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment
of Silence, and the Pledge of Allegiance, proceeded with the business of the day.
Chairman Keller asked to approve the agenda with the addition of general
discussion regarding election matters. On a motion by Robert L. Thomas, seconded by
Robert G. Ziobrowski; unanimously approved to adopt the amended agenda.
There was no public comment.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved all bills presented and ordered paid.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved the minutes of the September 13, 2016 and September 15, 2016
meetings.
The Board reviewed Commissioners/Election matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the agreement
between the County of Franklin and Beidel Printing House, Inc. for printing of ballots for
the upcoming Presidential election on November 8, 2016 at a cost of$19,036.50. The
Commissioners awarded this bid to Beidel Printing on September 8, 2016.
The Board reviewed Jail matters. On a motion by Robert L. Thomas, seconded
by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to
execute the agreement between the County of Franklin and Frey Lutz for the installation
of a utility/slop sink, drainage and ventilation line in the Jail's warehouse, at a cost of
$3,975.00.
The Board reviewed additional Jail matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the
Board to execute the renewal maintenance agreement between the County of Franklin
and KeyTrak, Inc. for maintenance/support coverage for the Jail's key box system,
including 24 hour phone support. This service is imperative to the safety and security of
the Jail's daily operations for the period of October 20, 2016 through October 19, 2017,
at a cost of$824.20
The Board reviewed additional Jail matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the
Board to execute the renewal agreement between the County of Franklin and Terminix
for interior pest control services for the period of January 1, 2017 through December 31,
2017, at a cost of$2,760.00.
The Board reviewed Planning matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the contract between the
County of Franklin and Pennsylvania Department of Community & Economic
Development for the 2015 Community Development Block Grant for a grant amount of
$250,000.00 for the period of August 22, 2016 through August 21, 2020.

In accordance with PA Acts 14, 67, 68 and 127 notifications, Letterkenny Army
Depot notified the County of a Pennsylvania Department of Environmental Protection Air
Quality Permit application for the installation of two paint stripping tanks in Building 377.
In accordance with PA Acts 14, 67, 68 and 127 notifications, Dennis E. Black
Engineering, Inc. notified the County of a Pennsylvania Department of Environmental
Protection WQM Permit (part 2) application being applied for by the Shippensburg
Borough Authority for a Biosolids Storage Pad Addition to serve the existing wastewater
treatment plant, located in Southampton Township.
Jean Byers, Deputy Chief Clerk, met with the Board to discuss printing of ballots.
She explained that ES&S wanted counties to sign off on their ballots by September 9th.
Due to pending law suits the county has not printed ballots and tomorrow we have to
mail out military ballots. She said that if we released our ballots today, tomorrow we can
give military voters an actual ballot instead of a paper copy. Paper copies have to be
held back and hand counted during official count. Ms. Byers explained there are two
court cases that were filed this week. The first one is the retirement question for judges,
where in the spring the question was on the ballot but we did not certify the results due
to a late court ruling. The plaintiffs filed with the Supreme Court and there was a dead
lock with a 3 to 3 vote. As of now, there is no court hearing scheduled with the
Commonwealth Court and once it's scheduled, it will take another week or two to get a
decision. She said if they deadlock again, then nothing changes. If they decide to
change something and votes shouldn't be counted , then we can post notifications just
like we did in the spring. She explained the other court case is a person running for
president who ran in the spring on the Democratic ticket but lost. In August, he tried to
file a nomination paper for president with the state as an Independent. By PA law he
cannot change party after running as a Democrat in the spring and then run under a
different party in the fall. She said that they don't see the State changing their mind but
if they would, we would again just post signs at the polling places. Ms. Byers has been
talking to other counties and a majority of them have printed or will print by Monday.
She would like to release the ballots now so that tomorrow she can send actual ballots to
military voters. The Board directed Ms. Byers to proceed with printing of the ballots.
The meeting was adjourned at 9:51 a.m. with a motion by Robert L. Thomas;
seconded by Robert G. Ziobrowski.
