The Franklin County Commissioners met Thursday, November 3, 2016, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment
of Silence, and the Pledge of Allegiance, proceeded with the business of the day.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved to adopt the agenda.
There was no public comment.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved all bills presented and ordered paid.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved the minutes of the October 25, 2016 and October 27, 2016
meetings.
The Board reviewed Agricultural Extension matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of
the Board to execute the agreement between the County of Franklin and Pennsylvania
State University for West Nile mosquito surveillance and control components at a cost of
$59,300.00, for the period of January 1, 2016 through December 31, 2016. These
services will be paid for by the West Nile Virus Control Program Grant, awarded to the
County by the Pennsylvania Department of Environmental Protection.
The Board reviewed Agricultural Extension matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of
the Board to execute the agreement between the County of Franklin and Pennsylvania
State University for Zika Virus mosquito surveillance, control components and
educational outreach at a cost of$14,428.36, for the period of July 1, 2016 through June
30, 2017. These services will be paid for by the Zika Grant, awarded to the County by
the Pennsylvania Department of Environmental Protection.
The Board reviewed Commissioners matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the proposal from C.S.
Davidson, Inc. for engineering services related to project development for the
replacement/rehabilitation of Bridge #121, at a cost not to exceed $3,000.00. These
services are a PennDOT requirement.
The Board reviewed additional Commissioners Office matters. On a motion by
Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the
proposal from C.S. Davidson for engineering services related to project initiation and
scope of work for the replacement/rehabilitation for Bridge #121, at a cost of$10,341.04.
Project will be funded with 80% Federal Funds, 15% State funds and 5% County Funds.
These services are a PennDOT requirement.

The Board reviewed Human Resources matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of
the Board to execute the agreement between the County of Franklin and Tyler
Technologies to purchase a new county wide timekeeping system at a cost of
$169,967.00, for the period of February 1, 2017 through January 31, 2022. This system
will replace the current Kronos and ESS time keeping systems. The Board approved the
time keeping system on September 20, 2016.
The Board reviewed Planning matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the amendment to the
Agreement (dated April 23, 2015) between the County of Franklin and Greene Township
Municipal Authority for the Fern Grotto Sewer Extension, to extend the service
completion date to May, 31, 2017. All other terms and conditions of the original
agreement will remain in full force and effect.
The Board reviewed additional Planning matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the amendment to
the Tourism and Quality of Life Grant Agreement (dated December 22, 2015) between
the County of Franklin and Washington Township to extend the completion date to
December 31, 2017. All other terms and conditions of the original agreement will remain
in full force and effect.
The Board reviewed Property Management matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the agreement
between the County of Franklin and Diamond Automatic Sprinklers, Inc. to perform
annual inspection of the sprinkler systems located at the Administrative Annex at a cost
of$260.00, for the period of January 1, 2017 through December 31, 2017.
The Board reviewed additional Property Management matters. On a motion by
Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the
agreement between the County of Franklin and Diamond Automatic Sprinklers, Inc. to
perform annual inspection of the sprinkler systems located at Building 426 at a cost of
$1,430.00, for the period of January 1, 2017 through December 31, 2017.
The Board reviewed additional Property Management matters. On a motion by
Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the
agreement between the County of Franklin and Diamond Automatic Sprinklers, Inc. to
perform annual inspection of the sprinkler systems at the Commissioners Complex at a
cost of$300.00, for the period of January 1, 2017 through December 31, 2017.
The Board reviewed Sheriff Office matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the
Board to execute the quote from Hoffman Ford to purchase a marked vehicle to replace
a current vehicle that required exorbitant repairs at a cost of$37,024.81. This vehicle
will utilized for prisoner transport. Quotes were requested and two quotes were
received, this was the lowest qualified quote. Company is on state contract pricing.
In accordance with PA Acts 14, 67, 68 and 127 notifications William A. Brindle
Associates, Inc. notified the County of a Pennsylvania Department of Environmental
Protection NPDES Permit application being applied by A. David Brenize for land
development for two turkey houses. An existing farm lane will be improved to provide
access to the turkey houses. Property is located in Lurgan Township.

The Board met with the Human Resources Director, the Controller and the
Sheriff for Salary Board matters.
The meeting was adjourned at 9:52 a.m. with a motion by Robert L. Thomas;
seconded by Robert G. Ziobrowski.
FRANKLIN COUNTY COMMISSIONERS
