The Franklin County Commissioners met Thursday, October 27, 2016, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment
of Silence, and the Pledge of Allegiance, proceeded with the business of the day.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved to adopt the agenda.
There was no public comment.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved all bills presented and ordered paid.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved the minutes of the October 18, 2016 and October 20, 2016
meetings.
The Board reviewed Children and Youth matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the List of
Subsidized Adoption Assistance agreements on behalf of the Franklin County Children
and Youth Department to provide a subsidy to adoptive parents to be used for adoptive
children, for the period of July 16, 2016 through September 16, 2016. Contract listing is
maintained for proper accounting of all contracts.
The Board reviewed Emergency Services matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the agreement
between the County of Franklin and Geo-Comm, Inc. to provide a GeoLynx DMS
Software and ETL Model Development Project to maintain mapping capabilities at the
911 Center until the April installation of the new Tritech software, at a cost of
$30,095.00. Cost will be covered under the Act 12 911 Universal Tax.
The Board reviewed additional Emergency Services matters. On a motion by
Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the
Chairman of the Board to execute the quote from Keystone Ford for the purchase a
replacement HazMat Emergency Response Vehicle at a cost of$76,034.48. Quote
price also includes a Reading Upfit, light bars and decals. The HMRF Hazardous
Material Response Fund will cover $20,000.00 of the cost. Company is on State co-stars
pricing.
The Board reviewed additional Emergency Services matters. On a motion by
Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the quote
from Southern Computer Warehouse to purchase required Microsoft Server Licenses for
the new Computer Aided Dispatch server upgrades, at a cost of$12,241.67. Cost will
be covered under the Act 12 911 Universal Tax.
The Board reviewed Jail matters. On a motion by Robert L. Thomas, seconded
by Robert G. Ziobrowski; unanimously approved the agreement between the County of
Franklin and the County of Fulton to house Fulton County inmates at the Franklin County
Jail for the period of October 17, 2016 through October 17, 2021. Fulton County will pay
$71.00 per inmate per day, for a total contract amount not to exceed $645,000.00.

The Board reviewed Juvenile Probation matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the application to
the Juvenile Court Justice Commission to receive Grant-In-Aid funds for the Juvenile
Probation Department to assist in meeting Juvenile Justice System Enhancement
Strategy (JJSES) goals of making data driven decisions and incorporating evidence
based principles for positive outcomes for youth and families. Grant requested amount
is $134,221.00, for the period of July1, 2016 through June 30, 2017.
The Board reviewed Property Management matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of
the Board to execute the agreement between the County of Franklin and Rodger's Clock
Service for annual preventive maintenance on the Courthouse tower clock at a cost of
$315.00, for the period of October 17, 2016 through October 31, 2016.
The Board reviewed Veterans Affairs matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Memorandum
of Understanding between the County of Franklin and South Central Community Action
Program (SCCAP) to administer funds from the Franklin County Veterans Affairs
Emergency Assistance Fund. Contract will expire when the $10,000.00 in allocated
funds are exhausted.
The Board reviewed appointments to the Franklin/Fulton Drug and Alcohol
Advisory Board. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved to appoint Pastor Bartlett for the term of November 14, 2016
through November 14, 2019.
The meeting was adjourned at 9:35 a.m. with a motion by Robert L. Thomas;
seconded by Robert G. Ziobrowski.
