The Franklin County Commissioners met Thursday, September 29, 2016, with
the following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment
of Silence, and the Pledge of Allegiance, proceeded with the business of the day.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved to adopt the agenda.
There was no public comment.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved all bills presented and ordered paid.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved the minutes of the September 20, 2016 and September 22, 2016
meetings.
The Board reviewed Department of Emergency Services matters. On a motion
by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the
quote from Dell Computer for replacement of two desktop computers for mobile
command center, ten 911 center admin stations and forty-six 911 center monitors for a
total cost of$21,765.22. These computers are at the end of life cycle and need
replaced. Dell is on the state contract price listing.
The Board reviewed additional Department of Emergency Services matters. On
a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously
approved the Franklin County Emergency Operations Plan (EOP) that outlines how the
County Government complies with and implements the specific aspects of the
Pennsylvania Emergency Management Services Code and incorporates the provisions
of the Counter-terrorism preparedness, planning and response act.
The Board reviewed Drug and Alcohol matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of
the Board to execute the Year-end Final report for Fiscal Year 2015-2016 submitted to
the Pennsylvania Department of Drug and Alcohol (DDAP) for a total amount of
$965,238.00, detailing how each funding stream was used and reimbursements given to
each provider for services rendered. The program will be sending $16,781.00 of federal
funding back to DDAP and $63,534 of Human Services Block Grant funds that will be
carried over into FY 16-17.
The Board reviewed Property Management matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the quote from
United Refrigeration for three split air conditioning units at the Emergency Services
Department, Building 426, for a one-time cost of$7,852.59. Quotes were requested,
three companies responded, and this was the lowest qualified quote.
The Board reviewed Veterans Affairs matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the contract
between the County of Franklin and Kegerreis Outdoor Advertising, LLC for digital board
advertising for the upcoming Veteran's Expo to be held on November 2, 2016 at a total
cost of$1,045.00. The ads will run from October 20, 2016 through November 2, 2016.

The Board reviewed Risk Management matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of
the Board to execute the Safety Program Renewal (HandS) Application to the
Pennsylvania Department of Labor and Industry, Bureau of Worker's Compensation for
the Self-Insured Worker's Compensation Program for the period of January 1, 2017
through December 31, 2017. This application is necessary to maintain our self-
insurance status.
The Board reviewed additional Risk Management matters. On a motion by
Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the
Chairman of the Board to execute the Worker's Compensation Self-Insurance Renewal
Application to the Pennsylvania Bureau of Worker's Compensation for an application
cost of$100.00 for the period of January 1, 2017 through December 31, 2017. This
application is necessary to maintain our self-insurance status.
In accordance with PA Acts 14, 67, 68 and 127 notifications, Red Barn
Consulting, Inc. notified the County of a Pennsylvania Department of Environmental
Protection NPDES CAFO Permit application being applied by Roy Shank, Shank's Hen
House, for an existing layer operation located in Chambersburg, PA.
Mary Beth Shank, County Solicitor, asked to enter into an executive session to
discuss potential litigation matters. On a motion by Robert L. Thomas, seconded by
Robert G. Ziobrowski; unanimously approved to enter an executive session at 9:38 a.m.
this date for the purpose to review potential litigation matters. The Board reconvened
into regular session at 9:51 a.m. No action was required after the executive session.
Mary Beth Shank, County Solicitor, was present to discuss an access agreement
with the Borough of Chambersburg for Franklin Farm Lane. She explained that this
agreement is for the Borough to have access to an area on exhibit A of the agreement to
determine viability of solar panels. This would only give the borough access to the
property. Mr. Hart explained that they want to walk the farm and see if there is feasibility
in putting solar panels on the property. The Board was agreeable to the contract.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved the Agreement to Access Property for Due Diligence Activities
with the Borough of Chambersburg to explore the viability of utilizing a portion of the
County's property located between Franklin Farm Lane, Walker Road and Interstate 81
for the purposes of creating a solar power facility.
The meeting was adjourned at 10:15 a.m. with a motion by Robert L. Thomas;
seconded by Robert G. Ziobrowski.
FRANKLIN COUNTY COMMISSIONERS
