The Franklin County Commissioners met Tuesday, October 18, 2016, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment
of Silence, and the Pledge of Allegiance, proceeded with the business of the day.
On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas;
unanimously approved to adopt the agenda.
There was no public comment.
The minutes of the October 11, 2016 and October 13, 2016 meetings were
reviewed. These will be approved Thursday, October 20, 2016.
The Board reviewed Agreements, Contracts and Reports. The following item
was approved today while the remaining items will be approved Thursday, October 20,
2016.
The Board reviewed Property Management matters. On a motion by Robert G.
Ziobrowski; seconded by Robert L. Thomas; unanimously approved the Notice of Award
and Notice of Intent to Award to Bonded Applicators, Inc. for the Franklin County Roof
Replacement Project for a total bid amount of$170,733.00. The Board approved this
bid on October 13, 2016.
Carrie Gray, Assistant County Administrator, met with the Board to receive
approval on a Records Management Plan. John Hart, County Administrator, explained
that the County Code requires counties to have a Records Management Plan. Ms. Gray
explained further that the code establishes two pots of money. The Recorder of Deeds
receives $3 of the $5 fee that is charged and collected for each document recorded in
the Recorder of Deeds' office, to be retained in a separate fund. The Records
Improvement Fund Committee made up of officials from County Commissioners, Sheriff,
Prothonotary, Clerk of Court, Register of Wills and the Treasurer receives the remaining
$2 that is used for allocating per the Records Management Plan that the Board is being
asked to consider today. On a motion by Robert G. Ziobrowski; seconded by Robert L.
Thomas; unanimously approved the Franklin County, Pennsylvania Comprehensive
Records Management Plan.
The meeting was adjourned at 9:44 a.m. with a motion by Robert G. Ziobrowski;
seconded by Robert L. Thomas.
